Why should Lowndes County spend half a million dollars to subsidize a developer? 2022-01-24

Update 2022-01-25: Discussion of court grants and Loch Laurel Road project, little of property subsidy @ LCC 2022-01-24.

The $568,971.00 for 5.k. Property Purchase – Building Valdosta, LLC is a markup of $323,971 over the price that property sold for last year, supposedly to protect Moody AFB, even though how is not said and it’s 2.4 miles away. The developer is the same as for the 5999 Val Del Road rezoning last October. And there appear to be more previous subsidies from the County Commission to the same developer.

This current giveaway on GA 122 is on the agenda for this morning’s Work Session and Tuesday evening’s voting Regular Session of the Lowndes County Commission.

Who does it profit? And how does it protect Moody AFB?

After I pointed out to the Lowndes County PIO and Clerk that the county was apparently in violation of the Georgia Open Records Act (GORA) by not returning the board packet within three days, they sent it at 7PM on Saturday. The packet is on the LAKE website. However, the packet includes no information about this item beyond the agenda sheet, which says:

HISTORY, FACTS AND ISSUES: At the direction of the Commission, staff has worked with the County Attorney to prepare a purchase agreement that will provide for Lowndes County to purchase 41.543 acres of property on Highway 122 inclusive of development costs incurred by the current owners and as reflected in the agreement, for the purpose of protecting Moody Air Force Base from encroachment.

It doesn’t say where that 41.543 acres is. But the Lowndes County Tax Assessors online web pages and map find it as 7404 E HWY 122, 2.4 miles north of Moody AFB. Continue reading

In a fifteen minute item, the Commission approved a split rezoning for REZ-2017-02 Calles, and they approved the removal of conditions from REZ-2017-03 Val North Dr, Stewart Circle. They approved the CDBG Grant preparation, but they didn’t mention they can’t actually apply until the resolve their feud with the local cities about tax allocation.

Maybe more will show up at 5:30PM today for the Regular Session than the Chairman and only two Commissioners at yesterday’s Work Session (Joyce Evans and Mark Wisenbaker).

Chairman Bill Slaughter revealed why he had been missing from the meetings two weeks before: he had been attending an America’s Defense Community event in in San Antonio, Texas about Moody AFB. Follow the link for more about this. He complimented Vice-Chair Joyce Evans for running the meeting better than usual in his absence. She did beat his former record of five minutes by holding a three-minute Work Session.

The returning REZ-2017-02 Calles rezoning now wants to split half conservation and half R-A. Apparently the other rezoning, REZ-2017-03 Val North Dr, Stewart Circle, PD Amendment and Conditions Removal, Water & Sewer, ~9 acres had been heard before and was now being reconsidered because a road had been paved. Remember that when they try to claim roads don’t drive development.

Calles again, Val North PD Water Sewer, Habitat CDBG, Sewage Valves, Stone Creek Antenna, Sheriff, Alcohol @ LCC 2017-03-13

The county apparently doesn’t want its Peterson Road Isolation Valves leaking like Valdosta’s famous January 2017 WWTP failure. Two other water cases are on the agenda for this morning’s 8:30 AM Work Session, both rezonings: REZ-2017-02 Calles, Alexandria St, R-10 and CON to R-A and CON, Well and Septic, ~13 acres back again (Planning Commission still doesn’t like it; staff maybe), a new one, REZ-2017-03 Val North Dr, Stewart Circle, PD Amendment and Conditions Removal, Water & Sewer, ~9 acres.

The “Conflict of interest certification, resolution, and authorization” under FY 2017 CDBG Grant, Valdosta- Lowndes County Habitat for Humanity actually means no conflict of interest, according to the agenda sheet, which also notes “Lowndes County is currently on course to apply for $750,000.00 in CDBG funds from the Georgia Department of Community Affairs (DCA) for a new public facility for the Valdosta-Lowndes County Habitat for Humanity.” Well, they’re not on course until they stop feuding with the local cities about tax revenue allocation, because they can’t apply for any state or federal grants until that is resolved.

Two safety items: Stone Creek Antenna Space License Agreement and Sheriff's Office Vehicle Lease Agreement.

And no County Commission meeting is complete without alcohol: Beer & Wine License – Rajendrakumar N. Patel of Bhumi Corporation – 6685 Bemiss Rd., Valdosta, GA. I don’t recall they’ve ever denied one of those, so I don’t know why they don’t just make an ordinance that permitting staff can approve them.

Public Hearing at private law firm for VSU bond to private LLC 2016-10-21

Why is a public hearing for VSU bonds being held at a private law firm? Part 1 Is there no parking at VSU for the public to hear about this $58,805,000 bond issue? There is free parking at the county palace for which we the people footed around $51 million in bonds.

For that matter, why are bonds for a public university being held by a private LLC? Why are they being issued to that private LLC by the shadowy South Regional Joint Development Authority, to which the Lowndes County Commission just appointed Commissioner Clay Griner this May, even though County Manager Joe Pritchard couldn’t tell Griner when that Authority meets?

Can’t the Lowndes County Commission provide this bond Public Hearing with a public place to meet?

Sabal Trail destruction at Bell property, Mitchell Co., GA 2016-09-13

See for yourself what Jeb Bell was talking about to GPB, in these videos he sent of the destruction Sabal Trail is doing on his property. His father, James Bell, says it started immediately after a small protest Monday, and is plowing through gopher tortoise burrows, rare pitcher plants, large pine trees bulldozed and burned, and today within 300 yards of his house. James Bell the elder will be at the US 84 Withlacoochee River bridge 9AM this Saturday, September 17th 2016, to join the WWALS Watershed Coalition protest against Sabal Trail and the Dakota Access Pipeline, which are now owned by the same companies. Radioactive tritium leak at Indian Point nuke stopped, but still in groundwater

Papers forged, fire and oil leak into the Hudson River, fracked methane pipeline planned next door, oh, yet built on a fault line, and people are surprised there’s radioactive tritium leaking from Entergy’s Indian Point nuclear plant? Just like at Plant Farley on the Chattahoochee River, Plant Hatch on the Altamaha River and Plant Vogtle on the Savannah River? How about surprised if there are any nukes that don’t leak tritium?

LAKE meeting Tuesday after County Commission 2016-02-09

County government and local issues: change orders, sole-source contracts, suing local companies, meetings with little notice, going back on their own resolutions, can’t see what they are voting on, and what are their ordinances? If you want to help, we have a little list of tasks you can do. And two County Commission seats and the Chair are up for election this year, plus county school board, sheriff, and a bunch of other offices.

Videos: Sold out to Sabal Trail @ LCC 2016-01-26

Thank you Commissioner Demarcus Marshall for voting no. Calling it “a good business decision”, the CEO of Waller Heating and Air lauded the others for voting to sell county land for a pittance to a company from Houston, Texas, nevermind their resolution of a year ago. We thought we elected them to represent the people of Lowndes County, and we thought they did back in December 2014 when they unanimously voted “the Lowndes County Board of Commissioners opposes the construction of the Sabal Trail pipeline in any portion of Lowndes County.” But at least one of them (“Wisenbaker) didn’t even remember that the county voted to oppose Sabal Trail. Apparently most of them concur with what the County Engineer said about landowners who have not taken Sabal Trail’s money, “I don’t know who they are.”
