Packet: Valdosta-Lowndes County Board of Appeals, including VAR-2023-13 Arglass 2023-06-06

They granted all three variances, for exterior building materials, for signs, and Arglass wants to expand for a second furnace, in their phase 2 planned since at least 2016.

Here are the board packet and the minutes of the June 6, 2023, meeting of the Valdosta-Lowndes County Zoning Board of Appeals (ZBOA), received in response to open records request to Valdosta and Lowndes County.

One case: Johnny Ball’s swimming pool cover @ ZBOA 2021-06-01

There was only one case at the Valdosta-Lowndes Zoning Board of Appeals (ZBOA). Johnny Ball wants a variance for a roof over his swimming pool at 12 Brentwood Place, Valdosta, GA. That’s off of Sherwood Drive, which comes north from Baytree Road, but Brentwood Place is between Gornto Road and the railroad and Sugar Creek, upstream from the Withlacoochee River. Also they have a new ZBOA member.

That has setback requirements, depending on whether it is an accessory structure or an addition to the house (attached to it), and whether it is enclosed. Whichever it was, it actually did not match the city code. Continue reading

Nancy Hobby recused herself before the lengthy discussion of the one ZBOA case for August 2019, which was actually in Lowndes County, VAR-2019-09 — Tycor Farms (6734 Georgia Highway 376, Lake Park) Request for a variance…. or 6530 GA 376, according to a followup letter from the applicant’s representative.

There was still nothing about the wetlands around the place, leading to Enoch Creek, then into the Alapahoochee River, into the Alapaha, the Suwannee, and on to the Gulf.

However, the likely wetlands seem to be along the eastern edge of the cleared area, so one can guess the solar panels are not going there.

Oops, it’s not really at that address; that’s a neighbor’s house. Also, the Technical Review Committee (TRC) changed from recommending denial due to no hardship to recommending approval. Actually it’s at 6530 GA 376, according to a followup letter from the applicant’s representative.

And it’s pretty obvious from the applicant’s aerial map that it’s next to a creek, which as it happens runs into Enoch Creek, then into the Alapahoochee River, into the Alapaha, the Suwannee, and on to the Gulf. Yet I don’t see a word about wetlands in the application.

Videos: Backroom County Commission conditions @ ZBOA 2018-09-11

The interesting part was not that ZBOA approved everything unanimously in its September 11, 2018 meeting, including setbacks for the same Stovall property at 6002 N. Oak Street Ext., Valdosta, for which later that same day the Lowndes County Commission approved removal of the prohibition on personal care homes. The news is that Lowndes County Commissioner Scottie Orenstein stood up in a public meeting and spelled out at 30 minutes 47 seconds that “there was some behind-the-scenes conversation”:

The county held a ceremony for departing Lowndes County Planner Jason Davenport. I asked the person sitting in his former seat, Engineering/Planning Technician Molly Stevenson, if she was confirmed yet. She would only say it was confirmed that she was sitting there right then.

They also had a 911 CALEA Re-Accreditation Presentation and the Chairman recognized Leadership Lowndes.

Citizens Bob Harlan and Fred E. Blanton Jr complained about road conditions. I thanked Utilities Director Steve Stalvey for sending information about recent Lowndes County sewage spills (two in July), and I thanked him advance for sending the NPDES-permit-required followup testing (not yet received).

News about the Naylor Boat Ramp in an Engineering Projects Report! Chad McLeod also reported about the 911 center, the North Lowndes Soccer Complex, the fire warehouse classroom, the animal shelter, and the courthouse renovation project, all still to be completed from SPLOST VII funds, which run out next year. Even with that three-and-a-half-minute special engineering report, the whole meeting took ten minutes Monday morning.

Also not on the agenda, HR has a new employee. Also there will be a new traffic signal.
