They tabled (again) 9.l. Abandonment of Grice Road, this time to no definite date, at the Monday evening Regular Session of the Lowndes County Commission.

Dr. Lucy Greene is handing over her work as Moody Support. At 23 minutes, that was by far the longest item.

Four citizens spoke at the end.

A rare sight at the Monday morning Work Session: the Lowndes County Chairman and the Valdosta Mayor jointly reading a Proclamation of I love Public Schools Day.

They discussed tabling (again) 9.l. Abandonment of Grice Road trying to avoid making any landlocked lots and other concerns about neighboring lots.

Update 2025-01-14: Videos: 3 presentations, Appointment Board of Health, correct Tax Assessor, Qualifying Fees, grants, road widening and paving, Lakes Blvd Water Meter Relocation @ LCC Work 2026-01-12.

Both Work Session and Regular Session are today, Monday, January 12, 2026, for the Lowndes County Commission. I don’t know why.

They didn’t do the appointment right in December for Felicia Williams as a Tax Assessor, so do-over today.

Frances Brown wants to be reappointed to the Lowndes County Board of Health.

As required by state law, they’re setting the qualifying fee to run for County Commissioner: it’s $450.

Three grant application or acceptance items are on the agenda, for Juvenile Justice and Victims of Crime Act (VOCA).

Two Acceptance of Infrastructure, for Knights Landing Phase IV Section I, and for Colbie Place Subdivision on River Road.

Four road widening items, and one Abandonment of Grice Road.

Finally, $63,801.00 from SPLOST for 10. Lakes Blvd Water Meter Relocation “to meet commercial development needs in the area.” At least it’s in Lake Park, so it’s not sprawl.

It’s interesting that they count that SPLOST expenditure as “BUDGET IMPACT” but for 9.h. FY 2026 Local Maintenance & Improvement Grant (LMIG) Application
the agenda sheet says “BUDGET IMPACT: N/A; 10% match allocated in SPLOST VIII” for Lake Alapaha Boulevard and other roads.

Here is the agenda.

It is mysterious why 7.b. Val Del Rd and N. Valdosta Rd. Intersection improvement was only added in this Regular Session of the Lowndes County Commission. They’ve been leading up to it for a long time. Apparently the two bids were only opened the previous day; I thought bid openings were scheduled.

In this meeting, they talked about that intersection for almost seven minutes, which is very long for this body. The intersection will completely close starting May 27, probably for most of the summer. It will end up with two lanes going north, and three lanes going south: one left only, one left or straight, one right only.

Update 2025-04-29: Videos: DBHDD appointments, VAWA, Juvenile Justice, Naylor Tower Top Amp, LMIG Resurfacing @ LCC Regular 2025-04-22.

It took 14 minutes, the Monday morning Work Session. Much of that the Lowndes County Commission spent on the LMIG road resurfacing item and on the two court grant items.

They voted this evening at 5:30 PM: LAKE videos to come.

At the Work Session, Lowndes County Commissioner Michael Smith volunteered for one of the two posts available on 5.a. Department of Behavioral Health and Developmental Disabilities (DBHDD), with Juliana Powell having already applied for one of them.

Commissioner Demarcus Marshall wanted to know whether there were any problems with DEI on the 6.a. Acceptance of the VAWA Continuation Grant Award for 2025. Nobody seemed to know, or to address the question.

Commissioner Marshall asked a similar question about 6.b. FY2026 Juvenile Justice Incentive Grant Application. County Manager Paige Dukes said basically that with things changing daily in the federal goverment, nobody knows. Commissioner Michael Smith had a question about service areas.

There was some chit-chat about 6.c. Emergency Purchase – Naylor Tower Top Amp Replacement.

There was some discussion of districts, specific roads, and state funding, after Commissioner Wisenbaker asked to have the list of roads being repaved read out for 7.a. 2025 LMIG Resurfacing Bids (Project #: ENG 2025-01).

Here are LAKE videos of each agenda item, with a few comments by Gretchen Quarterman, followed by a LAKE video playlist. Continue reading

Update 2025-04-22: Videos: DBHDD appointments, VAWA, Juvenile Justice, Naylor Tower Top Amp, LMIG Resurfacing @ LCC Work 2025-04-21.

It’s a pretty light agenda for the Lowndes County Commission Work Session Monday morning, April 21, with voting the Regular Session Tuesday evening, April 22.

Two posts are open with only one applicant for appointment to the Department of Behavioral Health and Developmental Disabilities (DBHDD).

There is a regular court grant renewal and an application for another.

Lightning caused the Emergency Purchase – Naylor Tower Top Amp Replacement.

And there are road resurfacing projects using state and SPLOST funds.

[Collage @ LCC Packet 2025-04-21]

Of those projects, two are mostly or completely reimbursed from funds outside the county. So it is hard to add them up in a simple table like this.

Cost What
$-36,776.00Emergency Purchase – Naylor Tower Top Amp Replacement (Capital funding)
$-342,493.00FY2026 Juvenile Justice Incentive Grant Application (reimbursed by CICC)
$-1,478,673.942025 Local Maintenance and Improvement Grant (LMIG) Resurfacing Bids (Funding: SPLOST/LMIG)

$1.5 mllion on wastewater, SPLOST VIII, roads, bridges, mosquitos, Construction Board @ LCC 2019-08-12

The resolution to reimpose the SPLOST tax as SPLOST VIII, was not included with the agenda for the tax-paying public to see. LAKE has filed an open records request for the entire board packet. Perhaps the county will supply it before they vote tomorrow.

Four bids were received for LAS and Pump Station Improvements with the high bid at $3.3 million, and the low at $2.5 million, but apparently the county negotiated the low bidder, Doyle Hancock & Sons, down to $1,520,858.00. This is “for improvements to the LAS [Land Application Site, aka wastewater spray field], Bevel Creek, Francis Lake, and Coleman Road lift stations.” The LAS is between Grassy Pond and Pike Pond, a few thousand feet from the GA-FL line, in the Withlacoochee River watershed. On the agenda for this morning, with voting Tuesday evening, $18,250.00 of $73,000.00 to bore under US 84 for a water main to we don’t know who (see also LAKE videos of previous Regular session), and $7,500.00 paid in full by GDOT to close the CSX railroad crossing at Dasher-Johnson Road and to improve the crossing at Good Hope Road. Also final Public Hearing to abandon part of McLeod Road (see also previous Regular Session), first consideration of Abandonment of Doyle Kelly Road. Plus reappointment of attorney Karl Osmus to the Lowndes County Library Board, the three rezonings from the recent Planning Commission meeting, an MOU with City of Remerton to provide Fire Inspection and Plan Review Services, and Lowndes County Historic Courthouse Architect Selection, 4.5 years since the Courthouse Preservation Committee Meetings.
