Videos: Loch Laurel Road subdivision tabled; Pine Grove Road townhouses passed; TIA Orr Road Extension @ LCC Regular 2024-09-10

They tabled the Loch Winn Farms subdivision until it could be heard by the Planning Commission.

But they passed the Pine Grove Road Townhouses, without any Planning Commission review.

I guess the Planning Commission doesn’t matter if it’s in the Lowndes County Commission’s preferred development corridor in what staff call Central Lowndes County. Also, nobody spoke against, and Jack Langdale spoke for.

One citizen spoke: William Cary, about plastic recycling, saying Waste Management will no longer pick up plastic.

The Lowndes County Commissioners spent quite a while discussing whether they would table 5.a. REZ-2024-15 Loch Winn Farms, LTD, ~62ac, R-A to R-1 – R-A, indicating they probably would, but informing the public was difficult, because the actual decision would be made at the Regular Session the next day.

They did not have as much discussion about tabling for 5.b. REZ-2024-16 Pine Grove Road Townhouses, 6.3ac, C-H to P-D, which may well be a signal that they won’t table.

Both rezoning cases were not heard by the Planning Commission due to a lack of quorum.

We will see how irrelevant the Planning Commission is.

The preceding GLPC meeting was cancelled due to lack of a quorum, yet the two county rezonings are on this Lowndes County Commission agenda for a decision this week. If the County Commission decides without hearing from the Planning Commission, that will be quite interesting.

Since both rezonings get Public Hearings, you can stand up and speak during those, without waiting for the Citizens Wishing to Be Heard ghetto at the end of the meeting.

Also on the agenda is Orr Road Extension, P.I. 0016273 – Transportation Improvement Act (TIA) Project Agreement, for $1,175,000. That’s in addition to the previous TIA projecta:

  • $2,400,000 Clyattstone and Simpson Road Grading, Drainage, Base, and Paving
  • $3,750,000 Hightower Road and Cooper Road NE Paving Project

Which totals to $7,325,000 in TIA money for just these three road projects. Sure, that’s state money, but it’s still your tax dollars.

The Greater Lowndes Planning Commission (GLPC) Monday evening at 5:30 PM will consider townhomes on Bemiss Road in the north of the county and apartments on Loch Laurel Road in the south of the county.

Videos: All Valdosta cases: 2 small and 1 big annexation and rezoning @ GLPC 2024-07-29

All the items were for Valdosta, and the Planning Commissioners unanimously recommended approval of all of them, two of them with conditions.

Six special conditions accompany the recommendation for the Bemiss Road Yazmin Saucedo storage facility and the “event center called the “Enchanted Hall” that specializes in weddings, quincenaras, and family reunions, with an anticipated overall seating capacity of about 160 people,”.

Several people spoke against the Bemiss Road Freeman Investments rezoning from R-P to C-N. Several people explained to them that if this rezoning did not pass, the owner could put up a three-story apartment building. The unanimous recommendation for approval came with a condition of a 6-foot opaque wooden fence between this property and the three it backs up on.

No conditions were recommended for the Southern Gateway Madison Highway rezoning and annexation south of the airport. I spoke to attorney Bill Nijem and Valdosta City Planner Matt Martin afterwards. There is indeed a pond in the middle of the part of the property south of Race Track Road SE. It’s not clear what will happen to it; it may be used as a detention pond. The eventual development of the property is as yet undecided. It’s also between the Withlacoochee and Alapaha River watersheds, and not well-connected to creeks, so probably not a problem.

Videos: Hospital Authority appointment, 6 rezonings, paving and resurfacing, subdision infrastructure, probationers @ LCC Regular 2024-05-14

An hour-long Regular Session is very unusual for the Lowndes County Commission. Much of it was taken up by two rezonings: REZ-2024-08 on River Road (10:43) and REZ-2024-09 Dasher Grove Subdivision (12:24). For River Road, the applicant discussed setbacks and fire trucks and answered Commissioner questions about house prices and lot sizes. For Dasher Grove, Commissioner questions were mostly about how many lots and when T-SPLOST road work on Val Del Road would take place. Remember, that road work is your tax dollars going to subsidize subdivisions.

Nobody spoke against those rezonings nor against any of the others. All the rezonings and everything else passed unanimously, including they reappointed Hospital Authority incumbent Shirley Garland as expected.

There was discussion about the apparent price rise by 8.b. Pronto Consulting for Software as a Service to manage probationers. It is actually just that Pronto started with a discount, and this time is not supplying a discount. The total undiscounted amount was always in the county budget.

In Citizens Wishing to Be Heard, Mark Perkins of Lake Park had some questions about the burn ordinance.

Also, Representative John LaHood (R-175) was recognized by the Association of County Commissioners of Georgia (ACCG) for his work on legislation regarding Service Delivery Strategies.

This Work Session was long by Lowndes County Commission standards, more than half an hour.

Almost half of that, 13 and a half minutes, was on 7.c. REZ-2024-08 River Road, 4374 River Road, mostly about spacing between houses and fire risk.

Another five minutes was on 7.d. REZ-2024-09 Dasher Grove, about the timeline for Val Del Road improvements.

Notice the Val Del Road improvements are TIA projects, which means tax-paid road improvements to benefit a private developer. Yet this and other such rezonings appear in the agenda as “BUDGET IMPACT: NA”.

Commissioner Mark Wisenbaker asked if the packet materials could be projected on the screen for 6.a. Appointment – Hospital Authority of Valdosta and Lowndes County. ITS Director Aaron Kostyu said he did not have the ability to do that.

Well, the County Planner manages to project all the materials for the rezonings. Why can’t the ITS Director project materials for other board agenda items?

Or the County Commissioners can look at the LAKE website, I suppose.

Or county staff could put the board packet on the county’s own website.

Either way, the Commissioners could use the Internet to look at it on their tablets.

New and old site plans for REZ-2024-03 Southern Gardens, 4609 Bemiss Road @ LCC 2024-03-11

In addition to the support letter from Crown Real Estate Development, the Bemiss Road rezoning has a revised conceptual site plan.

According to county staff, the applicant for REZ-2024-03 Southern Gardens listened to suggestions by county staff and objections from neighbors and changed their plan to add more parking and to move the community building to the back.

HISTORY, FACTS AND ISSUES: This request represents a change in zoning on the subject property from C-G (General Commercial) zoning to P-D (Planned Development) zoning, in order to develop a 60-unit apartment complex with amenities. The subject property possesses road frontage on Bemiss Road, a state-owned Arterial Road, and is within the Corridor Overlay, Urban Service Area and Neighborhood Activity Center Character Area. Per Comprehensive Plan guidance, Neighborhood Activity Centers “should include a mix of retail, services, and offices to serve residents’ day-to-day needs. Residential development should reinforce the center by locating higher density housing options adjacent to the center, targeted at a broad range of income levels, including multi-family town homes, apartments, and condominiums.”

The neighboring properties along the east, northeast and northwest are zoned P-D, and are comprised of single family, two-family, and multifamily dwellings, with a portion fronting Bemiss Road zoned C-H. The properties to the west and south are vacant commercially zoned parcels, with development potential for high- density residential, office, commercial, or a combination of the three under a planned development approach.

The TRC analyzed the request, the standards governing the exercise of zoning power set forth in 10.01.05 of the ULDC, and factors most relevant to this application, noting the difference in parking proposed by the applicant of one and a half spaces, and the two spaces per dwelling unit of ULDC Table 6.01.03(A), which is allowed per 4.06.02(B). Staff offered alternative design considerations for the site’s layout, aimed at providing greater separation and privacy to the existing 1-story dwellings abutting the property, including relocation of buildings and reductions in height. Staff found the request consistent with the Comprehensive Plan and surrounding land use pattern, and therefore recommended approval

At the GLPC meeting, the applicant spoke in favor, citing their 30 years of experience in developing similar projects in Lowndes County and other parts of the State, and stating that the reduction in parking is based on their experience and target markets, often being single vehicle family units. The opposition raised concerns about decreased property values and the adequacy of the buffering and setbacks on their privacy from the three-story buildings, in addition to a desire for the subject property to remain commercially zoned. The GLPC had a few followup questions for the applicant, before ultimately voting (5-1) to recommend Approval of the request as presented.

The applicants took note of the opposition’s comments, and have revised the layout, relocating the 1-story community building along the western property line adjacent to the Glen Laurel subdivision, and increased the onsite parking to 2 spaces per unit per 6.01.03(A). The TRC reviewed the updated site plan and again found no technical objections.
