There was some discussion among Lowndes County Commissioners, but their Regular Session on Tuesday, April 28, 2026, as they approved all the voting items unanimously.

In her Reports, County Manager Paige Dukes called on both Utilities Director Steve Stalvy and Fire Chief Billy Young about the current drought and fire situations.

Six Citizens Wished to Be Heard.

George Fisher spoke about his water research, which includes he’s discovered the line of sinkholes running across the county.

Pam Kelly Jarvis and Amanda Hall spoke about animal issues.

Jimmy LeFiles, Michael Noll, and Susan Wehling spoke about datacenters.

After the meeting adjourned, County Chairman Bill Slaughter came down to talk to several people about datacenters. County Manager Paige Dukes joined in. The Chairman said it was their procedure not to answer Citizens Wishing to Be Heard during the meeting, but he made himself available afterwards.

There was a somewhat startling citizen report about the possible future datacenter site at the Tuesday evening Regular Session of the Lowndes County Commission. See other post for Tetiana Babcock.

The Commissioners breezed through all the voting items with unanimous approval. Except Commissioner Joyce Evans did ask if any applicants for the board appointments were present. Travis Cox was present. He had just been appointed to ZBOA in place of John Hogan. Also, John McCall was reappointed to ZBOA.

County Manager Paige Dukes asked for Ashley Tye to talk about Water Stewardship in the current drought, and Fire Chief Billy Young to talk about not burning while it is so dry.

Six citizens spoke: Mary Roe about Paving of Green Road, Kelly Saxon about Baldwin Place grants and shelters, Amanda Hall about pet Breeding limits, Kristina Cheek McBride about Maternal Health Issues, Michael Noll about Data Center collaboration and transparency, and Tetiana Babcock about Data Center Encroachment. Videos: Animals, Juveniles, Golf Course, Subdivision infrastructure, solid waste, and alcohol @ LCC Regular 2023-04-25

The Lowndes County Commission breezed through approving everything unanimously two weeks ago.

There was some further discussion in Reports about the county taking over management of the Moody AFB golf course and some other items.

Then in Citizens Willing to Be Heard, Veterinarian Dr. Amanda Hall spoke about changes in state law regarding animal control, including about what counts as a breeder. And it is now unlawful to tether animals during inclement weather or mental distress, but that is not being enforced. She recommended Lowndes County revise its local animal control ordinance to be in line with the noise ordinance.

She recently learned the county was budgeting $7 million for a new animal shelter. She said there was much lower hanging fruit than that, such as updating the ordinance to use ideas that work elsewhere.

Animals and humans @ LCDP 2015-12-07

The county government is less clear about animals than it asks citizens to be. Tonight the Lowndes County Democratic Party is doing what the county has never done: holding a public forum on animal rights. Apparently there are some human rights involved, too, given recent allegations of a deputy with gun drawn and arson.

Last month two more citizens complained to the Lowndes County Commission about treatment of dogs, including about three dogs that may not have shelter and barking dogs and apparent retaliation through arson. That second speaker, as he said, had already spoken up back in June about animal control taking his grandson’s dog out of a kennel, yet he said when he complained about a barking dog a deputy came out with gun drawn to demand he come out of his house “like a common criminal”. At the time the Chairman asked citizens to be “clear and direct”.

Videos: Mike Allen, Anti-Tethering, Budget, Surplus, Abandonment, Evidence, Workers Comp, Manhole @ LCC 2015-01-27

The room was packed as the Chairman commented on Dr. Amanda Hall’s proposal for an anti-tethering ordinance, as did four citizens (realtor Alan Canup, veterinarian Jeff Creamer, LCDP Chairman Tom Hochschild, and Carol Kellerman), plus Chairman Slaughter again. Citizen Frenchie DePasture commented on trash, at Tuesday evening’s Regular Session of the Lowndes County Commission. Mike Allen, Utilities Director until last Friday, got an offer he couldn’t refuse from Hilton Head, South Carolina and a presentation from County Manager Joe Pritchard. Finance Director Stephanie Black read from the agenda about a budget award (or passing grade) received by Lowndes County for the ninth year in a row, as one of 1400 awardees this year.

Videos: Anti-Tethering, Budget, Surplus, Abandonment, Evidence, Workers Comp, Manhole @ LCC 2015-01-26

Mike Allen, former Utilities Director, no longer works for the county as of last Friday, according to County Manager Joe Pritchard. Dr. Amanda Hall proposed an anti-tethering ordinance. Both at yesterday morning’s Work Session of the Lowndes County Commission.

Lowndes County won an award for its budget as “a policy document, a financial plan, an operations guide and a communications device.” All good except: as a communications device? They’d probably have to publish drafts of it before they passed it for that to be true. Unless they mean as in a public telling, not a public hearing. They won last year, too, along with 45 other winners in Georgia, including Valdosta. Award, or passing grade? They’ll present it tonight at the Regular Session.

No rezonings, but surplus computing devices, abandonment of Deloach Road E (CR 95), more on the never-ending juvenile justice Evidence Based Associates topic, Workers Compensation Insurance Renewal, and sewer gasses corrode manhole covers. I wonder how much gases corrode pipelines?

Break the Chains: anti-tether ordinance @ LCC 2015-01-26

Their ordinance is the agenda for Monday morning’s Work Session, and a local organization called Break the Chains is sponsoring a facebook event to get people to show up for Tuesday evening’s Regular Session at 5:30 PM 26 January 2015 to recommend the Commission should pass it.
