Update 2026-06-07: Packet: Appointments to 3 Boards, 1 small subdivision, Old US 41 N widening, Alcohol, Sewage, insurance, bonds, and roads @ LCC 2026-06-08.

The Greater Lowndes Planning Commissioners unanimously recommended approval of all the cases, except the communications tower, which was withdrawn by applicant.

They spent by far the most time (17 and a half minutes) on 5. CU-2026-03 Request by Latoyona Speed and San Antonio Graham for a Conditional Use Permit (CUP) for placement of a mobile home in a Single-Family Residential (R-6) zoning district. They even suggested orienting the doublewide parallel with the street, until they realized that would leave only half a foot setback on each end.

The Greater Lowndes Planning Commission (GLPC) will meet Tuesday instead of its usual Monday, because of the Memorial Day Holiday.

Valdosta City staff recommend denial of a request to put a doublewide mobile home on N Barack Obama Boulevard because it might gasp! be unsightly. Nevermind the floor plan looks more substantial than many a stick-built house.

Lowndes County staff are fine with a tiny subdivision on US 41 S just north of the planned Lake Park Fire Station.

We don’t know their take on a communications tower near Meetinghouse Creek, upstream from the Little River west of Hahira, because they did not send that part of the board packet materials.

The board packet materials, received from Lowndes County in response to a LAKE open records request, are on the LAKE website. Except for the materials they did not send for TWR-2026-01 Salem Church Communication Facility, Old Valdosta Road N., Hahira, GA ~25ac, Parcel 0008-010, and the minutes of the previous GLPC meeting. For the tower I’ve inserted a Lowndes County Tax Assessors map.

The Lowndes County Commission breezed through approving everything unanimously two weeks ago.

There was some further discussion in Reports about the county taking over management of the Moody AFB golf course and some other items.

Then in Citizens Willing to Be Heard, Veterinarian Dr. Amanda Hall spoke about changes in state law regarding animal control, including about what counts as a breeder. And it is now unlawful to tether animals during inclement weather or mental distress, but that is not being enforced. She recommended Lowndes County revise its local animal control ordinance to be in line with the noise ordinance.

She recently learned the county was budgeting $7 million for a new animal shelter. She said there was much lower hanging fruit than that, such as updating the ordinance to use ideas that work elsewhere.

Surprise housing!

Two weeks ago, the longest regular business item at the Lowndes County Commission Work Session was 6.a. FY2024 Juvenile Justice Incentive Grant, mostly because Judge Council wanted to mention a first quarter success rate of 86%, and a second quarter success rate of 79%.

Also taking more than a minute were 6.b. Quiet Pines Golf Course Agreement for Lowndes County to operate that course for Moody AFB, and the alcohol license for Twin Lakes Club & Grill, for which they went through various scenarios requiring a new license.

Unscheduled under 7. Reports was a seven-minute surprise report on affordable housing. Mark Stalvey from the Housing Authority and Rhett Holmes from IDP Properties (the low income housing tax credit developer) gave a presentation on a new development at the corner of South Troupe Street and Griffin Ave. They are working on a phase two and asked for financial support in the form of $1,000,000 low interest loans. Similar to Freedom Heights on Bemiss Road which is both market rate and rent controlled units.

Lowndes County already operates Moody AFB’s wastewater treatment plant.

Videos: Hurricane Irma, Register rezoning, Utility Authority @ LCC 2017-09-26

23 minutes last night to approve 3:2 with many conditions rezoning the 6c. REZ-2017-09 Robert A. Register Estate, with no shouting afterwards like there was at at the previous evening’s Planning Commission meeting, yet a lot of grumbling at the Lowndes County Commission Regular Session, especially since they seem to have forgotten the greenspace condition.

I would like to commend the Commission for the amount and depth of discussion in this meeting, especially in the unscheduled 10. Commission Comments and Recognitions and Meeting Adjournment, which was mostly about Clay Griner’s idea of having a county-wide utility authority including all the cities in the county. Update 2017-10-20: moved the rest of this utility authority commentary down to the video item below.

Also not on the agenda was Chairman Slaughter comments on community response to Hurricane Irma (which were mostly about county staff; well-deserved especially for Ashley Tye) and Georgia Power Representative recognizes county hurricane response.

While it’s great that Georgia Power came to compliment the county, does that electric utility rep. reside in or pay property taxes in Lowndes County, and why was he not required to state his name and address? Ditto the software salesman for Continue reading

      HISTORY, FACTS, AND ISSUES: The certified Lowndes County fatality rate: 2006-14, 2007-14, 2008~19, 2009-16, 2010-18, 2011-15, 2012-11, 2013-7, 2014-14, 2015-19, 2016-20. Any traffic fatality in Lowndes County is too many. For numerous years, the county has been plagued with an unacceptable fatality rate. Consistently for ten years between 2006 and 2016 we suffered with as much as nineteen people dying annually in crashes. In April 2012 the Sheriff created the SPEED team which joined forces with the Valdosta Police HEAT team. Together both agencies diligently fought to reduce the fatality rate. In 2013, Lowndes County recorded an unprecedented lowest rate of the decade with seven fatalities.
