Videos: Datacenter Moratorium, Millage Rates, TIA agreements, CDBG-DR application, LAS Holding Pond Sludge Removal @ LCC Regular 2026-08-25

The 60-day moratorium on datacenter applications passed unanimously with no discussion.

Six citizens were heard against datacenters, and one about conduct unbecoming by the Commissioners.

The Lowndes County Commission also passed everything else unanimously in their Regular Session of August 25, 2026.

Including the four millage rate items. There was a millage presentation, with a promise that it would be on the county website. I don’t see it there yet. If it’s still not there this afternoon, I will post screenshots from the LAKE video.

After sixteen minutes and several citizen speakers, the Planning Commissioners unanimously recommended approval of 3. REZ-2026-15 Mardun Ventures, 6325 Lake Alapaha Blvd., ~10.7 acres, Map & Parcel 0261 056″.

In a rare showing, four Lowndes County Commissioners were present for whole session: Michael Smith, Chairman Bill Slaughter, Scottie Orenstein, and Mark Wisenbaker.

The Planning Commissioners took 35 minutes to reach a split vote on 4. VA-2026-07 Request by Sheldon Hill and Laine Chaney to rezone 15.57 acres and 5. VA-2026-08 Request by Sheldon Hill and Laine Chaney to annex a total of 21.97 acres into the City of Valdosta.

They even had Lowndes County Chairman Bill Slaughter talk about water and sewer delivery pricing and annexation, at 15:10.

They recommended approval of the rezoning by 7:1, with Ed Hightower against.

They recommended denial of the annexation by 7:1, with James Miller against.

Congratulations to Lowndes County for the astonishingly forthcoming Data Center Considerations session after the Lowndes County Commission Regular Session on July 28, 2026. They covered many topics of general concern, including water and power usage, zoning, and land use.

Lowndes County Manager Paige Dukes conducted the session. She revealed that the Commissioners have directed staff to draft a datacenter ordinance by around September, or in about six weeks, as Chairman Bill Slaughter told me afterwards.

She said the public would get to see the draft ordinance before the Commissioners approved it. She did not say anyone would get to see it before it appeared on an agenda for approval, which is how you’ve seen the Commissioners handle the recent Alcohol Ordinance and the Comprehensive Plan.

More clever than I had anticipated, she said that same afternoon she had asked Dr. Michael Noll to take question cards from the audience and pick questions to relay. There was some discussion among Lowndes County Commissioners, but their Regular Session on Tuesday, April 28, 2026, as they approved all the voting items unanimously.

In her Reports, County Manager Paige Dukes called on both Utilities Director Steve Stalvy and Fire Chief Billy Young about the current drought and fire situations.

Six Citizens Wished to Be Heard.

George Fisher spoke about his water research, which includes he’s discovered the line of sinkholes running across the county.

After the meeting adjourned, County Chairman Bill Slaughter came down to talk to several people about datacenters. County Manager Paige Dukes joined in. The Chairman said it was their procedure not to answer Citizens Wishing to Be Heard during the meeting, but he made himself available afterwards.

Community Preparedness Townhall 2025-08-26

Valdosta City Council Nick Harden organized an informative meeting that he called a Community Preparedness Townhall, also known as a Disaster Recovery Meeting. Hurricane Helene featured, and also the flash flood last November.

A cavalcade of Valdosta City, Lowndes County, and Georgia state officials spoke, as well as people from private nonprofits.

They attempted to answer all the citizen questions.

Update 2025-07-18: Videos: Two rezonings and a beer and wine license @ LCC Regular 2025-07-08.

The large rezoning off Coleman Road and North Valdosta Road was controversial at the Lowndes County Commission (LCC) this morning, as it was previously at the Planning Commission.

The County Planner presented some maps and information that were not seen in the Planning Commission meeting, and the County Commissioners had many questions.

The LCC votes to decide tomorrow (Tuesday) evening at 5:30 PM, after a final Public Hearing in which citizens can speak.

The other rezoning and the beer and wine license were not controversial, but they will also have their Public Hearings.

Videos: Special Called Meeting to adopt FY 2026 Budget @ LCC 2025-06-30

Only two voting Commissioners were present: Demarcus Marshall and Michael Smith.

Commissioner Scottie Orenstein rushed in to complete a quorum of the Lowndes County Commission.

Commissioners Joyce Evans and Mark Wisenbaker were absent.

Apparently there was an agenda, although it is not on the county’s website.

At the end Chairman Bill Slaughter mentioned they would set the millage once they got the tax digest.

This meeting took four and a half minutes, even counting the minute saying they would recess until there was a quorum, and the 45 seconds of Chairman’s comments at the end thanking Finance Director Stephanie Black.

It is still mysterious why they couldn’t schedule this vote to be during their Regular Session last week, and why they only announce this Monday morning meeting Friday afternoon.

Videos: DBHDD appointments, VAWA, Juvenile Justice, Naylor Tower Top Amp, LMIG Resurfacing @ LCC Regular 2025-04-22

It is mysterious why 7.b. Val Del Rd and N. Valdosta Rd. Intersection improvement was only added in this Regular Session of the Lowndes County Commission. They’ve been leading up to it for a long time. Apparently the two bids were only opened the previous day; I thought bid openings were scheduled.

In this meeting, they talked about that intersection for almost seven minutes, which is very long for this body. The intersection will completely close starting May 27, probably for most of the summer. It will end up with two lanes going north, and three lanes going south: one left only, one left or straight, one right only.

It took 14 minutes, the Monday morning Work Session. Much of that the Lowndes County Commission spent on the LMIG road resurfacing item and on the two court grant items.

At the Work Session, Lowndes County Commissioner Michael Smith volunteered for one of the two posts available on 5.a. Department of Behavioral Health and Developmental Disabilities (DBHDD), with Juliana Powell having already applied for one of them.

Commissioner Demarcus Marshall wanted to know whether there were any problems with DEI on the 6.a. Acceptance of the VAWA Continuation Grant Award for 2025. Nobody seemed to know, or to address the question.

Commissioner Marshall asked a similar question about 6.b. FY2026 Juvenile Justice Incentive Grant Application. County Manager Paige Dukes said basically that with things changing daily in the federal goverment, nobody knows. Commissioner Michael Smith had a question about service areas.

There was some chit-chat about 6.c. Emergency Purchase – Naylor Tower Top Amp Replacement.

There was some discussion of districts, specific roads, and state funding, after Commissioner Wisenbaker asked to have the list of roads being repaved read out for 7.a. 2025 LMIG Resurfacing Bids (Project #: ENG 2025-01).

Videos: Tourism Authority appointments, rezonings, water repairs, hurricane damage @ LCC Regular 2024-12-10

At their December 10, 2024, Regular Session, the Lowndes County Commission reappointed Rick Williams to the 5.a. Valdosta Lowndes County Conference Center and Tourism Authority, and appointed Amanda Peacock to replace Michael Smith (who was recently elected to join the Lowndes County Commission in 2025)

There was quite a bit of opposition to 6.a. REZ-2024-18 LSO Invest, 3910 Old US 41 N, ~0.93ac, R-21 to C-C. Previously, GLPC recommended Denial 7:1. Lowndes County Commissioner Scottie Orenstein recused himself. The other County Commissioners unanimously approved this rezoning. Disgruntled citizens filed out, with grumbling and finger pointing at a certain Commissioner.

The applicant withdrew 6.c. REZ-2024-20 Wilson Estate, 5917 Thunder Bowl Rd., ~1.7ac, E-A to R-1.

The Lowndes County Commissioners unanimously approved everything else.
