Cities and Lowndes County settle service delivery dispute @ LCC 2020-01-08

Update 2020-01-10: Not quite settled. Valdosta still has to agree to it.

These must be golden words indeed, to have been worth the hundreds of thousands of legal fees expended over them:

  1. In regards to water and sewer services:

    The Parties’ current water and sewer service areas are delineated on the service area maps attached to the DCA Forms for water and sewer services approved herewith.

    All existing intergovernmental agreements of the Parties regarding the provision of water and sewer services shall remain in effect.

    Any request for an extraterritorial extension shall be negotiated by the requesting Party and the affected Party. Approval of the affected Party shall not be unreasonably withheld.

The wording is “based on trust,” said Commissioner Clay Griner. “Where’s the document?” responded Commissioner Mark Wisenbaker? “It’s on your ipad,” clarified Chair Bill Slaughter.

As the County Clerk proceeded to hand out paper copies, Griner elaborated:

And it’s all based on trust. It’s us trusting, the County Commission trusting the City Council, whichever municipality it is, to do the right thing. The city council has to trust the County Commission to do the right thing. And the citizens to trust all of us to sit down and do the right thing.

By far the longest item was a special proclamation for EMT Services, at 4.5 minutes, followed by cleaning bids, which took almost three minutes for the Lowndes County Commission to reject.

Videos: New County Agents, VLCIA bonds, Airport Authority, Opioids @ LCC 2018-05-21

Not on the agenda, County Agent Jake Price introduced two new people in his office. The Industrial Authority Executive Director explained the bonds are not new, she just wants to refinance them to reduce payments.

Among items they will vote on tonight at 5:30 PM, the longest item at almost four minutes was the request for an additional Deputy Coroner. Looks like they’re finally going to sign up an attorney for the opoioid litigation. They spent more time on the cleaning bids.

VLCIA bonds for what? Airport Authority, Opioids @ LCC 2018-05-21

What are the Industrial Authority (excuse me, Development Authority) bonds for? Maybe they’re finally going to finance solar power for people here, since VLCIA has a budget surplus?

Since George Page got appointed to the Airport Authority by the City of Valdosta, I suppose they’re going to reappoint Steve Everett. They last reappointed him May 13, 2014. By the way, he’s the Chair of VLCAA.

Apparently they’ve picked an attorney for the Opioid Litigation in their previous meetings two weeks ago, and now they’re down to signing the agreement.

Yesterday morning Chairman Bill Slaughter looked straight at the LAKE video camera and said: “We’ll have a record-setting short meeting tomorrow, with one agenda item.” Then he chuckled.

The Work Session was 17 minutes and 35 seconds, because of 12 minutes on the Special Presentation by Andrew Hill on Opioid Litigation (Work Session).

The longest other item was 3 minutes on 6 b. Lowndes County Government Probation Plan and Resolution, which wasn’t ready yet, and is what the Chairman removed from the agenda for tonight.

Indeed it didn’t take five minutes, not even half a minute, for them not to discuss 6 a. Grant Of Easement for Utility Right of Way Moody-Azalea Commons.

Opioid Military Utility Probation @ LCC 2018-04-23

Maybe 15 minutes because of the Special Presentation by Andrew Hill on Opioid Litigation (Work Session).

It won’t take them five minutes to discuss a water and sewer easement for the sinkhole-prone recently-renamed Moody Family Housing Housing, now called Azalea Commons, which is in a recharge zone for the Floridan Aquifer from which we all drink. That subdivision only has water and sewer lines running by it up Val Del Road because the county ran those lines to enable the Nelson Hill subdivision, for which the county permitted razing wetlands, and which then mysteriously got staff variances to avoid building condominiums, mixed elevations, or becoming a gated community.

It’s unlikely to take longer for them to discuss the Lowndes County Government Probation Plan and Resolution.

Videos: Beer, filters, roads, weather, and executive session @ LCC 2013-03-25

A beer license, and some filters for public works: that's all that's on the agenda for the unquestioning Lowndes County Commission. They did have two very brief reports on the weekend's weather and how they dealt with it. Then they went into executive session for real estate and litigation, which seems to have been the real purpose of this meeting, which otherwise lasted four minutes. They vote on the agenda items Tuesday at 5:30 PM.

Banned or Blocked Biomass Incinerators

Dear WACE:

1. Mr. Lofton stated: “Despite what Mrs. Touchton stated, we’ve been in touch with the Massachusetts and Florida EPD, and in no way, shape, or form is either state banning biomass facilities. In fact, there are 15 scheduled now for New England, many in Mass, and a number in Florida. There have been discussions regarding the level of incentives (tax credits) allowed, but no moratorium. We’ll be happy to share our contacts with you.”

I would like for Mr. Lofton to share his contacts with WACE. Because previously his contacts at the Sierra Club were misrepresented by him. Sierra Club does NOT endorse Biomass Incineration, neither does any other major environmental organization in America.

I would also like Mr. Lofton to share his private email list of stakeholders with WACE, in particular the investors, because I would like to share some information with them. I expect transparency in our public officials and his refusal to address my letter to the editor of the Valdosta Daily Times in the same newspaper in which it was published does not lead me to believe that he is operating in good faith. I am very disturbed that any public official would state that they did not want to “energize a forum for misinformation” regarding published concerns in the local newspaper. Mr. Lofton has a duty to respond to all citizens’ concerns publicly. I am very disturbed that he thought he could privately email a group about my published letter to the editor and that the first I learned of it was nearly a month after he did so. And no, I still don’t wish to have a private telephone conversation with him or a private meeting with him, I’ve been reading all the public documents that have resulted from his supposed lengthy due diligence period. As I stated, the first I learned of this proposed biomass incinerator was when the EPD called for public comments. Mr. Lofton and Councilman James Wright were both invited to the June Women in the NAACP meeting and neither man showed up so I don’t really care to engage in who didn’t return whose phone calls. Additionally he could have made contact with the schools and churches in the area, or attended an SCLC or NAACP meeting but he did not. All our our meetings are open to the public, unlike his private list of stakeholders.
