Packet: Valdosta downtown multi-family residential development and office and storage in Lowndes County @ 2026-01-26

Not even the agenda is on lowndescounty.com for Monday’s Planning Commission meeting, much less any of the board packet materials.

You can see all of those, plus the minutes from the previous meeting, here on the LAKE website.

But why doesn’t Lowndes County put these materials on its own website, so the taxpaying and voting public can see them?

Maybe you’d like to ask your Lowndes County Commissioners. They have a Work Session Monday morning and a voting Regular Session Tuesday evening with Citizens Wishing to Be Heard.

Why does it take multiple open LAKE open records requests and further email interactions to pry these materials out of Lowndes County?

It’s not just the materials for the Greater Lowndes Planning Commission (GLPC) that are not on the county’s website. While the agenda and one-page agenda sheets for the Lowndes County Commission are on the county’s website, none of the rest of their board packet materials are.

Why should a private media firm have to pry these materials out of the county?

I’m not blaming the county staff. They do what they are told to do by the County Commissioners.

I’m not blaming the Planning Commissioners. They are merely an advisory body.

So please ask your Lowndes County Commissioners why they do not publish important materials so the public can see what they the Commissioners are using to make decisions?

The Valdosta item is for a dense residential development in an appropriate city character area, with appropriate conditions recommended by staff. It’s the opposite of sprawl. Seems like a good idea to me.

I’m less clear on the proposed office and storage facility in Lowndes County, REZ-2026-03. It is not in an appropriate Character Area. It has noise and lighting concerns. It crosses a county sewer force main and a natural gas pipeline. It crosses a creek that feeds into Franks Creek into the Little River. The staff-recommended conditions seem like weak tea.

We only have the board materials for this third county case because LAKE insisted on the county honoring the Georgia Open Records Act (GORA). The materials for this city case and this county case are on the LAKE website, along with the agenda and the minutes from the previous GLPC meeting.

For the materials for the other two county cases, see the previous post:

Here is the GLPC agenda, which is still not on the county’s own website:

Videos: Two rezonings and a beer and wine license @ LCC Regular 2025-07-08

The Lowndes County Commissioners approved everything unanimously at their Regular Session of July 8, 2025.

There was (for them) extensive discussion of the large rezoning off Coleman Road and North Valdosta Road that was controversial at their Work Session the previous morning, as it was at the preceding Planning Commission meeting. Each speaker pro and con and the Commissioners’ remarks are in these LAKE videos.

County Engineering Services Director Chad McLeod reported they are still on target to be finished by August 2nd with the Val Del Road intersection with North Valdosta Road.

Two citizens spoke. Suwannee Riverkeeper John S. Quarterman thanked the Chairman for paddling in the Mayor and Chairmans Paddle by Suwannee Riverkeeper. He provide dates for the 2026 paddle. He invited everyone to a chainsaw cleanup on the Withlacoochee River, and to the WWALS River Revue including the Suwannee Riverkeeper Songwriting Contest.

Jamie Parks, 106 E Grace Street, Hahira, said on behalf of some people he had been trying to get a rezoning on on Horace Ave. off of Madison Highway next to Mud Creek, which he needed to get the Army Corps to delineate the floodplain. Chairman Bill Slaughter said they would look into it.

Below are links to each LAKE video of each agenda item or speaker, with some notes by John S. Quarterman, followed by a LAKE video playlist.

The large rezoning off Coleman Road and North Valdosta Road was controversial at the Lowndes County Commission (LCC) this morning, as it was previously at the Planning Commission.

The County Planner presented some maps and information that were not seen in the Planning Commission meeting, and the County Commissioners had many questions.

The LCC votes to decide tomorrow (Tuesday) evening at 5:30 PM, after a final Public Hearing in which citizens can speak.

The other rezoning and the beer and wine license were not controversial, but they will also have their Public Hearings.

The Lowndes County Commission will also consider a rezoning for an RV park north of Hahira, REZ-2025-10 Cain Property, 6261 US HWY 41 N, ~21ac, R-21 to PD-R, Well & Septic.

Speaking for the second rezoning, 4. REZ-2025-11 Langdale Capital Assets, Coleman Rd C-C R-1 CON to M-1 CON, Pope Langdale said that because of the railroad, which also often has a train parked on it, something would have to change to enable developing the part east of the railroad.

Packet: Two Lowndes County rezoning materials @ GLPC 2025-06-30

As promised, JD Dillard and BOC Records provided the packet materials for the two county rezonings on the agenda for the Monday evening Greater Lowndes Planning Commission (GLPC) meeting. Staff wants conditions on one, but not the other.

Agenda: Two Lowndes County rezonings @ GLPC 2025-06-30

Update 2025-06-26: Packet: RV Park and Warehouse Campus Lowndes County rezoning materials @ GLPC 2025-06-30.

Two county rezonings are the only action items on the agenda for the Greater Lowndes Planning Commission (GLPC) for Monday evening at 5:30 PM.

[Two Lowndes County rezonings, @ GLPC 2025-06-30, Cain, 6161 US 41 N, Langdale CA, Coleman Road]
Two Lowndes County rezonings, @ GLPC 2025-06-30, Cain, 6161 US 41 N, Langdale CA, Coleman Road

One is north of Hahira halfway to Cecil, in the watershed of Franks Creek, which goes to the Little River.

The other is directly across the Withlacoochee River from Langdale Park, on Coleman Road off of North Valdosta Road. Presumably the part proposed for M-1 (Light Manufacturing) zoning is next to Coleman Road, not next to the river. We will know after the County Planner finishes the board packet materials.

Meanwhile I have included maps of the subject properties from the Lowndes County Tax Assessors.

Here is the agenda.

According to Lowndes County Planner JD Dillard this morning at 8:55 AM, “The board packets have not been completed yet. Once available, I will send them to the BOC Records.”

Presumably then BOC Records will send them to LAKE to finish their response to the LAKE open records request. After we get them, I will publish them.

So far, the agenda and the Minutes of the previous GLPC meeting are on the LAKE website. Continue reading

Videos: Hurricane assistance, Golf carts, mental health, wetland credits, regional transit, Lift Station and Fire Station Access Roads, 2 TIA Road Bids @ LCC Regular 2023-09-26

Andrew Toussaint gave a report about the Small Business Administration and EMA Director Ashley Tye gave reports on hurricane assistance and local disaster group COAD, in this Lowndes County Commission Regular Session of September 26, 2023. Because of those reports and a second recognition of Leadership Lowndes (they showed up late), the meeting took 49 minutes.

Like the previous morning, Commissioners were unusually chatty.

Commissioner Scottie Orenstein had some questions and comments about 5.a. Quiet Pines Golf Course Ezgo Golf Cart Lease Agreement. and 5.b. Mental Health Model Resolution for ACCG. Commissioners Clay Griner, Demarcus Marshall, County Manager Paige Dukes, and Chairman Bill Slaughter discussed which statehouse bills the mental health resolution mentions, and that it does not support any particular current bill, specifically not HB 520. They passed the resolution unanimously. Continue reading

Update 2023-09-10: Videos: Hurricane assistance, Golf carts, mental health, wetland credits, regional transit, Lift Station and Fire Station Access Roads, 2 TIA Road Bids @ LCC Regular 2023-09-26

It turns out the board packet for today’s Lowndes County Commission meeting contained little or nothing beyond the one-page agenda sheets for the four Bid items.

[Collage, LCC Packet, 2023-09-25]
Collage, LCC Packet, 2023-09-25

So you actually learn more about those items from the LAKE post with the agenda and bid documents.

In the Minutes for the Work Session of September 11 and for the Regular Session of September 12, about REZ-2023-04 Chase, 6119 Quarterman Road, the LAKE letter is only alluded to as “a report from the opposition” in this passage: Continue reading

Lowndes County Commissioners were unusually chatty in yesterday morning’s Work Session, about 5.b. Mental Health Model Resolution for ACCG, in which they sounded like prison reform advocates.

[Collage @ LCC 25 September 2023]
Collage @ LCC 25 September 2023

Also about 6.a. Grove Point Lift Station Access Road, 5.c. Purchase of Wetland Credits for Shiloh Road Bridge Project, and 5.a. Quiet Pines Golf Course Ezgo Golf Cart Lease Agreement.

They had no questions about the almost $4 million dollar item, 6.b. TIA 2023-05 Briggston Road Grading, Drainage, Base, and Paving Bids, which leads to Wild Adventures.

See below for more notes on those items, with the LAKE videos of each agenda item, followed by a LAKE video playlist.

We have not yet received a response to the LAKE open records request for the board packet.

Sure, I only sent that request Sunday. But it is stil mysterious why Lowndes County does not put its board packets on its own website, like many counties smaller and larger in Georgia and Florida have been doing for years. Continue reading
