Renewable Portfolio Standards: GA, NC, and ALEC

Renewable Energy Portfolio Standards (RPS) are being proposed in Georgia and ALEC is trying to do away with them in North Carolina. If ALEC doesn’t like them, there must be something good about RPS. Let’s get on with real renewable energy in Georgia.

In Georgia, HB 503, sponsored by Karla Drenner, Carol Fullerton, Debbie Buckner, Scott Holcomb, Spencer Frye, and Earnest Smith, would create a Renewable Energy Credits Trading program as part of renewable portfolio standards, as Kyle wrote for Spencer Frye’s blog 10 March 2013, Let the Sunshine In. Unfortunately, HB 503 includes biomass as a renewable energy source. Maybe they just mean landfill gas, which I consider a special case since it’s being produced anyway, and since methane is worse as a greenhouse gas than CO2, burning landfill gas makes some sense. Nope, in the actual bill, 46-3-71 (1):

‘Biomass material’ means organic matter, excluding fossil fuels and black liquor, including agricultural crops, plants, trees, wood, wood wastes and residues, sawmill waste, sawdust, wood chips, bark chips, and forest thinning, harvesting, or clearing residues; wood waste from pallets or other wood demolition debris; peanut shells; cotton plants; corn stalks; and plant matter, including aquatic plants, grasses, stalks, vegetation, and residues, including hulls, shells, or cellulose containing fibers

The barn door in there is “harvesting”, which can mean whole trees, but the rest isn’t much better. We don’t need to be burning things that increase atmospheric CO2 and end up stripping our forests. In North Carolina they staretd with just tops and limbs and then tried to escalate to whole trees. We already fought off the biomass boondoggle here in south Georgia; let’s not have it encouraged statewide. Especially when we have better solutions: solar and wind power. HB 503 isn’t going to get passed this year, since it didn’t make crossover day, so maybe its sponsors can clean up that biomass mess before they submit it again.

Fukushima still broken 2 years after

Tomorrow is the second anniversary of the earthquake and tsunami that heavily damaged four of the six nuclear reactors at Fukushima Dai-ichi in Japan on 11 March 2011, also known as 3/11. The broken reactors at Fukushima continue to leak radioactive substances into groundwater, the sea, and the air, where it is carried across oceans to the U.S. and elsewhere. And it could still get much worse: if the No. 4 reactor pool, still suspended in the air, collapses and causes the disintegration of spent fuel rods from all the other reactors there, Tokyo, 200 miles away, will have to be evacuated. Fukushima’s GE reactors are the same GE Mark I design as Southern Company’s Plant Hatch 1 and 2 only 100 miles from here at Baxley, GA, and about 200 miles from Atlanta and Charleston. Hatch is leaking radioactive tritium into our groundwater again. Five more reactors within 500 miles of here are also GE Mark I.

Among the 311 or so facebook pages and websites about Fukushima or against nuclear power is this concise one, Unplug Nuclear Power, which offers a simple action anyone can take tomorrow:

On 3/11, we will mark Fukushima day by using as little utility supplied electricity as possible. This direct Action is designed to punish the utility companies for continuing to push for nuclear power even after the Fukushima disaster has proven that it is just too dangerous. On that day, we will punish them in the only way that they understand, by denying them our money. Duke Energy is closing Crystal River nuclear reactor

Finally! The reactor only 160 miles from here that nobody wanted to pay to fix is closing for good: Duke is closing Crystal River. After Kewaunee and Crystal River closing, which one is next? San Onofre? The never-opened Vogtle 3 and 4?

Ivan Penn wrote for Tampa Bay Times today, Duke Energy announces closing of Crystal River nuclear power plant,

Duke Energy announced early Tuesday it will permanently close the Crystal River nuclear plant that has been shut down since late 2009.

The company said it is reviewing alternatives, including building a new natural gas plant, to replace the power produced by the nuclear facility.

Duke's four coal-fired plants will remain in service at the same Citrus County complex where the nuclear plant, known as CR3, is located.

How about they build offshore wind farms and solar farms instead, like TEPCO is doing near Fukushima? Those can be built on time and on budget, use no fuel, and cause no pollution. And how about rooftop solar for jobs and energy independence?

Power source growth rates like compound interest

What if instead of projecting percentages, we project gigawatts from FERC’s December 2012 Installed Operating Generating Capacity table? Solar and wind still win in less than a decade.

Ignore the fastest-growing curve for a moment; I added that. All the other curves start with the December 2012 gigawatts for each power source in the FERC table, and an annual compound growth rate computed by comparing that installed operating capacity to the capacity added in 2012 for that power source. That compound annual growth rate for solar is 60.9% and for wind is 22.8%. Nothing else comes close.

2 gigawatts of Wind Power off Fukushima, plus solar

Southern Company didn’t do the renewable energy study for Georgia when Mark Z. Jacobson’s study showed All U.S. east coast electricity could come from offshore wind 3 seasons out of 4. Now somebody else has, including how to build offshore wind turbines to withstand hurricanes.

Rob Gilhooly wrote for New Scientist 16 January 2013, Japan to build world’s largest offshore wind farm,

The wind farm, which will generate 1 gigawatt of power once completed, is part of a national plan to increase renewable energy resources following the post-tsunami shutdown of the nation’s 54 nuclear reactors. Only two have since come back online.

The project is part of Fukushima’s plan to become completely energy self-sufficient by 2040, using renewable sources alone. The prefecture is also set to build the country’s biggest solar park.

The wind farm will surpass the 504 megawatts generated by the 140 turbines at the Greater Gabbard farm off the coast of Suffolk, UK — currently the world’s largest farm. This accolade will soon pass to the London Array in the Thames Estuary, where 175 turbines will produce 630 megawatts of power when it comes online later this year. The Fukushima farm will beat this, too.

Failed concrete: the bane of nuclear reactors

Let’s not forget the failed concrete on which Plant Vogtle’s unprotected stranded reactor vessel is supposed to sit.

A week before the reactor vessel train wreck, news stories said concrete pouring was delayed due to “noncompliant rebar”. Thomas Clements elaborated for the Aiken Leader 14 January 2013, Vogtle AP1000 Nuclear Reactor Vessel Discovered Unprotected, Stranded in Savannah Port since December 15 Shipment Failure,

Due to chronic delays in the pouring of “nuclear concrete” for the basemat of the AP1000 units at Vogtle and VC Summer, it remains unknown when or if any reactor vessels can actually be placed into the excavated holes at the sites. A January 10 meeting of the NRC confirmed that another basemat-related “license amendment request” (LAR) was soon to be filed by SCE&G for its AP1000 project and that the target date for granting of the LAR was March 18. It appears that the Vogtle project has fallen behind the V.C. Summer project and no strategy for the filing of a similar and necessary LAR by Southern Company is known.

Concrete, the long-time bane of Seabrook Station and also what’s keeping Crystal River shut down because nobody wants to pay the billions of dollars it would take to fix it.

 

What say we call the whole thing off, like Dominion Power did with its existing Kewaunee nuke, and TEPCO and NRG did with their plans for new South Texas nukes.

 

Maybe it’s a sign that meanwhile Google has invested a billion dollars in wind and solar and gotten 2 gigawatts of power, almost as much as the 2.2 GW the two new Vogtle nukes were supposed to produce, except Google’s solar and wind projects are online on time, and for less than just the cost overruns at Vogtle.

The Georgia legislature is in session. You can contact your legislator or the PSC today about toppling Southern Company’s three-legged nuclear regulatory-capture stool and fixing that 1973 Territoriality Law so we can get on with solar and wind in Georgia, for jobs and energy independence, and oh by the way clean air and plenty of clean water.

Crystal River nuke still can’t get insurance payoff

Nobody wants to pay to fix Progress Energy's Crystal River nuke: not PGN, not its new owner Duke Energy, not Nuclear Electric Insurance Ltd. (NEIL). So maybe this nuke, only 160 miles from here, will be staying shut permanently? What say we do the same for the new nukes at Plant Vogtle, only 200 miles from here, before they even open?

John Downey wrote for the Charlotte Business Journal, Crystal River nuke plant stymies Duke Energy Utility facing penalties, high costs for repairs,

After two mediation sessions, Progress Energy Florida and its insurer haven't agreed how much of the potential repair costs for the utility's crippled Crystal River nuclear unit are covered.

It appears all but certain that Progress — a Duke Energy Corp. subsidiary — will have to pay millions of dollars as a penalty for failing to make a timely decision on whether to repair the plant.

Repair expenses have been calculated at between $1.5 billion and $3.4 billion, plus what it costs to buy power to replace what Crystal River would have produced while it is being repaired.

Carbon bubble? Solar and wind erode coal, gas, and biomass credit quality —Moody’s

In Europe it’s already happening: solar and wind are causing bond-rater Moody’s to warn of downgrades of energy companies that depend on heat from burning coal, gas, or biomass. Moody’s earlier even warned the Bank of England of a potential carbon bubble developing. If combustion energy plants are affected like this, the credit effects will be even bigger on even-more-expensive nuclear plants, which Moody’s called a bet-the-farm risk way back in 2009.

Profits per Market Cap in the Forbes 2000: solar and wind still win

We saw that two out of three of the most profitable electric utilities in the world emphasize solar and wind energy: ENEL of Italy and Iberdrola of Spain, both of which operate in multiple countries, including Iberdrola claiming second most wind power in the U.S. Well, maybe those companies are small, so their profits are a fluke. Nope. We get similar results for profits divided by market cap:

ENEL of Italy is still number 1, with no nuclear and a lot of solar and wind energy. Iberdrola is #4 in profits/market instead of #3 in profits alone. However, Electricité de France (EDF) is #7 instead of #2, and Exelon is #9 instead of #4. Number 2 is Energias de Portugal (EDP), which is heavily into wind power including owning Horizon Wind Energy LLC:

Electric Utility Profits in the Forbes Global 2000 from 2006 through 2012

Which are the most and least consistently profitable electric utilities in the world? Hint: the biggest losers all lost on nukes. But the biggest winners may surprise you.

Following up on Southern Company CEO Thomas A. Fanning’s brag that “We are a great, big company from an energy production standpoint,” I looked in the Forbes Global 2000 to see which are the biggest electricities in the world. Indeed, Southern Company (SO) is the biggest in the U.S. and number 6 in the world for 2012. But what about the rest, and what about previous years? Here’s a graph of profits for the top 40 electric utilities from 2006 through 2012. SO is the blue line muddling along in the middle:

What’s that dark red line dropping way below the rest? Tokyo Electric Power (TEPCO), owner of the Fukushima nuclear plants. And the red line starting at the top and ending up near the bottom? E.ON, the company that owns most of Germany’s nuclear plants, as Germany shifts away from nuclear energy, after Cheronobyl and now Fukushima. The blue line that ends up as low as E.ON? Korea Electric Power (KEP), also an owner of nuclear plants. All the big losers are nuke owners.

What about the winners? The light green line ending up second by profits is Electricité de France (EDF), also an owner of nuclear plants, but one which has not yet had a major accident.

But what’s that purple line that starts near the top and ends up at the top?
