The Lowndes County Commission passed everything unanimously. Plus they had a proclamation about 811, two citizens spoke about datacenters, one about an alleged sinkhole, one invitation to a fair, and one talked about Southern Georgia Black Chambers.

David Crawford took about five minutes to talk about Partnership Health Center as part of 9. County Manager Report.

He talked about the number of people that they have provided services to this year. He emphasized that people come from all county commission districts. The people that they help have no insurance and are not covered by Medicare or Medicaid or any other private insurance.

At the Lowndes County Commission Regular Session of April 14, 2026, seven citizens spoke in Citizens Wishing to Be Heard (CWTBH):
CWTBH took about 18 minutes. 4. Purple Up For Military Children Proclamation took 9.5 minutes. The usual preliminaries took 1.5 minutes. So that’s 29 minutes. The whole meeting took 46 minutes.
So that’s 17 minutes the Commissioners took to unanimously approve all the voting items.

Boil Water Advisory, South Lowndes County, Broken water main @ LCC 2024-08-22
On behalf of Lowndes County Utilities, a contractor was performing maintenance work on a 12-inch water main in the Whitewater Rd area and inadvertently caused a significant break in the line. This break has caused service disruption to a large portion of South Lowndes County. Crews are actively working to isolate and repair the broken water main. There is currently no estimate of how long the repairs will take.
As a result of the break, Lowndes County Utilities is issuing a boil water advisory for the affected areas. If you have not experienced a water outage, the boil water advisory does not apply to you! The advisory is being issued out of an abundance of caution — there is the potential a health hazard may exist due to microbial contamination in these areas without positive pressure. In order to protect the public from a potential health hazard, customers that have experienced water outages and/or low water pressures are advised to use only boiled tap water or bottled water for drinking, cooking, or preparing food. The Lowndes County Commission breezed through approving everything unanimously two weeks ago.
There was some further discussion in Reports about the county taking over management of the Moody AFB golf course and some other items.
Then in Citizens Willing to Be Heard, Veterinarian Dr. Amanda Hall spoke about changes in state law regarding animal control, including about what counts as a breeder. And it is now unlawful to tether animals during inclement weather or mental distress, but that is not being enforced. She recommended Lowndes County revise its local animal control ordinance to be in line with the noise ordinance.
She recently learned the county was budgeting $7 million for a new animal shelter. She said there was much lower hanging fruit than that, such as updating the ordinance to use ideas that work elsewhere.

Surprise housing!
Two weeks ago, the longest regular business item at the Lowndes County Commission Work Session was 6.a. FY2024 Juvenile Justice Incentive Grant, mostly because Judge Council wanted to mention a first quarter success rate of 86%, and a second quarter success rate of 79%.
Also taking more than a minute were 6.b. Quiet Pines Golf Course Agreement for Lowndes County to operate that course for Moody AFB, and the alcohol license for Twin Lakes Club & Grill, for which they went through various scenarios requiring a new license.
Unscheduled under 7. Reports was a seven-minute surprise report on affordable housing. Mark Stalvey from the Housing Authority and Rhett Holmes from IDP Properties (the low income housing tax credit developer) gave a presentation on a new development at the corner of South Troupe Street and Griffin Ave. They are working on a phase two and asked for financial support in the form of $1,000,000 low interest loans. Similar to Freedom Heights on Bemiss Road which is both market rate and rent controlled units.
