Possible corporate takeover of CSX

CSX stock went up 29% in January on rumors of a corporate takeover. The same CSX that let a plume of toxic chemicals leak below its Rice Rail Yard in Waycross, including into the upper Suwannee River watershed. It’s not clear a corporate takeover would do anything to stop that, or other possible contamination in for example Valdosta.

Videos: HEAT on Sheriff finances @ LCC 2016-09-13

Half the meeting (11 1/2 minutes) Tuesday was Commissioners grilling Sheriff Chief Deputy Joe Crow about the cost of High Enforcement of Aggressive Traffic (Heat): how less funding is provided the more successful the program is, and federal funding may go away, leaving the county to foot the bill. Chairman asked for monthly statistical updates. Commissioner Demarcus Marshall moved to approve continuation of the grant, plus a statement in favor of the grant including a disclaimer that the county would “work to preserve” as much of the grant as possible if state funding goes away.

They approved finally fixing the railroad bridge over Old Quitman Highway. and similar but less complicated (no railroad) for the Jumping Gulley Road bridge. Nobody mentioned that the Sabal Trail fracked methane pipeline proposes to cross Jumping Gulley Road half a mile west of that bridge, and then to open cut through Jumping Gulley Creek just south of the state line.

Videos: Finally, Wright Road RR Bridge @ LCC 2016-09-12

They vote 5:30 PM this evening on finally fixing the railroad bridge over Old Quitman Highway. As you can see in the videos below of yesterday morning’s Work Session, County Engineer Mike Fletcher said it’s taken long negotiations with CSC and GDOT, ending up with realigning the road to go across the railroad at 90 degrees.

Way back in 2011 this Old Quitman Road bridge was on the T-SPLOST list. Old Quitman Road itself was announced on a striping and citing list 2013-10-08 and on an LMIG resurfacing list 2014-03-24 and 2014-03-25. It was said to be the only road for which the speed limit is being changed 2015-03-23 and 2015-03-24. And they fixed a culvert on private Carter Way before they got to this RR bridge on Old Quitman Road. But now they’re doing it, and they didn’t need T-SPLOST for that after all.

Sugar Creek sewer main, permit, WWTP –VDT @ VCC 2015-03-19

The VDT has some information apparently from the agenda packet the city didn’t publish with its agenda for Thursday. Joe Adgie, VDT, 17 March 2015, City Council to consider revisions to radar ordinance,

Bids will be considered for the sewer main at Sugar Creek near Gornto Road and near the Norfolk Southern railroad tracks.

The sewer main has become exposed due to ongoing steam bank erosion, and the sewer main has started to sag. The city said this exposure needs to be repaired sooner rather than later, as the exposure could lead to a failure, and could allow raw sewage to directly leak into Sugar Creek.

This would be a violation of the city’s National Pollutant Discharge Elimination System permit with the state.

The recommended bid comes from Garney Companies, Inc., for $286,000.

Video of 6 minute meeting @ LCC 2012-10-22

Here’s a single video of this morning’s entire Lowndes County Commission Work Session. The railroad item was neither of the ones on which I was speculating. The animal shelter wants a 24 hour “cooling-off period” with a submitted animal kept at home before “evaluation” by the shelter. The Tax Commissioner wants to refund some taxes they apparently accidentally overcharged. The Fire Chief has bids for equipment for the new fire truck. And there’s going to be an animal health fair. They vote tomorrow evening at 5PM.

Rairoad, animals, taxes, and a fire truck @ LCC 2012-10-22

Five minutes? Or will they discuss any of the four items on the agenda for Monday morning’s Work Session?

What’s the CSX project? CSX in Lowndes County Is it this item from the T-SPLOST constrained project list?

RC11-000071 Construction of St Augustine Road Overpass

That overpass went from $12,000,000 to $14,627,933.04 during the T-SPLOST selection process. On the ground down there on St. Augustine Road it sure looks like people are preparing for an overpass. Has the county found some non-T-SPLOST way to fund that railroad overpass?

Since it’s CSX, I’d guess it’s not this other T-SPLOST project:

The Commission could just post the proposed agreement along with the agenda, and then we’d all know.

Valdosta absorbed into Florida truck-to-rail network

Sometimes it’s better to just connect south of the border with Florida rather than waiting for Atlanta to do something.

Mark B. Solomon wrote for DCVelocity today, Florida East Coast to add Valdosta, Ga., to relay rail network, Expansion will take place early next year.

Florida East Coast Railway Co. (FEC) said today it would add Valdosta, Ga., to its so-called relay rail network, which allows truckers to drop off trailerloads with the FEC and have the railroad, rather than the truckers, transport the freight down the Florida peninsula to Miami. The expansion will take place early next year, the railroad said.

Jacksonville, Fla.-based FEC already operates such a service at Savannah, where truckers delivering loads originating in the Midwest and Southeast drop their loads with FEC at the Georgia city. FEC then trucks the trailer to its railhead in Jacksonville, where it is transloaded onto one of its trains for the 350-mile overnight trip to Miami. The trucker can then pick up a trailer in Savannah, a major manufacturing and distribution center, for the westbound return trip. Once the trailer is offloaded in Miami, FEC returns the empty equipment to Savannah.

Hm, you’d think the Valdosta-Lowndes County Industrial Authority (VLCIA) would be announcing something like this….

Lowndes County: commuter rail hub

Look at all those other railroads converging on Valdosta in that GFRR project proposal map. Valdosta is a historical rail hub for passenger traffic to Atlanta, Savannah, Jacksonville, Orlando, Thomasville, Tallahasssee, and beyond. All the tracks are still in place and still in use for freight. With some rolling stock and a few deals with the railroads, Valdosta and Lowndes County could become again a passenger rail hub with a mass transit system for local commuting to jobs and for long distance travel.

Add a bus system and local commuting becomes very practical. People could take the train to town and catch a bus to work. Many people could walk or take a bicycle to their work from the train station. This could work the other way around, too. People could live in Valdosta and work in Ray City or Lakeland or Hahira or Lake Park or Clyattville and not have to drive to get there. That would save a lot of wasted time and wasted fuel.

This kind of mass transit would attract the knowledge-based workers we supposedly want around here. Including jobs our high school and college graduates could take, so they wouldn’t have to move elsewhere.

And upgrading the railroads, building stations, building and refurbishing houses and apartments near the stations, etc., would employ a lot of construction workers; probably as many as road projects and sprawling subdivision projects, but without the sprawl.

Georgia and Florida Railway (GFRR) – Valdosta to Willacoochee Rehabilitation $6.25 million T-SPLOST

Now here’s a T-SPLOST project I like: upgrading the railroad that runs from Valdosta to Moody AFB and on to Ray City and Nashville in Berrien County, and Willacoochee in Atkinson County. This proposal is to aid freight, but with this upgrade to the track, the same track would be even more readily usable for passenger rail. That same track was used for passenger travel up into the 1950s. My mother used to catch the train at Barretts (just north of Moody) to go visit her relatives in Pearson (a bit east of Willacoochee).

It’s true the project sheet talks about “potential customers in the region”:

This project will provide for more efficient train operations along the rail corridor to accommodate the increase rail traffic serving the existing and potential customers in the region.
However, rail promotes development in existing population centers and at stations, unlike all along automobile roadways.

Real High Speed Rail: in China

Here in the U.S., we’re still thinking about maybe doing some high speed rail lines. None in Georgia. And even the slow-speed passenger proposed rail network bypasses Valdosta and Lowndes County.
