Most items sailed through this morning’s Work Session of the Lowndes County Commission. They vote tomorrow, Tuesday evening, at 5:30 PM.

The county continues to be unhappy with the City of Valdosta about the Service Delivery Agreement.

Chairman Bill Slaughter asked to have the Patrol Car Laptop Lease tabled for further clarification.

It’s a long agenda even with no rezonings, at the Lowndes County Commission Work Session this morning.

They vote Tuesday evening at 5:30 PM on $3 million in expenditures. The agenda says that $1,839,820 for Hazard Mitigation will be “Fully reimbursed to Lowndes County (90% from FEMA 10% from Pruitt Health Corporation)”.

Roads, Wastewater, and Trash @ VCC 2022-02-24

A twelve-foot alligator surfaced twice at the briefest Valdosta City Council meeting of recent memory, in Special Recognitions and Citizens to Be Heard, related to the Mayor and Chairman’s Paddle organized by WWALS, with Suwannee Riverkeeper John S. Quarterman as a speaker.

Four from Leadership Lowndes where there, and there’s a New Neighborhood Development and Community Protections Manager, Anetra Riley. The Mayor recognized WWALS, which is a first.

Miller Bridge Road subdivision withdrawn, Rocky Ford denied, Tourism reappointed @ LCC 2021-12-14

Update 2022-01-22: Miller Bridge Rezoning back as R-A @ GLPC 2022-01-31.

Update 2022-01-09: Cancelled: Lowndes County Commission Meetings 2022-01-10, so expect the contentious Miller Bridge Road subdivision that was withdrawn last time to be back with larger lot sizes at the January 24 and 25 Commission meetings.

The contentious Miller Bridge Road Rezoning was withdrawn from the December Lowndes County Commission meeting, but the withdrawal letter said it would be back, possibly in January.

The Rocky Ford rezoning from industrial to residential did not pass; although Commissioner Clay Griner voted against and Scottie Orenstein abstained, the other three voted to deny.

They reappointed the incumbent, Rick Williams, to the Valdosta-Lowndes County Conference Center and Tourism Authority, even though Commissioners Demarcus Marshall and Joyce Evans voted for Nick Harden (who did attend the meeting).

Most everything else sailed through. The meeting was very long anyway, because there was only one December Commission meeting, so everything got lumped into one.

Turns out there was a petition that the County Planner “just took … out of this packet for now”, for REZ-2021-28 Windy Hill S/D, 7532 Miller Bridge Road, ~34 acres, E-A to R-1, Community Well & Septic. (WITHDRAWN).

We know this because Commissioner Demarcus Marshall asked. (See 6m:15s). That petition was not returned for the LAKE open records request for the board packet for this County Commission meeting.

County Planner JD Dillard said the petition had been presented to the Planning Commission. The petition also was not returned in response to the LAKE open records request for the Planning Commission packet, even though that response arrived several days after the Planning Commission meeting.

County Chairman Bill Slaughter said they could get that information to the Commissioners before their next meeting. I’m not sure that’s what the Georgia Open Records Act says.

Update 2021-12-27: Here is the petition, received in response to another LAKE open records request. Looks like the county redacted the email addresses.

Withdrawn as R-1 (1-acre lots) from tomorrow’s Lowndes County Commission agenda, but to be resubmitted as R-A (2.5-acre lots):

At the Planning Commission meeting end of November, staff said it did not match the Comprehensive Plan, and the Planning Commission unanimously recommended denial.

However, Planning Commissioner Franklin Bailey said, as he made the motion to disapprove, that he would be comfortable with 2.5-acre lots instead of 1-acre lots. The developer took him up on that idea with a written letter to the County Planner saying they would be back in January to ask for R-A rezoning, which will permit 2.5-acre lots.

Plus staff has dug up a 1999 rezoning nearby for 3-acre lots which could serve as a precedent. Yet almost none of those 3-acre lots have sold in the past two decades, so why is there any need for any more such lots “very deep in the Rural Service Area”?

Update 2021-11-08: Videos: Comprehensive Plan Update Public Hearing 2 @ LCC 2021-10-26.

The County Manager said the Character Area Maps were not changing in the Comprehensive Plan Update, so she expected the Public Hearing Tuesday to be brief, but a quorum would be required. At the end, I thanked the Commissioners for not changing the character area maps and asked them to follow them in future rezonings.

The river gauge funding and the beer and wine license sailed through unanimously. The longest items were the two part Proclamation Presentation to Valwood Valiants Volleyball Team and the County Manager’s Report.

Here is the almost-completed Lowndes County Character Area Map for tomorrow’s Public Hearing to Review and Transmit the 2021 Comprehensive Plan Update. It does not look like the Character Areas have changed much.

The most recent version of the comp plan update is located on our website here, however there is one additional update that our web team has not yet uploaded. This item is for each of the work programs and it is the completion of an electric vehicle report. I anticipate them uploading this today. The Character Area map is located in the Appendix of the plan.

Folsom Bridge and Skipper Bridge USGS gauge funding, beer and wine, Extension Office Presentation @ LCC 2021-10-25

Continued funding for two river gauges is the only significant decision on a very brief agenda for the Lowndes County Commission 8:30 AM tomorrow morning, and voting 5:30 PM Tuesday Monday, that same evening. One of them used to be funded by Valdosta, which it primarily benefits, but Lowndes County picked up that one back in 2019. The other the county has been funding since 2009; it’s at the same Little River location that at its last meeting the Commission fortunately decided not to close to the public.

There’s a Monday morning Work Session presentation from the Lowndes County Extension Service Office.

The only actual decisions are on yet another beer and wine license, and on funding two USGS gauges, at Folsom Bridge on GA 122 on the Little River west of Hahira, and at Skipper Bridge on the Withlacoochee River north of Valdosta.

Lowndes County has been funding $14,200 for the Folsom Bridge gauge since shortly after the big flood of 2009. Note that this the same Little River site that the Commssion in its last meeting decided not to close to the public by not closing Wells Road.
