Commissioner Joyce Evans was absent at both the morning’s Work Session and the evening’s Regular Session, but they appointed her to two boards anyway.

At the Tuesday evening Regular Session, the Lowndes County Commission approved everything unanimously, including appointing Jeff Sykes to the Airport Authority, and “Miss Evans” to the Aging and Community Services Boards.

County Manager Paige Dukes said the opening on the Community Services Board was because Chairman Bill Slaughter had been appointed to a statewise board, and thus could not continue to serve on a local board.

Director of Engineering Services Chad McLeod clarified which parts of which roads would be resurfaced if the county gets the GDOT LRA funds.

Finance Director Stephanie Black said it’s a mid-size excavator that Public Works wants, following up from discussion in the Work Session.

County Manager Paige Dukes said Val Del Road work began at North Valdosta Road that day (yesterday) and there’s a county facebook page about it. She indicated a meeting with FEMA and a need to deal with less federal funds and more local preparedness. She also talked about SPLOST IX, the Metropolitan Planning Organization, the civic center, and emergency operations, rattling off a string of dates. Seems like she could provide a written report if she expects people to remember those dates. She did say the bicentennial dates would be updated on the county’s website, although I cannot find them there.

Commissioner Demarcus Marshall Scottie Orenstein wanted to know if there was any update on the animal shelter. Chad McLeod said the RFP was 90% approved.

There were no Citizens Wishing to Be Heard.

Below are LAKE videos of each agenda item, with a few notes by John S. Quarterman, followed by a LAKE video playlist. There are some one-second gaps between videos, because I was using my phone, which does not cycle off and on quickly enough. Plus one towards the beginning of the Minutes item, because I accidentally bumped it off and had to turn it back on.

Both the Work and Regular Sessions will be held Tuesday, because the Lowndes County Commission is observing the Memorial Day holiday today. On the agenda is one more than million-dollar income item, and a couple of outgos, plus three board appointments.

Ben Hogan has also applied, but Jeff Sikes will probably be reappointed to the Valdosta-Lowndes County Airport Authority.

Commissioner Joyce Evans will probably be reappointed to the Southern Georgia Area Agency on Aging and appointed to the South Georgia Community Service Board; nobody else has applied for either board.

The county got one bid that met specifications for the Mini Excavator for Public Works: $171,543 by Yancey Bros.

The big dollar item is income to the county: 6.a. 2025 Local Road Assistance (LRA) Administration Funds Application

HISTORY, FACTS AND ISSUES: The Georgia Department of Transportation announced that the Governor and the Legislature included the LRA in the amended fiscal year 2025 budget. The Local Road Assistance (LRA) funds will be distributed using the Local Maintenance and Improvement Grant (LMIG) Application System and will require no matching funds. The fiscal year 2025 LRA formula amount for Lowndes County is $1,677,028.92.

If approved, the LRA funds will be used for the following roads:

  • Newsome Road – 1.76 miles
  • Radar Site Road – 1.82 miles
  • Coffee Road – 1.43 miles
  • Hemby Lane – 0.15 miles
  • Webb Road N. – 1.78 miles

No dollar figure is given for the 1.9% increase on the Updated Debris Removal Contract Pricing with Ashbritt after Hurricane Helene.

Here is the agenda.

Chairman Bill Slaughter praised Terri Lupo, long-time baord member of the 5.a. Valdosta Lowndes Development Authority, although he noted there were two other applicants for her expired term.

There was some discussion on 7.f. Emergency Repair – Lowndes County Fire Station #5. Fire Station #5 is the one on Bemiss Road. Apparently after the November rain, there was a sewage back up in the fire station that was 3″ deep and everything from the floor to 2′ up the wall had to be replaced, including furniture. Insurance covered some of the cost.

Commissioner Mark Wisenbarker wanted to know whether the staff had a list of roads needing striping for 7.g. 2025 Georgia DoT Local Maintenance – Improvement Grant (LMIG) Application. Answer: yes.

They do not yet have a design for the 7.h. Local Bridge Replacement at Jumping Gully Road at Bevel Creek (0019937).

Videos: GLPC appointments, ULDC Amendments, 2 rezonings, Street Lighting, Beer and Wine, UPS, infrastructure acceptance, Regional Transit, Georgia Power, VSU, LMIG, Fire @ LCC Regular 2024-11-12

Ed Hightower was reappointed to the Planning Commission and. Calvin Graham was appointed to the seat previously held by Vicki Biles.

Two citizens spoke in Citizens Wishing to Be Heard. Burton Fletcher thanked various people for running for or winning office and other things. Janice Strickland spoke about flooding on Pin Oak Circle, which is in the City of Valdosta, so she was referred to the City Council.

In a thirteen and a half minute discussion, “County Planners JD Dillard and Jason Davenport went over the proposed changes to the ULDC which was “in the room” at the seat of the Lawyer Walter Elliott.”

[Collage @ LCC 12 November 2024]
Collage @ LCC 12 November 2024

Jason Davenport mentioned their goal was to get these changes approved by the County Manager and then to the “development community”. No mention of the public, other than the request by “Mrs. Quarterman” for a copy, which LAKE did get and publish. The county did not publish them before that Regular Session. The latest copy of the ULDC on the county’s website is still earlier than that, ULDC Unsigned Searchable Copy – July 9, 2024 (PDF).

Commissioner Demarcus Marshall wanted affirmation that these changes required existing systems to have generators if they expand. Davenport agreed they do require that.

Commissioner Scottie Orenstein, County Manager Paige Dukes, and County Chairman Bill Slaughter discussed other existing systems. It doesn’t look to me like the ULDC changes require those to have generators.

Commissioner Orenstein wanted to hear more about subdivision policy goals. Davenport’s answer was they would be looked at on a case-by-case basis and “appropriately address” them. County Chairman Bill Slaughter expressed concern about dense subdivisions where the county could not bring utilities and for subdivisions with a single point of ingress and egress (cul-de-sacs). Davenport mentioned they chose not to have separate rules for septic vs. county utilities.

At the Public Hearing, Gretchen Quarterman spoke in opposition to the amendments, noting that the time available to actually review the final language was only a couple of hours before the meeting, especially since the Planning Commission no longer gets ULDC text amendments on its agenda. She also recommended “continuously” instead of “consistently” for private well generators. She liked the explicit list of grandfathered subdivisions. She mentioned Val Del Estates, which flooded recently, despite the county rezoning it a few years ago in what were claimed not to be wetlands.

The Commissioners did not discuss most of those topics, nor removing pine trees from being protected species. They did unanimously approve the ULDC text amendments.

They also unanimously approved everything else, including the Loch Winn rezoning, even though several people spoke in opposition. That one took twelve and a half minutes.

They discussed the purchase of VSU South Campus for almost five minutes.

The Chairman paused other items several times for recognition of various groups and individuals. An agenda item at the front would simplify all that. Similarly, a Commissioner Comments item at the end would be easier than ad hoc asking Commissioners for comments.

Here are LAKE videos of each agenda item, with a few notes by Gretchen Quarterman, followed by a LAKE video playlist.

There was so much discussion at the Work Session this morning that the meeting was 30 minutes long. They spent ten minutes on the ULDC Text Amendments; the ones that remove pine trees from being protected species. Even the UPS replacement got discussion.

Regarding the purchase of VSU South Campus, Commissioner Mark Wisenbaker wondered how this could so easily move forward when the proposed animal shelter is taking so long. There was a little discussion.

They vote at 5:30 PM this evening.
