GDOT construction on I-75 Exit 29 2017-08-28

This is the entrance to I-75 from GA 122 that often is backed up all the way to the traffic light in Hahira in the morning, that I use all the time. It did change quite a bit way back in 2006. More concerns were raised by citizens in 2013, but “No major changes made as a result of comments received.” One archaeological site was found in a survey. The winning bid for each of the utilities relocation and the main contract was Reames.

Videos: Bids for emergency road repair! Appointments: Library Board, Development Authority, millage @ LCC 2017-08-21

Bids for an emergency repair! This could be a first, instead of their usual sole source approve-it-right now method. See the County Manager’s Report, in which County Engineer Mike Fletcher describes bids incoming from both Scruggs and Reames for temporary repair to Rocky Ford Road.

Below are links to each LAKE video of yesterday morning’s Work Session with a few notes, followed by a LAKE video playlist. See also the agenda with notes about appointments and millage. And see also the 5 PM today Millage Rate Meeting.

They welcomed Ross Berry, the new CEO of South Georgia Medical Center, and he spoke briefly. Last minute agenda addition: 6.f. Lowndes County Accountability Court Grant and Match Citzen Judy Havercamp spoke about the animal shelter. Citizen Shirley Garlan spoke for her neighborhood, asking to connect to county water.

They spent by far the longest time (almost 20 minutes including public participation) on the New Statenville Highway rezoning for a Dollar General, which they finally approved with conditions, including what County Planner Jason Davenport said was an unprecedented condition on lighting. For this item, see also the the LAKE videos of the preceding Greater Lowndes Planning Commission meeting.

Videos: Dollar General, speed zones, prison work details, fees, road bid fail @ LCC 2017-06-12

A rare event this morning at the Lowndes County Commission Work Session: neither Scruggs nor Reames bid on the Resurfacing of Five County Roads and Two Alternate Projects, and the Commissioners don’t like the bids they got. What will they do Tuesday evening? Accept none and try again later? They also went into an executive session about pending litigation.

See the agenda. See also Continue reading

Videos: Deep South Sanitation litigation resolution, Animals, MAZ, Water, School @ LCC 2015-06-09

Not on the agenda for the 9 June 2015 Regular Session: settlement agreement for the county’s unnecessary lawsuit against Deep South Sanitation. Commissioners had no questions, but I have two:

  1. how much did the county spend on the lawsuit?
  2. how much did the county end up paying DSS?

Also unscheduled: Recognition of Leadership Lowndes Attendees.

Citizen Billy Rowland had some comments about road grading and wondered how Animal Control could come take his dog from his posted property yet not do anything when he reported barking dogs.

They approved a Scruggs Co. contract for Paving on Coppage Road, which includes curb and gutter to save some of the tree canopy. They approved a Bid for Bemiss Road Mowing even though it’s a state highway, plus a Bid for a Zero-Turn Mower for the Public Works Department from Nashville Tractor. They approved the Bid for a Fire Pumper for Lowndes County Fire Rescue and the LCSO Patrol Car Laptops Lease Purchase and tabled the Lowndes Middle School Utility Service from Valdosta utilities.

Via LAKE open records request, see the board packet item for the complicated Moody Activity Zones Text Amendments to the Unified Land Development Code that were tabled for more time at the Tuesday June 9th 2015 Regular Session of the Lowndes County Commission. See the LAKE videos of the Planning Commission meeting that considered the MAZ and the rezonings on this agenda. The Shiver and Kinsey rezonings were were approved unanimously with no speakers from the public and no Commissioner comments. The Orchard at Stone Creek rezoning discussion about a retirement home lasted for 14 minutes, including updated maps that were only provided to LAKE on paper, despite a request for electronic copy. Videos: MAZ, Water, School @ LCC 2015-06-08

Through a LAKE open records request, now you can see the complicated Moody Activity Zones Text Amendments to the Unified Land Development Code, which affect everything from animals to retirement homes. In these LAKE videos you can see the Lowndes County Commission consider that and other matters at their Work Session of Monday 8 June 2015, including Lowndes Middle School Utility Service from the City of Valdosta, two water well and septic rezonings on Mt. Zion Rd and Touchton Rd, and water and sewer for 24 acres of The Orchard at Stone Creek, Tillman Crossing Rd. Plus Utility Relocation for the Replacement of Franks Creek Bridge on Morven Road and many bids, including for Paving on Coppage Road; staff recommends the Scruggs bid. County Manager Joe Pritchard noted many of the bids were related to SPLOST in an effort “to get those projects up and running as quickly as possible”.

Here’s the agenda. See also the LAKE videos of the Planning Commission meeting that considered these rezonings and the MAZ. Continue reading

Water, septic, sewer, utilties, Lowndes Middle School @ LCC 2015-06-08

What are these complicated Moody Activity Zoning Districts amendments to the land development code that involve many maps and tables that county staff are not showing the public, even though one of the stated reasons is residential dwellings and family ties land divisions?

300x346 2379 Copeland Road, Parcel 0165 012, in Lowndes Middle School, by John S. Quarterman, 8 June 2015 What has Lowndes Middle School done for water and sewer until now, when it’s finally asking to connect to Valdosta utilities because Lowndes County utilities are too far away? Plus two water well and septic rezonings on Mt. Zion Rd and Touchton Rd, and water and sewer for 24 acres of The Orchard at Stone Creek, Tillman Crossing Rd. And Utility Relocation for the Replacement of Franks Creek Bridge on Morven Road.

Many bids, including for Paving on Coppage Road; staff recommends the Scruggs bid.

Here’s the agenda, which this time (unlike last) at least does have the one- or two-page agenda item sheets, but is still lacking the rest of the board packet.

Commission voted for $128,497.05 road cost overrun without discussion @ LCC 2012 Jan 10

Discrepancy? What discrepancy?

Staff presented the agenda item “7.b. Entrance Gate at Davidson and Roberts Roads”:

Lowndes County received a $2M grant from the Federal Highway Administration for construction of a new Moody AFB entrance gate, the gate to be located located at the intersection of Davidson and Roberts Roads. $477,991 of this money has already been taken for the railroad crossing improvements, leaving a balance of $1.52 million. The low bid is from Scruggs Company, $1,648,497.05.
Wait, what? The low bid is for more than the funds available? Surely somebody will explain that?

Nope, no discussion. Instead, Commissioner Crawford Powell said:

I’ll make a motion we approve the bid as presented by staff.
Commissioner Evans seconded, and they all voted for it. Hey, what $128,497.05 discrepancy?

Here’s Part 1 of 2:
