Half a million or zero dollars for the bar Lowndes County bought with no agenda item? 2024-07-09

Did the Lowndes County Commission spend nothing or half a million dollars to buy an old bar in Lake Park? And why did they vote to buy it after an Executive Session, with no item entered on a public meeting agenda?

Where did the money come from? Apparently, it did not come from SPLOST. Since the property is to be repurposed for a fire station, did it come from the special fire tax?

The only times I see Rascal’s appearing in Lowndes County Commission meetings of the past five years is in this week’s meetings of June 9 and 10, 2025, in April 2023, and in March 2025.

Update 2025-06-11: Half a million or zero dollars for the bar Lowndes County bought with no agenda item? 2024-07-09.

In Citizens Wishing to be Heard, Gretchen Quarterman spoke about Transparency and the purchase of Rascals, wondering why Lowndes County Commission approval of that purchase was not a lot more visible, instead of being recorded only in Minutes as a vote that took place after an Executive Session and everybody else had left. See below for more detail.

Kelly Saxon spoke about affordable housing, including asking for a town hall and a telephone contact.

The Lowndes County Commissioners at their Regular Session last night added an item, Chairman – Add agenda item to repair Hahira Health Dept (8b). That’s more than they did for the Rascal’s purchase back in July 2024. More on that in a later post.

Last night, they unanimously approved all the agenda items, including reappointing the incumbents to the two boards.

Nobody spoke against either of the two rezonings.

For 7.b. Purchase of one (1) Sutphen Heavy Duty Custom Pumper, they mentioned that prices had doubled, and locking in a price now would avoid further price increases.

In her Reports, County Manager Paige Dukes recognized Kellerman Construction and Jimmy Cone for their work on 8.a. Bid – A New Facility for Lowndes County Fire Rescue No. 4.

Earlier, Chairman Bill Slaughter called for Leadership Lowndes to be recognized, but, maybe for the first time ever, there were none present.

Commissioner Demarcus Marshall was absent from this meeting.

Packet: Lowndes County Fire Rescue for Lowndes County Commission Retreat 2025-03-07

In this report from Billy Young, Fire Chief, Lowndes County Fire Rescue, we learn that the county currently has 18 fire stations, four of them staffed with career firefighters (Clyattville, North Lowndes, Bemiss, and Headquarters).

The department would also like to staff Twin Lakes District Station #3 in Lake Park and Westside District Station #9, both because of population growth. They already have the fire engine and its equipment for Lake Park. Both stations would also need radio, hoses, extrication tools, and PPE. Plus staff, who would cost about $846,893.97 a year per station. For Westside, they also propose $1,3000,000 for Heavay Rescue Apparatus and $350,000 for Rescue Equipment.

About a third of their calls are for Rescue & Emergency Medical.

The Department proposes adding Quick Response Vehicles (QRV) for Emergency Medical Response. They include reasons for and program examples, as well as advantages and disadvantages.

The report also discusses training the the Office of the Fire Marshall.

As mentioned in Packet: Utilities in Lowndes County Commission Annual Planning Meeting 2025-03-06, after an open records request and a followup and 20 days, we got this response from Lowndes County:

Please see the below link with information from our Utilities Department and our Fire Rescue Department. Our Public Works Department was already sent, it was the paved/dirt road documents. Regarding the South Health District, Dr. Eanes came and met with the commissioners.

Videos: Four rezonings, mobile home decals, Lift Station Pump, Tax Refunds @ LCC Regular 2025-02-11

Another meeting so long it had to be interrupted by the second scheduled Public Hearing on opting out of the state homestead exemption law: Tuesday evening’s Lowndes County Commission Regular Session.

The longest items Tuesday evening were the same that had had opposition in the Planning Commission.

5.a. REZ-2025-01 Hurtado Property, Bethany Dr., ~6.4ac, R-A to R-1 after much opposition and discussion passed 3:1 with a condition: no more than 5 residences.

5.d. REZ-2025-04 River Run Farm, 6490 River Run, ~27ac., C-C to R-21. passed 3:2 with Chairman Bill Slaughter breaking a tie.

Commissioner Mark Wisenbaker was not present the entire meeting.

Everything else passed unanimously.

For 5.c. REZ-2025-03 Thomas Linville, 4888 Break Thru Rd., ~16.3ac, R-1 to E-A the applicant clarified that he does not use chemicals for fire retardant, only water, most of his work is computer work, and there will be no big light on the property.

Two items passed 3:0 because a Commissioner had stepped out of the room.

Commissioner Smith was out for 6.a. Resolution Authorizing Lowndes Co. Tax Com. to Receive Checks etc..

Commissioner Orenstein was out for 6.h. Rules and Regulations for Claims for Refunds of Taxes

For 6.f. Acceptance of Hazard Mitigation Grant for Generators Commissioner Orenstein noted that when Ashley Tye fixes a problem, it does not cost the county anything. See also 7. County Manager Report about FEMA, GEMA, and water wells.

A meeting so long it had to be interrupted by the scheduled Public Hearing on opting out of the state homestead exemption law: yesterday morning’s Lowndes County Commission Work Session.

They vote on the regular items this evening at 5:30 PM.

Update 2025-02-11: Lowndes County Considers Opting Out of House Bill 581 @ LCC Public Hearing 2025-02-10.

Commissioner Joyce Evans will rotate back into the Vice Chair position. On January 28, 2025, the Lowndes County Commission also reappointed to the Valdosta-Lowndes County Land Bank Authority.

In a break with tradition, the incumbent was not reappointed as a Tax Assessor. Gretchen Quarterman, the incumbent (although technically not, since the County Commission did not do reappointments before her term expired at the end of 2024) got a nomination and two votes. James Michael (Mike) Tanner also got a nommination and two votes. Commissioner Scottie Orenstein was not present for that item, since he came in late. That left Chairman Bill Slaughter to break the tie, and he voted for Tanner.

The previous morning, Commissioner Demarcus Marshall said he wanted to ask questions of the applicants for 6.a. Appointment to the Board of Tax Assessors. Chairman Bill Slaughter said they weren’t doing that in the Work Session because both applications were not there, but they can do it in the Regular Session Tuesday.

Mike Tanner did not attend the Regular Session. Gretchen Quarterman was there as usual, videoing the meeting.

The voted on the added agenda item, 8.d. Publish the intent to opt out of HB 581, to do that. That item and all the others were approved unanimously, except as noted above.

Lowndes County Commission staff has discovered that The Crescent has its own 1975 local constitutional amendment and 1978 resolution by the County Commission making it tax exempt.

Monday morning the County Commission will review and Tuesday evening it will decide the Bethany Drive rezoning for which the Planning Commission recommended denial 8:1 and the River Run Road rezoning near the Alapaha River for which GLPC recommended approval with a condition 6:3, as well as the other two rezonings.

Update 2025-01-28: Added back the inadvertently omitted video of the 8.c. Approval of the Solicitor General’s FY2025 VAWA Grant Application.

At this morning’s Lowndes County Commission Work Session, Commissioner Demarcus Marshall said he wants to ask questions of the applications for 6.a. Appointment to the Board of Tax Assessors. Chairman Bill Slaughter said they weren’t doing that in the Work Session because both applications were not there, but they can do it in the Regular Session Tuesday evening.

The Chairman asked to add an agenda item: Consideration for discussion of opting out of new homestead exemption law. Deadline to decide and paperwork to Department of Revenue is March 1, 2025. He noted he voted for this law, but he isn’t sure he completely understood it. For the county consider opting out, they first need to announce that possibility and ask the public for input. They discussed this for almost eight minutes.

For discussion Monday morning and for voting Tuesday evening, the Lowndes County Commission will consider appointments to two boards: Tax Assessors (reappoint Gretchen Quarterman or appoint James Michael Tanner) and Land Bank Authority (reappoint Commissioner Joyce Evans).

They will also hear a change-of-ownership beer, wine, and liquor license application, set the special assessment rate to 9.5%, and probably approve purchasing cards for Tax Commission Clay Guess and Probate Judge H. Burke Sherwood.

Plus they will consider $26,371.00 in cash match while the Solicitor-General’s Office applies for $79,112.00 in federal funding related to the Violence Against Women Act (VAWA).
