Appoint Tax Assessors, 3 water, 3 road, 1 pandemic, 1 software @ LCC 2020-09-21

Applying this morning for Board of Tax Assessors are Mr. Gene Felts and Mrs. Gretchen Quarterman. The Lowndes County Commission will vote tomorrow (Tuesday) at 5:30 PM. That and almost $4 million in water, road, software, and fire items.

Apparently paving does not solve all problems, because one of the four water items is Drainage Improvements to Brinson Lane and Oak Hill Drive to “eliminate flooding issues as a result of the paving of Oak Hill Drive.”. The other three water items are FY2021 Joint Funding Agreement with USGS for the Folsom Bridge (GA 122 Little River & Skipper Bridge (Withlacoochee River) USGS gauges, Foxborough Lift Station Pump, and Land Application System (LAS) Expansion Agreement.

In addition to Brinson Lane, there are two more road items: Grading, Drainage, Base, and Paving of Clyattstone Road and Simpson Lane (how much have they spent on that project combined so far?) and Acceptance of Infrastructure for Val Del Villas. The latter is listed as no cost, despite the Brinson Lane episode.

Also on the agenda: Grant Submission Request – COVID-19 Response Grant Application, partly to “Recruit and hire a sufficient number of poll workers and inspectors to ensure polling places are properly staffed,” , a Firefighter Personnel Request, and Motorola SUAll (Evergreen) software.

$3,200,415.50 was on the agenda for this week, presumably approved by now by the Lowndes County Commission, in which they also appointed Paige Dukes to succeed Joe Pritchard as Lowndes County Manager.

That’s 2.6% of the $120 million county annual budget.

Curious that they’re willing to spend $198,775.00 for fast, reliabile, Internet connectivity to their own offices but nothing for the rest of the population of Lowndes County.

I’ve lost track of how much they’ve spent on Clyattstone Road to connect Old US 41 N and Val Del Road to promote development in that area.

I commend the county for the GEFA Loan Application for wastewater utilities projects:

HISTORY, FACTS AND ISSUES: The Georgia Environmental Finance Authority offers funding through the State Revolving Fund. Local governments are able to secure low interest loans to be used for utility projects. Lowndes County has identified several lift station and manhole rehabilitation improvement projects.

The loan can be structured to spread repayment over a period of up to 30 years; however, there is no penalty for paying the loan off early. The proposed interest rate will not exceed 1.94% While the total loan amount is $2,500,000.00 it includes a grant component which allows for forgiveness of up to $625,000.00 of the loan amount. Staff recommends approval of the GEFA Loan Application.

Videos: End-of-calendar-year wrapup and Remerton SPLOST Resolution @ LCC 2019-12-09

Remerton can’t use SPLOST VI funds for an office building, since the old mill building intended for that has been torn down. That was the longest item in the Lowndes County Commission Work Seesion of December 9, 2019: 7. Reports – County Manager – Remerton SPLOST Resolution.

Then Commissioner Clay Griner moved to go into Executive Session to discuss personnel. Chairman Bill Slaughter reminded him the Commission has only one employee. Griner agreed, and they went into Executive Session. The one employee is the County Manager.

They breezed through everything else their last meeting of calendar year 2019.

In its last meeting of calendar year 2019, the Lowndes County Commission had many items to wrap up, as you can see in the board packet, on the LAKE website. We don’t know why the county sent this packet in black and white.

Videos: MIDS bus system, roof cleaning, truck bypass, new lift station generator @ LCC 2019-11-12

Longest at four and a half minutes on November 12, 2019, was 6.e. Grant Re-Application for the Rural (5311)Transportation Program, in other words, the MIDS on-demand bus system; follow the link for more notes, including a question about where have the county funds for this been coming from.

Let’s hope the Arglass project doesn’t turn out like the James Road project a decade ago, with massive road paving and road and utilities rerouting, and nothing else, given that the county just approved a grant and VLDA match of more than a million dollars for road repaving for Arglass.

The truck bypass through downtown Valdosta had some discussion about when the bypass would happen and why the county is passing an ordinance now.

Grants and bids, Law, Transportation, Water, and Roof Cleaning @ LCC 2019-11-11

In a session of house-cleaning (including literally), Lowndes County is updating its Revision of the County Occupation Tax Ordinance,

with detailed definitions and tax classifications for every occupation in the county.

The mysterious Joint Ordinance the Planning Commission keeps cryptically alluding to turns out to be about revising the charter of the Planning Commission to add Remerton, to note Lowndes County now handles GLPC’s budget, and other updates.

The county is applying for a Georgia Department of Transportation Local Maintenance & Improvement Grant (LMIG) for resurfacing roads, many of them in subdivisions.

And a GDOT grant for the MIDS on-call bus system.

The county is approving Approval of the Submittal Resolution for the CDBG-EIP Grant Application for Street Paving and Drainage Improvements to Support the Arglass Project, with $750,000 to come from CDBG-EIP funds, and the remainder of $325,591 from the Valdosta-Lowndes Development Authority. The county also has A Resolution to Support Eliminating Through Tractor Trailer Truck Traffic Downtown Valdosta. And it is fixing a misfiling of the deed for Chitty Park by transfering it to VLPRA for VLPRA to then transfer back to Lowndes County.

Sewage will be aided by a new Hart Road Lift Station Pump, and safety by Bids for a New Generator for 911.

The longest item was 5. Proclamation Presentation to Lowndes County Fire Rescue at two minutes. The longest actual business, one and a half minutes, was 6.f. South Regional Joint Development Authority Resolution, endorsing appointing Jason Shaw to an At Large slot. Do you ever get the feeling they already decided everything before they arrived?

And you wouldn’t know about the somewhat contentious proposed process for accepting private roads into the county road system if Gretchen hadn’t been there the previous morning to video it.

Private Roads, Alcohol, and Water: Lowndes County Commission Packet @ LCC 2019-08-26

Received Wednesday, after the Lowndes County Commission voted on it Tuesday evening, the board packet is on the LAKE website. Apparently the County Clerk’s office is going to wait the full three days after an open records request to press the button to forward the packet. So we’ll be sure to send requests more than three days before the Regular Session.
