Videos: Tax Assessor appointed, Special Assessment Rate, VOCA, federal consultant @ LCC Regular

The new Tax Assessor is Richard Holcomb, nominated and appointed by acclamation.

That’s to fill the unexpired term of Gene Felts, who was appointed two weeks ago, got sworn in, and resigned before his first Tax Assessor meeting.

This time, Lowndes County Manager Paige Dukes did read out the list of remaining candidates.

However, we the taxpayers and voters still do not get to see the applications, which are not in this board packet, either.

The County Manager’s Report took six minutes.

Commissioner Mark Wisenbaker wanted to know more about the Animal Shelter budget, which took another minute.

A citizen waved around her Citizens Wishing to Be Heard (CWTBH) form and asked to speak, but was predictably told by Chairman Bill Slaughter that she could not because she did not turn in the form before the meeting. I’m told her name is Kelley Saxon.

In Georgia, many other county commissions converse with citizens during the meeting without requiring a form.

Meanwhile, in Florida, by state law any citizen can speak on any agenda item.

The whole meeting took 16 minutes.

They’re not actually appointing a successor for James Puckett, whose term expired. They’re appointing a Tax Assessor to fill the unexpired term of Gene Felts. At the Regular Session Monday morning, Lowndes County Manager Paige Dukes clarified that Gene Felts was picked at the last meeting (2024-01-08) and he was sworn in on 2024-01-10 however he then resigned for personal reasons.

We the taxpayers and voters still do not get to see the applications, which are not in this board packet, either. This time the County Manager did not even read out the names of the remaining applicants.

Maybe somebody should tell the appointees that substantial hours of training are required after being appointed.

They vote tonight at 5:30 PM.

The Lowndes County Commission will try again to appoint a Tax Assessor to succeed James Puckett for a three-year term. The board packet does not mention that they did this two weeks ago, but Gene Felts resigned after being sworn in but before his first Tax Assessors meeting. Maybe somebody should tell the appointees that substantial hours of training are required after being appointed.

And we the taxpayers and voters still do not get to see the applications, which are not in this board packet, either.

Videos: Dollar General Defeated, VLDA appointment, subdivision infrastructure, VOCA, server blades @ LCC Regular 2023-01-24

Update 2023-05-06: Dollar General developer and property owner sue Lowndes County about rezoning denial –VDT 2023-05-03.

Update 2023-01-29: Lowndes County nixes planned Dollar General –VDT 2023-01-26.

Much to the surprise of the several dozen opponents of the Dollar General rezoning, and even after the DG developer attorney attempted to tell his version of the Lowndes County Commission’s legal responsibilities, all the Commissioners voted to deny the rezoning.

The audience laughed at the Dollar General’s offer of an “enhanced facade,” as conveyed by County Planner JD Dillard. Even after Chairman Bill Slaughter limited each side to ten minutes, the opposition gave excellent summaries.

The second-longest item at the Lowndes County Commission Work Session this morning was the proposed rezoning for a Dollar General at GA 122 and Skipper Bridge Road, slightly uphill from the Withlacoochee River. They vote tonight at 5:30 PM. You can still call your Commissioner or send email, or speak in the Public Hearing this evening.

The two subdivision infrastructure acceptances on or near Val Del Road remind us all of what happens when the county pushes development onto a road, as they did back in 2007 by running water and sewer to Nelson Hill on Val Del Road.

The longest item at almost three minutes was 7.c. Special Assessment Rate for 2023, which has to be set every year, even though it hasn’t been used in decades.

About the rezoning, County Planner JD Dillard said another letter opposing the rezoning had been received, from someone about three quarters of a mile north on Skipper Bridge, but he did not say who it was nor what they wrote.

The rezoning for a Dollar General is back on the agenda for the Lowndes County Commission to review Monday morning and to decide Tuesday evening.

They will also decide on reappointing Brad Folsom to the Valdosta-Lowndes County Development Authority. interest rate for paving and utility assessments, authorization for D.A. to accept federal VOCA grant funds. and the only thing listed as costing money: server blades replacing those at end of life.

Reminding us what happens when the development camel gets its head under the agriculture and forestry tent, there are two acceptances of subdivision infrastructure over on and near Val Del Road, some of the numerous developments since the county ran water and sewer to Nelson Hill on Val Del.

Meanwhile, Dollar General does not seem to know where its stores are, and the lot layout it submitted is not binding, yet we should trust them to handle wetlands appropriately, just uphill of Poley Creek and the Withlacoochee River? Continue reading

Videos: End-of-calendar-year wrapup and Remerton SPLOST Resolution @ LCC 2019-12-09

Remerton can’t use SPLOST VI funds for an office building, since the old mill building intended for that has been torn down. That was the longest item in the Lowndes County Commission Work Seesion of December 9, 2019: 7. Reports – County Manager – Remerton SPLOST Resolution.

Then Commissioner Clay Griner moved to go into Executive Session to discuss personnel. Chairman Bill Slaughter reminded him the Commission has only one employee. Griner agreed, and they went into Executive Session. The one employee is the County Manager.

They breezed through everything else their last meeting of calendar year 2019.

In its last meeting of calendar year 2019, the Lowndes County Commission had many items to wrap up, as you can see in the board packet, on the LAKE website. We don’t know why the county sent this packet in black and white.

Videos: MIDS bus system, roof cleaning, truck bypass, new lift station generator @ LCC 2019-11-12

Longest at four and a half minutes on November 12, 2019, was 6.e. Grant Re-Application for the Rural (5311)Transportation Program, in other words, the MIDS on-demand bus system; follow the link for more notes, including a question about where have the county funds for this been coming from.

Let’s hope the Arglass project doesn’t turn out like the James Road project a decade ago, with massive road paving and road and utilities rerouting, and nothing else, given that the county just approved a grant and VLDA match of more than a million dollars for road repaving for Arglass.

The truck bypass through downtown Valdosta had some discussion about when the bypass would happen and why the county is passing an ordinance now.

Um, it’s actually a generator for emergency management that took two minutes. 6.j. Hart Road Lift Station Pump took half a minute.

The longest item at yesterday morning’s Work Session was the unscheduled 8. Reports County Manager – Recognition of Fire Safety. The whole thing took less than nine minutes. They vote tonight at 5:30 PM.

Second longest was the Solicitor General combining the two items on Victims of Crime Act (VOCA) and Violence Against Women Act (VAWA).
