Library, rezonings, water main, road abandonments @ LCC 2019-02-11

On the agenda for this morning, with voting Tuesday evening, $18,250.00 of $73,000.00 to bore under US 84 for a water main to we don’t know who (see also LAKE videos of previous Regular session), and $7,500.00 paid in full by GDOT to close the CSX railroad crossing at Dasher-Johnson Road and to improve the crossing at Good Hope Road. Also final Public Hearing to abandon part of McLeod Road (see also previous Regular Session), first consideration of Abandonment of Doyle Kelly Road. Plus reappointment of attorney Karl Osmus to the Lowndes County Library Board, the three rezonings from the recent Planning Commission meeting, an MOU with City of Remerton to provide Fire Inspection and Plan Review Services, and Lowndes County Historic Courthouse Architect Selection, 4.5 years since the Courthouse Preservation Committee Meetings.

Videos: Old Pine Road and Madison Highway rezonings @ GLPC 2019-01-28

In her first meeting as Chair, Vicki Rountree moved right along, even getting the opening reading of the set script down to barely four minutes, even including invocation and pledge.

All the rezonings considered that Monday by the Greater Lowndes Planning Commission (GLPC) are in Lowndes County, not in any of its incorporated cities. The two on Madison Highway appear to be coincidence. REZ-2019-01 Jerry Stoker is apparently for one or both of the two Stoker Development LLC parcels on Old Pine Road. This is part of the general development of what Lowndes County staff refer to as “Central Lowndes County”, as in their preferred development area.

Rezoning on Old Pine Road again: is anything different this time?

Has anything changed since the contentious Glen Laurel rezoning on Old Pine Road? Maybe yes.

The new case decided yesterday (REZ-2011-05 – Laurel Brooke), was also represented by Bill Nijem, who got up and started speaking for it, and after a bit said:

First let me introduce myself, there are new faces up here. Bill Nijem. I represent the applicant.
Assuming that Commissioners should just know who he is may not sound like a good start, But, as he already said, nobody was speaking against this rezoning. Why is that?

I would like to note when the applicant first submitted this application, it was submitted as planned development, and worked with Mr. Davenport, we did tweak the site plan somewhat, made larger lots, and now it’s R-10.
And that’s what the opponents of the Glen Laurel rezoning asked for. At least a couple of them were present this time. Gretchen talked to them later, and they told her that since this subdivision had what they asked for last time, they had no objections this time.

Glen Laurel (Old Pine Road) infrastructure at County Commission work session

That’s one thing on the 8:30 AM agenda for this morning. Work sessions are where most discussion among the commissioners usually occurs. The actual vote will be in tomorrow’s (11 Jan) 5:30 PM regular session.

Glen Laurel Against

Here Coy Brightwell asks for a show of hands for those against rezoning for the Glen Laurel subdivision on Old Pine Road. Many hands went up throughout the packed room. Even more to the point, not one neighbor spoke for the rezoning.

He ends with an additional disclaimer that he’s not against development; he’s against the density of this development in this place. VDT quoted him as saying:

“We are not against progress. We are not against the development of Lowndes County … The part that we do have a problem with is the density of this proposal. We’re just not in agreement with the drastic changes that will take place in our community (and) we are here for a compromise.”
