Why should Lowndes County spend half a million dollars to subsidize a developer? 2022-01-24

Update 2022-01-25: Discussion of court grants and Loch Laurel Road project, little of property subsidy @ LCC 2022-01-24.

The $568,971.00 for 5.k. Property Purchase – Building Valdosta, LLC is a markup of $323,971 over the price that property sold for last year, supposedly to protect Moody AFB, even though how is not said and it’s 2.4 miles away. The developer is the same as for the 5999 Val Del Road rezoning last October. And there appear to be more previous subsidies from the County Commission to the same developer.

This current giveaway on GA 122 is on the agenda for this morning’s Work Session and Tuesday evening’s voting Regular Session of the Lowndes County Commission.

Who does it profit? And how does it protect Moody AFB?

After I pointed out to the Lowndes County PIO and Clerk that the county was apparently in violation of the Georgia Open Records Act (GORA) by not returning the board packet within three days, they sent it at 7PM on Saturday. The packet is on the LAKE website. However, the packet includes no information about this item beyond the agenda sheet, which says:

HISTORY, FACTS AND ISSUES: At the direction of the Commission, staff has worked with the County Attorney to prepare a purchase agreement that will provide for Lowndes County to purchase 41.543 acres of property on Highway 122 inclusive of development costs incurred by the current owners and as reflected in the agreement, for the purpose of protecting Moody Air Force Base from encroachment.

It doesn’t say where that 41.543 acres is. But the Lowndes County Tax Assessors online web pages and map find it as 7404 E HWY 122, 2.4 miles north of Moody AFB. Continue reading

Videos: County paying for road right of way @ LCC 2019-01-08

They added two items to the agenda they didn’t even mention in the previous morning’s Work Session: purchase of some real estate on Davidson Road near Moody Air Force Base, and “just compensation” for right of way on Simpson Road.

Wait a minute! For ten years we’ve been told the county no longer buys rights of way: if you want your road paved, you have to donate the right of way. So why this exception? And why sneak it in like this?

Will Kamisha Martin get paid for right of way if the county paves Black Road? Will Rev. Berlinda Hart Love get paid for right of way if the county paves Williams School Road? They were the two citizens who were heard.

Videos: Litigation Executive Session, Lighting Ordinance, Drainage, Well, Trash, Software, Trucks @ LCC 2018-03-26

An Executive Session for pending or potential litigation: are they going to sue Deep South Sanitation again? Some of them sure seem to want to find any excuse not to re-approve DSS’s franchise, which was the longest item at three minutes.

Second longest was two minutes for the Bid for Mini Excavator for the Utilities Department. Slow morning at the County Commission.

Lighting Ordinance, Drainage, Well, Trash, Software, Trucks @ LCC 2018-02-26

The Street Lighting Ordinance on the agenda for this morning and tomorrow evening is not among those on the County Ordinances web page. How are we to “Know the Laws”, as the link from the county’s front page says, when unknown ordinances keep popping up? Ah, it’s currently a resolution and they want to make it an ordinance.

Videos: Moody MAZ text amendments to ULDC back again @ LCC 2015-10-26

After the County Commission Work Session shown in these LAKE videos, the Planning Commission met Monday evening, and this evening (Tuesday 5:30PM) the County Commission votes, but will table the ULDC amendments.

In addition to all the other items on the agenda and mentioned in the previous post, they went into an Executive Session about Pending Litigation. Who are they suing now? Or who’s still suing them about for example James Road?

Moody MAZ text amendments to ULDC back again @ LCC Regular 2015-10-26

The Planning Commission meets Monday evening to consider those ULDC amendments, MAZ-ULDC-text-amendments-001 so county staff will recommend to the County Commission at their Monday 8:30 AM Work Session that they table the MAZ text changes at their Regular Session Tuesday 5:30 PM evening. Meanwhile, the Air Force wants to maintain the road rights of way for Davidson Road and along Grassy Pond. And the Land Bank Authority wants to appoint some more members, acording to “the attached resolution” which of course we the taxpayers aren’t allowed to see without an open records request.

Elected Probate Judge McDowell can appoint a part-time associate judge, but she needs the county commission to approve funding the salary. The DA wants to continue a Victims of Crime Act Victims Service grant.

Annual renewal of health care service provider and Section 125 Plan Document.

Two more Lift Station (sewage) pumps, at Val-Tech new for $20,076.42 and at Whitewater repairs for $13,353.65.

Finally, bids for Disaster Related Debris Removal Proposals required by FEMA, plus the usual beer, wine, and liquor licenses.

A presentation and some rubberstamping @ LCC 2014-08-26

Congratulations to Ashley Tye for being only the third in the state to attain a certificate as a professional emergency manager.

“I was trying to break a record,” bragged County Chairman Bill Slaughter as several people reminded him not to skip approving the minutes, presumably referring to the previous morning’s three-minute Work Session. After the six-minute presentation, they took less than a minute on each of the remaining items, except they did find time for an Executive Session for Attorney-Client Privilege. Who are they suing this time? Crawford Powell had to remind the Chairman not to skip Citizens Wishing to Be Heard, but “There are none,” said the Chairman, with satisfaction.

This time the contractor had magically finished punchlist for Nottinghill that the previous morning the County Engineer said would take a week, but had not finished the work. What does this rubberstamp punchlist mean, then? They approved the Davidson Road drainage easement quit claim from the county back to the landowner.

Three minutes, three items @ LCC 2014-08-25

The contractor hasn’t finished the punchlist for Nottinghill but the County Engineer wants the Commission to accept that infrastucture anyway. The Davidson Road drainage easement quit claim is from the county back to the landowner. The third item must be for tomorrow evening. Three minutes total for only two items from the agenda, but that’s probably a record. Normally we post videos of each item separately, but this time, why bother? They vote Tuesday evening at 5:30 PM.

Emergency, Nottinghill, Drainage @ LCC 2014-08-25

Last December Chairman Slaughter wanted relatives of those selling land for Nottinghill to come forward and state their names the day after he didn’t ask Spectra Energy reps to do that during their sales pitch for the Sabal Trail fracked methane pipeline? Well, the county is now pondering accepting infrastructure for that subdivision. Maybe the won’t accept that pipeline, which they could prevent by passing or enforcing local land use zoning ordinances. There’s also a Quit Claim Deed for Drainage Easement on Davidson Road and an Emergency Management Certificate Presentation, and that’s it, on the lightest agenda in recent memory.
