Videos: Day 2, Planning, Lowndes County Commission @ LCC 2018-02-20

These videos are for those of you who have jobs, or responsibilities, which prevent you from taking random days or hours off at a time. Commissioner Marshall was absent from the second day of the retreat because he has a job which does not allow him the flexibility of daytime hours off. (The first day of the retreat was on Presidents Day.)

The topics of discussion ranged from the ever popular litter and trash collection, to special tax districts, fire and emergency response, animal control and the animal shelter, and one of my favorites, electronic records. Most presentations were made either by the county manager or clerk but the current Deep South Solid Waste Authority Chairman Kevin Beals was first up to talk trash.

Board packet item for MAZ ULDC Text Amendment TXT-2015-01 @ LCC 2015-06-08

It’s no wonder the Planning Commission wanted more time for these complicated proposed county code changes to the Moody Activity Zoning Districts (MAZ). The county could have just as easily put the PDF of this item online with the agenda. They didn’t, so LAKE filed an open records request, which no only makes these maps and text available to the public, it demonstrates the county can supply electronic format via email.

Hahira Discovers Planning Overlays

Hahira just put a three week moratorium on development from its only stoplight west along U.S. 122 to Interstate 75: Hahira Gateway LLC land in Hahira
The new development regulations were proposed in light of plans for the Gateway to Hahira project, which include a Harveys Supermarket. While the developer for the project has promised that its design will match the integrity of the small town, downtown atmosphere, there are no regulatory provisions in place to ensure this.

“During a previous work session, council members learned that there could be design overlay guidelines adopted along that corridor,” Sumner said. “Therefore, regulations are being developed and will go to the planning commission before they are presented to the council for consideration. This moratorium (or hold) just ensures that we have time to adopt the guidelines at the November meeting before anything is done along the gateway corridor.”

Or they could just trust the developers of a project bigger than downtown Hahira that it will preserve the Mayberry character of Hahira. The Lowndes County Real Estate database shows that Hahira Gateway LLC owns much more land north of 122 than it does in the angle south of 122.
