Videos: Annual Planning Meeting Day 2 @ LCC 2017-02-17

We learned why Lowndes County has gotten religion about Internet access and speed: Moody AFB wants it.

Commissioner Scottie Orenstein made the case for board packets and agendas in electronic form instead of the paper packets they currently use. Maybe they’ll even reveal them to the public before their meetings, like real MSAs do. Meanwhile, Community Engagement means marketing, as in telling people what the county did, not listening to the citizens.

They talked about interconnecting (almost) all of the county’s water systems, about routes to get trucks out of downtown Valdosta. The water-sewer ordinance is in ten or twelve pieces, and the county is all for expanding water and sewer throughout the county as long as it doesn’t cost developers money.

There’s a regional T-SPLOST meeting in Waycross by SGRC Feb 28 2017, but Lowndes commissioners and staff said nothing Continue reading

Videos: Mosquitoes! ZBOA Reappointment, Verizon tower, Strong abandonment, closed landfill @ LCC 2016-08-08

Most controversial and not on the agenda: Zika and mosquito control in the County Manager’s report. They vote tonight at 5:30 PM.

The county wants to operate and maintain water treatment, wastewater, and three swimming pools at Moody AFB. Are they changing the speed limit on your road? And the county is re-evaluating its job descriptions.

Also on the agenda: Continue reading

Videos: Runner Ernie Andrus, Brookwood again, 3 board appointments, 2 road abandoments, Comp Plan Update, Budget Adoption @ LCC 2016-06-28

For an authority that gets 1.25 mil of your property tax dollars, the Commissioners didn’t even know who was wanting to be reappointed, none of them asked what happened during a year when one of them was apparently serving on that board without a formal appointment, not all of the Commissioners were present even voted, and none of the candidates for any of the board appointments even shhowed up, much less spoke. The Lowndes County Commission at its June 28th 2016 Regular Session also unanimously adopted the budget for what the Chairman repeatedly called “the physical year”, despite only perfunctory public hearings in advance, and no draft budget available on their website for the public to see. After they approved the budget to spend the money (and according to County Manager Joe Pritchard after earlier that same morning the Tourism Authority approved their budget), the Lowndes County Commissioners unanimously approved a hotel/motel tax rate increase. Odd order, eh?

About the 1.25 mil property tax Parks and Rec Authority, the Chairman finally got around to saying Continue reading

Videos: sidewalk, KLVB, DFCS, SGCSB, LCLB appointments, prisoners, mosquitos, grants, contracts @ LCC 2016-06-14

In a very unusual move, they tabled trust deed or a well system that a developer wants because he does not want to have property annexed into the city of Valdosta. Valdosta services are across the street. The Chairman said he asked the Engineer who asked the developer first.

Citizens Lawrence and Helen Williams expressed concern about dogs and a gun at a neighbor’s house.

They unanimously approved everything else Continue reading

Mutual aid, Variance, Remerton Mills Quitclaim @ RCC 2016-04-04

Only the smoke stack remains, yet Remerton Mills still took up most of the Remerton City Council agenda when Gretchen videoed there this month. The Humane Society wants to house dogs temporarily and house an adoption site for cats. This also requires a variance. Yes, apparently Remerton has more room for animals than Valdosta.

Here are links to the LAKE videos of each item, from the agenda. Also notice Remerton has Citizens to Be Heard first, like both Lowndes County and Valdosta used to have only a few years ago. Continue reading

Videos: Sabal Trail and no-bid private Carter Way, no-bid Old US 41 N, Animals, VLMPO, Bemiss Road * 2, sewer, safety, and incarceration @ LCC 2016-04-12

In these LAKE videos you can see the Commissioners and staff didn’t mention the contractor for the emergency no-bid $67,822 to fix the Carter Way Culverts owns property on Carter Way. They never said how much the no-bid Old US 41N paving project would cost. Citizen Judy Havercamp thanked the Commission for the recent animal ordinance. She clapped, but did not get shouted down by the deputy; I guess his instructions only apply to people not complimenting the Commission. Citizen John S. Quarterman, president of WWALS Watershed Coalition, Inc., asked for wastewater spills to be posted on the county’s website and sent out by their alert system, and with a written letter updated the Commission on many recent pipeline developments and asked them to rescind their recent Sabal Trail easement or to help in other ways to stop that boondoggle.

Videos: Animals, CAC on Skipper Bridge, 3 board appointments, alcohol @ LCC 2016-03-08

The reading of the Animal Welfare Ordinance drew two citizen speakers: Jim Sharpe and Dr. Amanda Hall.

Chairman Bill Slaughter remarked on the 5 March 2016 death of former Lowndes County Coroner Charles Exum.

Four board appointments, animal tethering, bus, trash, homeland security, mutual aid, and housing @ LCC 2016-03-21

Work Session 8:30 AM this morning, and Tuesday evening finally voting on the Animal Services Ordinance including tethering, and (who knew about this?) appointing Christina Bennett to the Animal Control Board.

Renewing the annual Section 5311 Rural Transportation Program Capital Contract for the MIDS bus service is on the agenda, as is appointing three people to the Valdosta Lowndes County Metropolitan Planning Organization (VLMPO) out of these four: Ronald Skrine, Tammy Greenway, Floyd Rose, Bob Wilburs. As usual, how were people supposed to know? And where are the applications of those named? Continue reading

Videos: CAC on Skipper Bridge, 3 board appointments, lots of alcohol @ LCC 2016-03-07

See also the previous post for LAKE videos of the preceding Planning Commission Work Session and Regular Session. County Manager Joe Pritchard brought up in his Report yesterday morning the annexation request that is part of the Valdosta proposed rezoning for a development on Bemiss Road; see the packet materials for that item obtained by LAKE through open records request. They heard the long-awaited animal tethering ordinance, and will vote on it this evening, as part of an Animal Welfare Ordinance. See agenda posting for the three board appointments, the two Copeland Road items related to water, sewer, pavement, and Lowndes Middle School students, the two Tax Assessor items, others, and, last but not least, the four alcohol items. CAC on Skipper Bridge, 3 board appointments, lots of alcohol @ LCC 2016-03-07

The long-awaited animal tethering ordinance will be heard Monday morning and voted on Tuesday evening, as part of an Animal Welfare Ordinance. They’re going to reappoint Joyce Evans and Frank Morman to the Landbank Authority. They last reappointed those two 27 March 2012, so apparently they serve four-year terms.

Despite the public not knowing there was an opening on the Georgia Department of Behavioral Health and Developmental Disabilities Board, they’ve already picked who they’re going to appoint: Chris Yarbrough. What he sent in his application, we don’t know, but his LinkedIn profile says he’s a “Community Supervision Officer III Mental Health Specialist, Georgia Department of Community Supervision, May 1996 – Present (19 years 11 months) Valdosta, Ga.”

Per LAKE open record request, here are the packet items for the Children’s Activity Center (CAC) rezoning on Skipper Bridge Road, REZ-2016-06, as sent to the Continue reading
