Why should Lowndes County spend half a million dollars to subsidize a developer? 2022-01-24

Update 2022-01-25: Discussion of court grants and Loch Laurel Road project, little of property subsidy @ LCC 2022-01-24.

The $568,971.00 for 5.k. Property Purchase – Building Valdosta, LLC is a markup of $323,971 over the price that property sold for last year, supposedly to protect Moody AFB, even though how is not said and it’s 2.4 miles away. The developer is the same as for the 5999 Val Del Road rezoning last October. And there appear to be more previous subsidies from the County Commission to the same developer.

This current giveaway on GA 122 is on the agenda for this morning’s Work Session and Tuesday evening’s voting Regular Session of the Lowndes County Commission.

Who does it profit? And how does it protect Moody AFB?

After I pointed out to the Lowndes County PIO and Clerk that the county was apparently in violation of the Georgia Open Records Act (GORA) by not returning the board packet within three days, they sent it at 7PM on Saturday. The packet is on the LAKE website. However, the packet includes no information about this item beyond the agenda sheet, which says:

HISTORY, FACTS AND ISSUES: At the direction of the Commission, staff has worked with the County Attorney to prepare a purchase agreement that will provide for Lowndes County to purchase 41.543 acres of property on Highway 122 inclusive of development costs incurred by the current owners and as reflected in the agreement, for the purpose of protecting Moody Air Force Base from encroachment.

It doesn’t say where that 41.543 acres is. But the Lowndes County Tax Assessors online web pages and map find it as 7404 E HWY 122, 2.4 miles north of Moody AFB. Continue reading

The neverending Miller Bridge Road subdivision is not in this Lowndes County Commission agenda for Monday and Tuesday. For that, see the Planning Commission agenda for January 31, 2022.

But the County Commission agenda does contain two examples of how taxpayers are subsidizing development in Lowndes Counta. The $45,742.00 for the 5.d. Nelson Hill Lift Station Pump Upgrade is “Due to growth in the area”: growth the county is actively promoting.

The County Manager said the Character Area Maps were not changing in the Comprehensive Plan Update, so she expected the Public Hearing Tuesday to be brief, but a quorum would be required. At the end, I thanked the Commissioners for not changing the character area maps and asked them to follow them in future rezonings.

The river gauge funding and the beer and wine license sailed through unanimously. The longest items were the two part Proclamation Presentation to Valwood Valiants Volleyball Team and the County Manager’s Report.

We’ll find out at 5:30 PM this Tuesday whether the Character Area Map for Lowndes County will change. Two sources tell me that it won’t for this update of the Lowndes County Comprehensive Plan, except for some tinkery fixes not in the northwest part of the county.

But many of us thought the County Commission might listen to the thousand people who signed a petition against subdivisions farther northwest of Valdosta towards Hahira and GA 122, but two weeks ago the Commissioners approved a subdivision way up Val Del Road almost to GA 122, in the middle of an agricultural and forest area, far out of any appropriate Character Area. So if you care, be there.

Folsom Bridge and Skipper Bridge USGS gauge funding, beer and wine, Extension Office Presentation @ LCC 2021-10-25

Continued funding for two river gauges is the only significant decision on a very brief agenda for the Lowndes County Commission 8:30 AM tomorrow morning, and voting 5:30 PM Tuesday Monday, that same evening. One of them used to be funded by Valdosta, which it primarily benefits, but Lowndes County picked up that one back in 2019. The other the county has been funding since 2009; it’s at the same Little River location that at its last meeting the Commission fortunately decided not to close to the public.

There’s a Monday morning Work Session presentation from the Lowndes County Extension Service Office.

The only actual decisions are on yet another beer and wine license, and on funding two USGS gauges, at Folsom Bridge on GA 122 on the Little River west of Hahira, and at Skipper Bridge on the Withlacoochee River north of Valdosta.

Lowndes County has been funding $14,200 for the Folsom Bridge gauge since shortly after the big flood of 2009. Note that this the same Little River site that the Commssion in its last meeting decided not to close to the public by not closing Wells Road.

Appoint Tax Assessors, 3 water, 3 road, 1 pandemic, 1 software @ LCC 2020-09-21

Applying this morning for Board of Tax Assessors are Mr. Gene Felts and Mrs. Gretchen Quarterman. The Lowndes County Commission will vote tomorrow (Tuesday) at 5:30 PM. That and almost $4 million in water, road, software, and fire items.

Apparently paving does not solve all problems, because one of the four water items is Drainage Improvements to Brinson Lane and Oak Hill Drive to “eliminate flooding issues as a result of the paving of Oak Hill Drive.”. The other three water items are FY2021 Joint Funding Agreement with USGS for the Folsom Bridge (GA 122 Little River & Skipper Bridge (Withlacoochee River) USGS gauges, Foxborough Lift Station Pump, and Land Application System (LAS) Expansion Agreement.

In addition to Brinson Lane, there are two more road items: Grading, Drainage, Base, and Paving of Clyattstone Road and Simpson Lane (how much have they spent on that project combined so far?) and Acceptance of Infrastructure for Val Del Villas. The latter is listed as no cost, despite the Brinson Lane episode.

Also on the agenda: Grant Submission Request – COVID-19 Response Grant Application, partly to “Recruit and hire a sufficient number of poll workers and inspectors to ensure polling places are properly staffed,” , a Firefighter Personnel Request, and Motorola SUAll (Evergreen) software.

Videos: Lake Park Annexation, Jail software, Public Defender, Beer, Road Abandonment, Arglass Road @ LCC 2020-02-10

For unknown reasons, the Lowndes County Commission votes tonight at 5:30 PM.

By far the longest at this morning’s Work Session was 5.d. Lake Park Annexation and Rezoning of Register Property, running 14 and a half minutes.

Second at almost three minutes was the $99,700 jail software change order.

The 2020 Public Defender Contracts got a minute and a half, even though they are unchanged from last year.

The $789,567.21 Arglass Road Paving item didn’t even get a minute.

County Chairman Bill Slaughter took about a minute thanking the Commissioners for the recent Retreat; LAKE video to come of that.

The Lowndes County Regular Session is also Monday (tomorrow), at 5:30 PM after the 8:30 AM Work Session.

The agenda is only a page long, but the agenda packet is 109 pages. Most of that is 66 pages for a $99,700 jail software change order, of which about half the pages are duplicated. Makes you wonder if anybody reads this stuff. Continue reading
