No San Onofre nuke startup decision until June at least –NRC Chair

Two more victories for anti-nuke activists: San Onofre restart decision pushed back at least until June, and webcasts of California Public Utilities Commission hearings going on right now.

Abby Sewell reported for the L.A. Times yesterday, Decision on San Onofre pushed back to June at the earliest,

The plant’s operator Southern California Edison had hoped at one point to have one of the plant’s two units operating by summer, but NRC Chairwoman Allison Macfarlane made it clear that will not happen.

Macfarlane told reporters Tuesday after a speech, “You know, the process is very complicated now. Almost every day it gets a little more complicated…. Right now I can tell you a decision on restart won’t happen until the end of June, certainly after the middle of June.

“It may get pushed back later,” she said. “I don’t know.”

She didn’t say much about the Atomic Safety and Licensing Board (ASLB) decision to require NRC public hearings before any decision on restarting San Onofre, but she did say this:

NRC tries to ignore hearing requirement for San Onofre nuke restart

Maybe the ASLB was referring to some other NRC that should hold public hearings? The Atomic Safety and Licensing Board (ASLB) agreed with Friends of the Earth (FOE) when it ruled that restarting either San Onofre unit requires a full public hearing like a trial, but the Nuclear Regulatory Commission (NRC) interprets that as having nothing to do with its own staff decision process. This is after the city of Los Angeles (and numerous other southern California cities and the San Diego Unified School District) said it didn’t want any decision about restarting any San Onofre reactor/ without a full, transparent, public decision process. The L.A. Times says all this is creating “confusion”. Just last week I heard Georgia Power CEO Paul Bowers say confusion was bad for business. Maybe it will be bad not just for Southern California Edison and its San Onofre nukes, but also for Georgia Power and Southern Company’s 19-month-late and billion-over-budget nuclear boondoggle at Plant Vogtle.

Look at Southern Company’s safety performance –SO CEO Fanning

SO CEO Fanning on Fukushima At last year’s Southern Company Stockholder Meeting, Southern Company CEO Thomas A. Fanning said about the U.S. nuclear industry and Southern Company’s safety performance:

And if you look at our performance, we absolutely meet the standards that our customers expect and frankly deserve. So let’s start there.

Since then SO has not managed to pour the concrete base correctly at Plant Vogtle and not managed to get a reactor vessel from Savannah port to the site. Also existing Vogtle Unit 1 had a fire while Unit 2 was shut down for almost all of March 2013. The two Plant Hatch reactors, same design as Fukushima, so far as we know still have substandard fire protection and has a chronic problem of radioactive tritium leaking into groundwater. Tritium, even the smallest amounts of which can have negative health effects. And what gets into the watershed spreads in the watershed. The U.S. nuclear industry in general has problems with alcohol, drugs, and broken equipment. But back to SO CEO Fanning about Fukushima: Continue reading

Renewable energy much needed in Georgia —John S. Quarterman

My op-ed in the VDT today; I’ve added links, plus some more after the op-ed.

Finally! Kewaunee, Calvert Cliffs, and now Crystal River permanently closing say it’s time for Georgia to stop wasting money on Southern Company’s already over-budget and increasingly-late nukes and get on with solar power and wind off the coast: for jobs, for energy independence, and for clean air and plenty of clean water.

February 2013:
Duke Energy is closing the Crystal River nuclear reactor (Tampa Bay Times, 6 Feb 2013), 160 miles south of us, because nobody wants to pay to fix it: between “$1.5 billion and $3.4 billion, plus what it costs to buy power to replace what Crystal River would have produced while it is being repaired” [Charlotte Business Journal, 11 Jan 2013].
November 2012:
NRC terminated Maryland’s Calvert Cliffs 3 (NRC 1 Nov 2012) after Constellation Energy dropped out because the cost “is too high and creates too much risk for Constellation” [Bloomberg 10 Oct 2010].

Crystal River nuke still can’t get insurance payoff

Nobody wants to pay to fix Progress Energy's Crystal River nuke: not PGN, not its new owner Duke Energy, not Nuclear Electric Insurance Ltd. (NEIL). So maybe this nuke, only 160 miles from here, will be staying shut permanently? What say we do the same for the new nukes at Plant Vogtle, only 200 miles from here, before they even open?

John Downey wrote for the Charlotte Business Journal, Crystal River nuke plant stymies Duke Energy Utility facing penalties, high costs for repairs,

After two mediation sessions, Progress Energy Florida and its insurer haven't agreed how much of the potential repair costs for the utility's crippled Crystal River nuclear unit are covered.

It appears all but certain that Progress — a Duke Energy Corp. subsidiary — will have to pay millions of dollars as a penalty for failing to make a timely decision on whether to repair the plant.

Repair expenses have been calculated at between $1.5 billion and $3.4 billion, plus what it costs to buy power to replace what Crystal River would have produced while it is being repaired.

Vogtle nuclear reactor train wreck

Ever wondered what a nuclear reactor vessel looks like? Here’s one that’s literally a train wreck, on its way to Plant Vogtle on the Savannah River.

Rob Pavey wrote for the Augusta Chronicle 10 January 2013, Vogtle reactor vessel slips between Savannah, Burke County,

A 300-ton reactor vessel bound for Plant Vogtle was stranded briefly in south Georgia this week after a malfunction with the specially designed rail car moving the nuclear component from Savannah to Burke County. Workers examine a rail car that was transporting a 300-ton reactor vessel from the Port of Savannah to the Plant Vogtle nuclear site in Burke County. A misalignment between the cargo platform and the rail car caused the component to be returned to Savannah.

“The platform that contained the RV (reactor vessel) during transport became misaligned with the Schnabel railcar, so the railcar stopped immediately,” said Georgia Power Co. spokesman Mark Williams. “The platform and car were re-aligned the same day and safely returned to the port.”

The Schnabel railcar, which features extra axles that help distribute and support the weight of heavy objects, did not break, he said. Georgia Power would not divulge the location of the incident.

I wonder what the locals think. We’d ask them, if we knew where they were.

Well, that’s the only mishap so far, right?

Commission voted for $128,497.05 road cost overrun without discussion @ LCC 2012 Jan 10

Discrepancy? What discrepancy?

Staff presented the agenda item “7.b. Entrance Gate at Davidson and Roberts Roads”:

Lowndes County received a $2M grant from the Federal Highway Administration for construction of a new Moody AFB entrance gate, the gate to be located located at the intersection of Davidson and Roberts Roads. $477,991 of this money has already been taken for the railroad crossing improvements, leaving a balance of $1.52 million. The low bid is from Scruggs Company, $1,648,497.05.
Wait, what? The low bid is for more than the funds available? Surely somebody will explain that?

Nope, no discussion. Instead, Commissioner Crawford Powell said:

I’ll make a motion we approve the bid as presented by staff.
Commissioner Evans seconded, and they all voted for it. Hey, what $128,497.05 discrepancy?
