Videos: Rezonings, Dogs, Roads, and Subdivisions @ LCC Work Session 2025-10-14

At this morning’s Work Session,
the Lowndes County Commissioners spent the most time on the

Telecommunications Tower on Rocky Ford Road (5:38)
and on

6.a. Lowndes County Responsible Dog Ownership Ordinance.

They vote this evening at 5:30 PM (same day due to Monday being a holiday).
Anyone can speak in the two rezoning Public Hearings,

Commissioner Mike Smith was absent this morning.
Commissioner Joyce Evans is still absent due to illness.

They

ended with an Executive Session about a potential real estate purchase
and attorney-client privilege about potential litigation.

County Manager Paige Dukes mentioned in her
Reports
that the James Road water main project came out $800,000 under budget.
Those funds can be used for other projects in the vicinity.
She recommended a change order to work on a water main on Old Clyattville Road.
Commissioner Mark Wisenbaker said to proceed.

Update 2025-10-14:

The Planning Commission unanimously recommended approval for both rezonings,
but the communications tower rezoning on Rocky Ford Road near Watkins Road
has acquired a petition and a lengthy letter of opposition as it goes
to the Lowndes County Commission.

The commercial rezoning on Stewart Circle does not seem to have any opposition.

The county finally has an agreement to sign with GDOT and CSX about the Old Quitman Highway bridge, which will be paid for and organized by GDOT.

The county thinks it’s ready to sign the Lowndes County Responsible Dog Ownership Ordinance, “Approval of the attached ordinance will eliminate the need for the current citizen review board and move the hearing of these cases to Probate Court.”

There’s a Purchase of Wetland Credits for the Twin Lakes Road Paving Project.

And one of the usual: Acceptance of Infrastructure for The Landings Phase IV, which is 52 lots off of Val Del Road on Landings Circle and Brinlee Way.

Videos: Two Lowndes County Cases, Commercial on Stewart Circle, Tower on Rocky Ford Road

The Stewart Circle commercial rezoning sailed through.
The communications tower on Rocky Ford Road
had three people speaking for it (mostly about need for cell coverage),
and several against, for a variety of reasons,
as well as a petition against delivered at the meeting.
GLPC recommended approval of both.

The Greater Lowndes Planning Commission (GLPC) recommends.
The final decision will be by the Lowndes County Commission on Tuesday, October 14, 2025, at 5:30 PM.

In Other Business, it was revealed that
there will be a presentation about the update to the Comprehensive Plan at the next GLPC WORK session.
(Not the Regular Session; the Work Session the week before.)

It might be a brief meeting Monday,
at the Greater Lowndes Planning Commission (GLPC).

There are only two cases, both for Lowndes County:
one for a commercial operation on Stewart Circle,
and the other for a communications tower on Rocky Ford Road.

You may need a time machine to see the Lowndes County Commission decide,
since the meeting date listed for that is in 2024.

Half a million or zero dollars for the bar Lowndes County bought with no agenda item? 2024-07-09.

In Citizens Wishing to be Heard,

Gretchen Quarterman spoke about Transparency and the purchase of Rascals,
wondering why Lowndes County Commission approval of that purchase was not a lot more visible, instead of being recorded only in Minutes as a vote that took place after an Executive Session and everybody else had left.

Kelly Saxon spoke about affordable housing,
including asking for a town hall and a telephone contact.

The Lowndes County Commissioners at their Regular Session last night
added an item,

Chairman – Add agenda item to repair Hahira Health Dept (8b).
That’s more than they did for the Rascal’s purchase back in July 2024.
More on that in a later post.

Last night, they
unanimously approved all the agenda items, including reappointing
the incumbents to the two boards.

Nobody spoke against either of the two rezonings.

For

7.b. Purchase of one (1) Sutphen Heavy Duty Custom Pumper,
they mentioned that prices had doubled, and locking in a price
now would avoid further price increases.

In her Reports, County Manager Paige Dukes recognized

Kellerman Construction and Jimmy Cone for their work on

8.a. Bid – A New Facility for Lowndes County Fire Rescue No. 4.

Earlier, Chairman Bill Slaughter called for Leadership Lowndes to be recognized, but, maybe for the first time ever,

there were none present.

Commissioner Demarcus Marshall was absent from this meeting.

The Lowndes County Commissioners didn’t have much to say at their Work Session yesterday morning.
They did discuss potential paving of dirt roads under

6.b. REZ-2025-09 All Metal Buildings, 2515 Madison Hwy, ~2 acres, C-G to C-H.

They vote this evening at their Regular Session at 5:30 PM.

In which County Manager Paige Dukes revealed that the county had obtained the old Rascal’s building.
That’s at 4875 US 41 South in Lake Park.

Vincent Miller wants to be reappointed to the Parks and Rec Board.
Lynn Orenstein would like to be reappointed to the board of Lowndes County Division of Family and Children Services (DFCS).
Samuel Clemons has applied to be on each of those boards.

Plus almost $6 million dollars will be decided this week by the Lowndes County Commission, for a pump truck and a station for Fire Rescue.

Twenty-two minutes, quite long for the Lowndes County Commission,
with four minutes on the

ZBOA appointment with a split vote,
and most of the rest on the three rezonings,
with five and a half minutes on

6a. REZ-2019-09 Mark Courson, 5761 Long Pond Rd. R-1 to R-10.

The Chairman held forth about Leadership Lowndes

at the end of the meeting.
It’s like he’s not running again and is getting the most out of his time up there.

Yesterday morning’s Work Session took eleven minutes.
They vote this evening.

The three rezoning cases took the longest, simply due to time for Planning Technician Molly Stevenson to read them out.
Only one Commissioner had one questions on one of them.
Longest at 2 and a half minutes was
6c. REZ-2019-11 Stewart, 4151 Stewart Circle R-1 to C-H
which is for establishing a new metal working business with rail access.
Second at almost two minutes was

6a. REZ-2019-09 Mark Courson, 5761 Long Pond Rd. R-1 to R-10,
which was for subdividing into two lots; this one had the quesion.
Third at a minute and a half was

6b. REZ-2019-10 Ballard, Madison Hwy E-A to C-C and R-A
for a boat repair service and a single residence.

None of the appointment candidates appeared.

the Lowndes County Commission agenda
for Monday and Tuesday, appointments to three boards, three rezonings,
and a mystery agreement.

They have no candidates to replace Malinda Taylor
on the
Lowndes County Library Board.
Paul Alvarado and John McCall want to be reappointed
to the
Valdosta-Lowndes County Zoning Board of Appeals.
Gregory Powell apparently does not want to be reappointed,
and Victoria O’Steen and Kelisa Brown have applied for
Keep Lowndes Valdosta Beautiful (KLVB).
