Ginna nuke down near Rochester, NY

We still don’t know what tripped the control rods on Constellation Energy’s Ginna nuclear reactor on the shores of Lake Ontario near Rochester, NY on Wednesday; the nuke remains down.

The Ginna nuclear power plant in Wayne County remained shut down Friday afternoon, 48 hours after it went off line unexpectedly due to a generator problem.

No estimate was available of when the plant would go back into service, said Maria Hudson, spokeswoman for Constellation Energy Nuclear Group, the plant’s Baltimore-based owner.

“We’re continuing with our repairs,” she said.

F is for solar in Georgia, #45 in 2013 state solar power rankings

F for all three main Southern Company states: Georgia, Alabama, and Mississippi. Florida manages a B for rank #23, presumably because SO only covers part of the panhandle. Coincidence? While SO’s tiger team studies someday maybe doing something about distributed solar, the Georgia Public Service Commission could double solar requirements on Georgia Power this week.

Georgia missing out on solar jobs behind New Jersey and Michigan

Other states, even New Jersey and far-north Michigan, are beating Georgia to solar jobs. Why isn’t sunny Georgia leading in one of the fastest-growing industries in the country that is deploying rural jobs everywhere else? Hint: who’s holding a shareholder meeting this month?

There are now more solar energy workers in the state of Texas than there are ranchers, according to solar research group The Solar Foundation.

The group’s data mapping out solar jobs across the nation also showed that there are more solar jobs in California than actors, and more solar workers than coal miners nationwide. Sunny states like California and Arizona topped the list. Wyoming came in last, with just 50 workers, while Utah showed a mere 290 solar workers despite being one of the country’s sunniest states.

Even the states with less sunshine like New Jersey and Michigan showed a high number of solar jobs—thanks to favorable tax and regulatory policies that help attract developers to cope with high electricity prices.

New Jersey is #9 and Michigan is #15 according to The Solar Foundation’s map of State Solar Jobs. Where’s Georgia? Number 41 in solar jobs per capita. Yet Michigan is #47 by maximum solar resource and New Jersey is #36, while Georgia is #18: much sunnier than those northern states. Why is Georgia so far behind?

Renewable Portfolio Standards: GA, NC, and ALEC

Renewable Energy Portfolio Standards (RPS) are being proposed in Georgia and ALEC is trying to do away with them in North Carolina. If ALEC doesn’t like them, there must be something good about RPS. Let’s get on with real renewable energy in Georgia.

In Georgia, HB 503, sponsored by Karla Drenner, Carol Fullerton, Debbie Buckner, Scott Holcomb, Spencer Frye, and Earnest Smith, would create a Renewable Energy Credits Trading program as part of renewable portfolio standards, as Kyle wrote for Spencer Frye’s blog 10 March 2013, Let the Sunshine In. Unfortunately, HB 503 includes biomass as a renewable energy source. Maybe they just mean landfill gas, which I consider a special case since it’s being produced anyway, and since methane is worse as a greenhouse gas than CO2, burning landfill gas makes some sense. Nope, in the actual bill, 46-3-71 (1):

‘Biomass material’ means organic matter, excluding fossil fuels and black liquor, including agricultural crops, plants, trees, wood, wood wastes and residues, sawmill waste, sawdust, wood chips, bark chips, and forest thinning, harvesting, or clearing residues; wood waste from pallets or other wood demolition debris; peanut shells; cotton plants; corn stalks; and plant matter, including aquatic plants, grasses, stalks, vegetation, and residues, including hulls, shells, or cellulose containing fibers

The barn door in there is “harvesting”, which can mean whole trees, but the rest isn’t much better. We don’t need to be burning things that increase atmospheric CO2 and end up stripping our forests. In North Carolina they staretd with just tops and limbs and then tried to escalate to whole trees. We already fought off the biomass boondoggle here in south Georgia; let’s not have it encouraged statewide. Especially when we have better solutions: solar and wind power. HB 503 isn’t going to get passed this year, since it didn’t make crossover day, so maybe its sponsors can clean up that biomass mess before they submit it again.

Financing solar energy: Georgia’s special problem

In most states, financing solar energy is largely a matter of learning all the local ropes. In Georgia, there’s a bigger problem.

Soft costs can be pretty tough. The cost of solar installations can be generally separated into “hard” costs — representing primary components such as modules, racking, inverters — and soft costs including legal, permitting, and financing. While the former group — particularly modules — have dropped dramatically over the last several years, the latter have not. According to a recent NREL analysis, these costs represent roughly 30% of both residential and utility installations (slightly less for commercial-host systems). See Figure 1.

In fact, soft costs are so critical to the overall success of solar adoption, their reduction is a primary focus of the Department of Energy’s SunShot Initiative to make solar energy cost-competitive. In order to reduce the cost of financing, NREL recently completed and continues to work on various efforts to tap public capital markets and enable other vehicles that securitize project portfolios.

We’ll come back to tapping public capital markets and the like, because that’s the key to what Georgia Solar Utilities (GaSU) is trying to do. But there’s a special problem in Georgia, buried in the next paragraph:
