Videos: Community Service Board, Lake Alapaha Well, Jail Expansion, Bicentiennial, Millages, Opioid Litigation, Hightower Road, SPLOST IX, TREES Act, PFAS Groundwater Claims @ LCC Regular 2025-08-25

They actually increased the Industrial Authority’s millage to 1.1 mil, above its historic rate of 1 mil. This was not discussed in the preceding Budget Hearings, nor I think even in the previous morning’s Work Session. They unanimously approved that and everything else on the agenda.

Chairman Bill Slaughter added an item to the agenda, for 5.j. Appointment – Community Service Board – must be elected official. They appointed Commissioner Demarcus Marshall. You may recall that on May 27, 2025 they appointed Commissioner Joyce Evans to this board. She was absent at that meeting, and has been absent from every Lowndes County Commission meeting since then. Since she has not made public why, I will not say, other than that her absences are not because she does not want to be there.

Packet: Millages, Opioid Litigation, Hightower Road, SPLOST IX, TREES Act, PFAS Groundwater Claims @ LCC 2025-08-25

The board packet includes the SPLOST IX Agreement and Project Lists, as well as the agreements for the Opioid and Groundwater Claims and the Hightower Road Quit Claim and a resolution for the TREES Act.

This is for yesterday’s Work Session and this evening’s Regular Session of the Lowndes County Commission.

Millages and taxes are the top topics for the Lowndes County Commission this week, plus lawsuit settlements for opioids and PFAS, and a road abandonment quit-claim to the Air Force.

  • The property tax millage will be set at the rollback rate of 5.051 mills. That is a reduction of 0.232 mills or about 4.4% from the 5.283 rate of 2024. Your property taxes are a product of valuation and millage, minus various exemptions such as for homestead or conservation easements. Since many valuations went up, your taxes may go up.
  • VLCIA got its rate reduced to 0.823 mills last year, but this year it will be back to 1.00 mill like it always was before for the Valdosta Lowndes County Industrial Authority, aka the Valdosta-Lowndes Development Authority (VLDA).
  • Same 1.25 mills as always for the Valdosta-Lowndes County Parks and Recreation Authority (VLCIA).
  • Same as last year: 2.50 mills for the Special District Millage for Fire Services. That’s right, twice VLPRA’s millage, and 2.5 times VLCIA’s millage.

In November you get to vote on the SPLOST IX projects the County Commission is approving this week for the penny Special Local Option Sales Tax. The county has not published that project list, but LAKE already published it more than a week ago:

And those of us who are tree farmers may get some tax relief after Hurricane Helene, from the TREES Act Resolution. This is presumably the same ACCG Summary of the TREES ACT as Lowndes County put in its board packet.

Lowndes County may get some money from settlements for lawsuits about opioids and PFAS.

The Air Force wants the county to quit-claim the right of way for Hightower Road, which the county already abandoned in 2023. Moody Air Force Base is directly south of it, and the Air Force now owns the field north of it. Included in this post are the maps from the May, 2023, board packet from when the county abandoned that stretch of Hightower Road.

It took the Planning Commission only 43 minutes to unanimously recommend all six of their items for February 2025.

Chair Steve Miller was absent. Vice Chair James Miller presided.

The Lowndes County rezonings are before the Lowndes County Commission today for voting tomorrow. Nobody spoke against any of the county items in the Greater Lowndes Planning Commission (GLPC) meeting.

Videos: Tourism Authority appointments, rezonings, water repairs, hurricane damage @ LCC Regular 2024-12-10

At their December 10, 2024, Regular Session, the Lowndes County Commission reappointed Rick Williams to the 5.a. Valdosta Lowndes County Conference Center and Tourism Authority, and appointed Amanda Peacock to replace Michael Smith (who was recently elected to join the Lowndes County Commission in 2025)

There was quite a bit of opposition to 6.a. REZ-2024-18 LSO Invest, 3910 Old US 41 N, ~0.93ac, R-21 to C-C. Previously, GLPC recommended Denial 7:1. Lowndes County Commissioner Scottie Orenstein recused himself. The other County Commissioners unanimously approved this rezoning. Disgruntled citizens filed out, with grumbling and finger pointing at a certain Commissioner.

The applicant withdrew 6.c. REZ-2024-20 Wilson Estate, 5917 Thunder Bowl Rd., ~1.7ac, E-A to R-1.

The Lowndes County Commissioners unanimously approved everything else.

Videos: Ban passes 3:2 on Planning Commission reviewing ULDC changes @ LCC Regular 2024-07-09

Only Commissioners Mark Wisenbaker and Clay Griner voted against prohibiting the Planning Commission from reviewing proposed amendments to the Unified Land Development Code (ULDC). Commissioner Scottie Orenstein made the motion, seconded by Commissioner Joyce Evants. Commissioner Demarcus Marshall also voted in favor. But if you’re a “stakeholder”, which county staff define as Chamber or Homebuilders, you’ll get special email notification and maybe sit-down meetings before ULDC changes appear before the County Commission.

If you’re a private citizen, you can speak in Citizens Wishing to Be Heard, as Matthew and Debra Williams did, asking once again for the county to do something about a drainage easement draining onto their property.

Or Tara Parker, suggesting a spay and neuter program would be more effective than the new animal control building the Commissioners budgeted $10 million for. As usual, nobody answered them during the public meeting.

Everything else on the agenda passed unanimously.

Before they voted, on the ULDC changes, Gretchen Quarterman spoke in opposition, noting that they previously had ULDC text amendments in 2015 and last year, and the Planning Commission did not delay any of those. Also, if private citizens want a rezoning, they have to go through the Planning Commission first, yet this amendment means the county government does not.

The County Planner had some slides at the Lowndes County Commission Work Session to explain the ULDC text amendments TXT-2024-02. He did not explain why they were different from the version presented to the Planning Commission, nor why the Planning Commission should not review further ULDC changes.

He said that instead, “Planning Commission, Homebuilders Association, stakeholders, Chamber, things like that, will be contacted as a courtesy, through just a standard email, and any potential sit-down meetings.” He did not mention taxpayer or voters or county residents.

As Gretchen noted, “Why should citizens be denied an opportunity to comment when builders and developers get special invitations to comment?”

Videos: Stealth Commission district reapportionment and half million dollar developer giveaway @ LCC 2022-01-25

As expected, the Lowndes County Commission at its Regular Session passed the half million dollar bailout for a developer.

Not expected, they changed the agenda at the beginning of the meeting to approve new Commission district maps and a resolution supporting them, for immediate transmission to the state.

One citizen wishing to be heard spoke about the never ending noise from the 15 month old Arglass factory.

Developer Bailout

For 5.k. Property Purchase – Building Valdosta, LLC County Manager Paige Dukes said staff acted at the direction of the Commissioners, seeming to distance herself and staff from this action.

Reapportionment

I’m guessing the added agenda item was 5.l..

Vice Chair Joyce Evans, presiding over the meeting in the absence of Chair Bill Slaughter, introduced the agenda change for district reapportionment indicating the Commissioners all already knew this was going to happen. Continue reading
