Videos: Mystery Simpson Road paving, taxes, alcohol, emergency, roads, and law @ LCC 2019-01-22

They vote 5:30 PM this evening on what they discussed this morning. Longest at two minutes was 5 g. Abandonment of McLeod Road, followed by 5 i. Speed Zone Ordinance (apparently something was not right at exit 2), and then at just under a minute: 6 a. Paving on Parker Road and Simpson Road. Will Scruggs or Reames get the $2 million-plus contract for paving? (Hint: Reames is the low bidder.)

Oops, sorry: the unscripted 7. Reports – County Manager actually came in second at 1 minute and 44 seconds.

Finally, after 9. Adjournment, there was a reminder of some mystery swearing in at 5PM.

Due to Monday being Martin Luther King Jr. Day, both the Work Session and the Regular Session will be on Tuesday, January 22, 2019, at 8:30 AM and 5:30 PM. Last time they approved paying for right of way on Simpson Road. This time they’re approving Paving on Parker Road and Simpson Road. Why does Simpson Road get this exception to their decade-long custom of never paying for road right of way? Will Scruggs or Reames get the $2 million-plus contract for paving? (Hint: Reames is the low bidder.)

Meanwhile, the county apparently borrowed money for paving, and is tinkering the Special Assessment Rate for 2019 from 6.5% to 7.5%.

Videos: West Mims Fire, Water Trails, Transportation, Construction Board, 3 tax lighting districts, mosquitoes, no-bid contract @ LCC 2017-08-08

“There’s nobody that can tackle something like that alone,” said Emergency Management Director Ashley Tye in a West Mims Fire Special Presentation with firefighters from all over Lowndes County and its cities, including a resolution from the Charlton County Commission.

Citizen Gretchen Quarterman spoke about WWALS and trash and cameras at the Naylor Boat Ramp site, and about Boy Scouts at the GA 133 Boat Ramp. Citizen Jim Parker poked them about public transportation and renewable energy.

Emergency Management Director Ashley Tye gave a preview of the West Mims Fire Special Presentation that will be tonight at 5:30 PM by someone from the Charlton County Commission.

Looks like another no-bid special contract award, this time to Lovell Engineering, without even the excuse of an emergency.

They have signs made for Wiregrass Technical College Highway. Two out of three (not Creekside) Special Tax Lighting Districts may be ready to vote on tonight.

If you have any other plumber to propose for the Valdosta-Lowndes County Construction Board of Adjustments and Appeals, get that name to them before tonight; they’ve already got one name.

The most interesting item this morning at 8:30 AM at the Lowndes County Commission Work Session is the Special Presentation by someone unnamed about the West Mims Fire in the Okefenokee Swamp. Apparently they sent some assistance.

The agenda sheet for the appointment to the Valdosta-Lowndes County Construction Board of Adjustments and Appeals says:

Mr. Mike Vickery’s term on the Valdosta-Lowndes County Construction Board of Adjustments and Appeals expired on June 30, 2017, leaving a vacant seat. Mr. Tripp Howell has expressed interest in being appointed to the board.

The T-SPLOST motion passed, but as a very unusual split vote, two weeks ago in the Lowndes County Commission Regular Session, 9 May 2017.

4. Peace Officers Memorial Week Proclamation Presentation,

Vice-Chair Joyce Evans presiding, they spent about five minutes on this item, including a speech by Sheriff Ashley Paulk, in which he said his department would be having a bigger presence. Chairman Bill Slaughter returned from his “good little trip” some time in there and took up the gavel after the minutes to be approved.

Videos: Public Works GA-EPD request, Regional T-SPLOST, 2 ZBOA appointments, 2 rezonings, surplus, quit claim, lift station pump, and Naylor Community Center bids @ LCC 2017-05-08

Not on the agenda this morning: Public Works is applying to GA-EPD for a grant for tire disposal amnesty. 11 of 18 counties have voted to hold a Regional T-SPLOST referendum, and Lowndes County now needs to decide whether to support or oppose that: they vote Tuesday at 5:30 PM.

County Manager Joe Pritchard asked why all the lift station pump repairs. Utilities Director Steve Stalvey said the county has 114 lift station pumps, all either duplex or triplex, with the duplication very important to maintain service. They typically last about 15-20 years, there were periods when money was short and maintenance was slack, and quite a few of them are coming to end of life, most recently this one at US 84.

Regional T-SPLOST, 2 ZBOA appointments, 2 rezonings, surplus, quit claim, and lift station pump, and Naylor Community Center bids @ LCC 2017-05-08 @ LCC 2017-05-08

They list the three applicants for ZBOA, Victoria Copeland, Michael Cooper, Mike Elkins, but they do not supply the actual applications. These are for two slots, currently held by Dr. Willie Houseal, who does not wish to be reappointed, and ZBOA Vice Chairman Gretchen Quarterman, who does.

Both the rezoning cases have different applicant names than the Planning Commission listed two weeks ago, this time as REZ-2017-05 Jay Carter rezoning from R-A to R-1 for subdividing for independent sale and REZ-2017-04 Rieffel rezoning to CON and E-A for animals. REZ-2017-04 is located at 3621 SE Johnson Road, which is just north of Mud Swamp Creek, which downstream joins with Grand Bay Creek to form the Alapahoochee River, which flows into the Alapaha, into the Suwannee, into the Gulf.

Videos: Fire aid, drinking, driving, and air conditioning @ LCC 2015-03-24

One citizen got cut off just as he said the county attorney thought he could interpret state law however he liked. In addition to the Lake Park Fire Department Automatic Aid Agreement the County Manager asked at the Work Session to add to agenda, they also added Southern Region Traffic Enforcement Network (SRTEN). Plus not on the agenda there was recognition of student guests. See also the previous morning’s Work Session Keep Lowndes-Valdosta Beautiful cleanup presentation. They meet again this morning.

Also voted on two weeks ago were changes to the speed zone ordinance, a GEMA grant application, a proposal for engineering services for Exits 22 and 29, HVAC for county buildings, and a liquor license. Here’s the agenda with links to the videos and a few notes.
