Lot size and code enforcement on Old Pine Road, 8 June 2010

Ashley Paulk said he is code enforcement! Let’s go back a year to the rezoning of Old Pine Road on 8 June 2010, as an example of how some things fit together around here. First a bit more about lot size, and then code enforcement and traffic.

Commissioner Richard Lee wanted to know if Coy Brightwell was the spokesperson for the people against. Brightwell said some others would also speak, but R-10 was the closest to a quarter acre lot, and that’s what they were for.

Who develops these plans, the county, or the developer?
Chairman Ashley Paulk said the county keeps up the rights of way.

Mr. Mulligan then wanted to know:

Who enforces … in these subdivisions? Is there a law about that?
Chairman Paulk said that goes to code enforcement.

Mr. Mulligan asked:

Why don’t you make the developers put up a million dollars to pay for the upkeep for ten or fifteen years?
Chairman Paulk said he didn’t think they could make the developer do that.

Chairman Paulk added:

And really when you sell a piece of property to a person in America it’s their piece of property. If they don’t mow the grass, the only recourse you have is through code enforcement.
Mr. Mulligan wanted to know who does code enforcement. Chairman Paulk said it was the county, and:
You’re looking at him. Me.
So Ashley Paulk is code enforcement.

They discussed which subdivisions were in the county.

Hm, what about Hamilton Circle, which is in the county, which had snakes crawling up out of its unkempt detention pond a month later? Curiously, when I brought that Hamilton Circle issue up before the Commission, it was Richard Lee who showed interest in dealing with it, not Ashley Paulk.

Paulk and Mulligan discussed traffic. Among other things, Chairman Paulk said:

I’m not going to argue Bemiss Highway, it’s not a pertinent fact.

Personally, I think traffic is pertinent on all roads leading into a subdivision. Funny how the developer gets to consider only their one property and the neighbors get to deal with all the effects on all the related roads. Here’s Part 3 of 3:

So developers don’t have to put up any sort of bond for keeping their developed property in good condition, and don’t have to consider traffic on roads leading in. Yet the neighbors have to deal with these things from development on.
