The bulk of this long meeting was not on the agenda: another one cent sales tax, a report about services at Leila Ellis, and eight citizens wishing to be heard. Well, those citizens were collectively on the agenda of the Tuesday evening Regular Session of the Lowndes County Commission, but the other two items were not.

By far the longest item at 21 minutes was added to the agenda at the beginning of
7.f. LHOST Consideration, SB 33 Special Local Homestead Option Sales Tax The title is my guess; I think Chairman Bill Slaughter just said LHOST.

The thirteen slides County Manager Paige Dukes presented are on the LAKE website, received in response to a LAKE open records request. Images of each slide are below.

We do not yet have the draft legislation the Commissioners unanimously approved sending to the Georgia legislature to enact this additional one cent sales tax, because I didn’t think to request it until this afternoon. Why the slides and the legislation are not on the county’s own website is mysterious.

They approved everything else unanimously, including reappointing James Ramsey and appointing Gary Wisenbaker to the Valdosta-Lowndes County Zoning Board of Appeals: his brother Commissioner Mark Wisenbaker recused himself.

They appointed James Warren to the Valdosta-Lowndes County Airport Authority.

They reappointed Andy Griffin and Scott Purvis to the Lowndes County Public Facilities Authority.

The longest regular item discussion at almost seven minutes was of the Industrial Authority Series 2026 Bonds.

Another long item (almost six minutes) not on the agenda occured when as part of the County Manager Report Paige Dukes asked Probation Director Ferlisha Rountree to talk about about services at Leila Ellis.

Six citizens spoke about the potential datacenter on Coleman Road: George Fisher, Jimmy LeFiles, John Smith, Amy Wiegenstein, Sarah Riggle, and Suwannee Riverkeeper John S. Quarterman.

Also, Skyler Ramen(sp?) said his paycheck increases less than rent does and Robert Willis would like speed bumps on Danieli Drive in Lake Park.

They took fifteen minutes to review everything: the Lowndes County Commission at their Work Session, Monday, 8:30 AM, June 8, 2026.

They vote tomorrow (Tuesday) at 5:30 PM, with Citizens Wishing to Be Heard at the end.

It’s a relatively light agenda for the Lowndes County Commission Work Session Monday morning at 8:30 AM and its Regular Session 5:30 PM Tuesday evening.

Nobody seems to know anything about the mysteriously withdrawn-by-applicant TWR-2026-01 Salem Church Tower.

There are appointments to three boards, a small Lake Park subdivision rezoning, an alcohol license.

The big ticket items are:

  • eligible project costs up to $13,252.000.00 from TIA for the Old US 41 North widening,
  • a GEFA loan for $2,812,500.00 for bypass pumps at all county sewage lift stations,
  • $2,664,355.90 from TSPLOST for Twin Lakes Road work,
  • $1,248,947.00 for ACCG IRMA Property & Liability Insurance Renewal.

And the county is doing a supplemental agreement for Industrial Authority Series 2026 Bonds.

Dr. Lucy Greene is handing over her work as Moody Support. At 23 minutes, that was by far the longest item.

A rare sight at the Monday morning Work Session: the Lowndes County Chairman and the Valdosta Mayor jointly reading a Proclamation of I love Public Schools Day.

They discussed tabling (again) 9.l. Abandonment of Grice Road trying to avoid making any landlocked lots and other concerns about neighboring lots.

Both Work Session and Regular Session are today, Monday, January 12, 2026, for the Lowndes County Commission. I don’t know why.

They didn’t do the appointment right in December for Felicia Williams as a Tax Assessor, so do-over today.

Frances Brown wants to be reappointed to the Lowndes County Board of Health.

As required by state law, they’re setting the qualifying fee to run for County Commissioner: it’s $450.

Three grant application or acceptance items are on the agenda, for Juvenile Justice and Victims of Crime Act (VOCA).

Two Acceptance of Infrastructure, for Knights Landing Phase IV Section I, and for Colbie Place Subdivision on River Road.

Four road widening items, and one Abandonment of Grice Road.

Finally, $63,801.00 from SPLOST for 10. Lakes Blvd Water Meter Relocation “to meet commercial development needs in the area.” At least it’s in Lake Park, so it’s not sprawl.

It’s interesting that they count that SPLOST expenditure as “BUDGET IMPACT” but for 9.h. FY 2026 Local Maintenance & Improvement Grant (LMIG) Application
the agenda sheet says “BUDGET IMPACT: N/A; 10% match allocated in SPLOST VIII” for Lake Alapaha Boulevard and other roads.

Videos: Hospital Authority appointment, 6 rezonings, paving and resurfacing, subdision infrastructure, probationers @ LCC Regular 2024-05-14

An hour-long Regular Session is very unusual for the Lowndes County Commission. Much of it was taken up by two rezonings: REZ-2024-08 on River Road (10:43) and REZ-2024-09 Dasher Grove Subdivision (12:24). For River Road, the applicant discussed setbacks and fire trucks and answered Commissioner questions about house prices and lot sizes. For Dasher Grove, Commissioner questions were mostly about how many lots and when T-SPLOST road work on Val Del Road would take place. Remember, that road work is your tax dollars going to subsidize subdivisions.

Nobody spoke against those rezonings nor against any of the others. All the rezonings and everything else passed unanimously, including they reappointed Hospital Authority incumbent Shirley Garland as expected.

There was discussion about the apparent price rise by 8.b. Pronto Consulting for Software as a Service to manage probationers. It is actually just that Pronto started with a discount, and this time is not supplying a discount. The total undiscounted amount was always in the county budget.

In Citizens Wishing to Be Heard, Mark Perkins of Lake Park had some questions about the burn ordinance.

Also, Representative John LaHood (R-175) was recognized by the Association of County Commissioners of Georgia (ACCG) for his work on legislation regarding Service Delivery Strategies.

This Work Session was long by Lowndes County Commission standards, more than half an hour.

Almost half of that, 13 and a half minutes, was on 7.c. REZ-2024-08 River Road, 4374 River Road, mostly about spacing between houses and fire risk.

Another five minutes was on 7.d. REZ-2024-09 Dasher Grove, about the timeline for Val Del Road improvements.

Notice the Val Del Road improvements are TIA projects, which means tax-paid road improvements to benefit a private developer. Yet this and other such rezonings appear in the agenda as “BUDGET IMPACT: NA”.

Commissioner Mark Wisenbaker asked if the packet materials could be projected on the screen for 6.a. Appointment – Hospital Authority of Valdosta and Lowndes County. ITS Director Aaron Kostyu said he did not have the ability to do that.

Well, the County Planner manages to project all the materials for the rezonings. Why can’t the ITS Director project materials for other board agenda items?

Or the County Commissioners can look at the LAKE website, I suppose.

Or county staff could put the board packet on the county’s own website.

Either way, the Commissioners could use the Internet to look at it on their tablets.

Videos: 6 Lowndes County cases, 1 Lake Park, 1 Valdosta @ GLPC 2024-04-29

Update 2024-04-10: Packet: Hospital Authority appointment, 6 rezonings, paving and resurfacing, subdivision infrastructure, probationers @ LCC 2024-05-13.

For an hour and 42 minutes the Greater Lowndes Planning Commission discussed and recommended for or against eight rezoning cases.

Two Lowndes County Commissioners attended: Scottie Orenstein and Joyce Evans. The Lowndes County Commission will hear these cases this week, or so we assume, since they have no agenda posted yet.

At the Planning Commission, nobody spoke against most of the cases on the agenda, and the Commissioners unanimously recommended approval of those, sometimes with conditions.

Only two cases were very slightly controversial.
