Fukushima still broken 2 years after

Tomorrow is the second anniversary of the earthquake and tsunami that heavily damaged four of the six nuclear reactors at Fukushima Dai-ichi in Japan on 11 March 2011, also known as 3/11. The broken reactors at Fukushima continue to leak radioactive substances into groundwater, the sea, and the air, where it is carried across oceans to the U.S. and elsewhere. And it could still get much worse: if the No. 4 reactor pool, still suspended in the air, collapses and causes the disintegration of spent fuel rods from all the other reactors there, Tokyo, 200 miles away, will have to be evacuated. Fukushima’s GE reactors are the same GE Mark I design as Southern Company’s Plant Hatch 1 and 2 only 100 miles from here at Baxley, GA, and about 200 miles from Atlanta and Charleston. Hatch is leaking radioactive tritium into our groundwater again. Five more reactors within 500 miles of here are also GE Mark I.

Among the 311 or so facebook pages and websites about Fukushima or against nuclear power is this concise one, Unplug Nuclear Power, which offers a simple action anyone can take tomorrow:

On 3/11, we will mark Fukushima day by using as little utility supplied electricity as possible. This direct Action is designed to punish the utility companies for continuing to push for nuclear power even after the Fukushima disaster has proven that it is just too dangerous. On that day, we will punish them in the only way that they understand, by denying them our money. Duke Energy is closing Crystal River nuclear reactor

Finally! The reactor only 160 miles from here that nobody wanted to pay to fix is closing for good: Duke is closing Crystal River. After Kewaunee and Crystal River closing, which one is next? San Onofre? The never-opened Vogtle 3 and 4?

Ivan Penn wrote for Tampa Bay Times today, Duke Energy announces closing of Crystal River nuclear power plant,

Duke Energy announced early Tuesday it will permanently close the Crystal River nuclear plant that has been shut down since late 2009.

The company said it is reviewing alternatives, including building a new natural gas plant, to replace the power produced by the nuclear facility.

Duke's four coal-fired plants will remain in service at the same Citrus County complex where the nuclear plant, known as CR3, is located.

How about they build offshore wind farms and solar farms instead, like TEPCO is doing near Fukushima? Those can be built on time and on budget, use no fuel, and cause no pollution. And how about rooftop solar for jobs and energy independence?

2 gigawatts of Wind Power off Fukushima, plus solar

Southern Company didn’t do the renewable energy study for Georgia when Mark Z. Jacobson’s study showed All U.S. east coast electricity could come from offshore wind 3 seasons out of 4. Now somebody else has, including how to build offshore wind turbines to withstand hurricanes.

The wind farm, which will generate 1 gigawatt of power once completed, is part of a national plan to increase renewable energy resources following the post-tsunami shutdown of the nation’s 54 nuclear reactors. Only two have since come back online.

The project is part of Fukushima’s plan to become completely energy self-sufficient by 2040, using renewable sources alone. The prefecture is also set to build the country’s biggest solar park.

The wind farm will surpass the 504 megawatts generated by the 140 turbines at the Greater Gabbard farm off the coast of Suffolk, UK — currently the world’s largest farm. This accolade will soon pass to the London Array in the Thames Estuary, where 175 turbines will produce 630 megawatts of power when it comes online later this year. The Fukushima farm will beat this, too.

Centralized Nuclear Bad Investment?

A writer for Forbes spells out the question of nuclear investment: how can something that expensive, over-budget, late, and phenomenally risky be a good investment, especially when cheaper and faster energy sources are readily available?

Just a few years ago, the US nuclear renaissance seemed at hand. It probably shouldn’t have been. Cost overruns from Finland to France to the US were already becoming manifest, government guarantees were in doubt, and shale gas drillers were beginning to punch holes into the ground with abandon.

Then came Fukushima. The latter proved a somewhat astonishing reminder of forgotten lessons about nuclear power risks, unique to that technology: A failure of one power plant in an isolated location can create a contagion in countries far away, and even where somewhat different variants of that technology are in use. Just as Three Mile Island put the kaibosh on nuclear power in the US for decades, Fukushima appears to have done the same for Japan and Germany, at a minimum. It certainly did not help public opinion, and at a minimum, the effect of Fukushima will likely be to increase permitting and associated regulatory costs.

He goes into detail: they take too long (while gas and solar got cheaper), they’re extremely expensive to build and run, and they’re all-or-nothing investments.

Crystal River nuke still can’t get insurance payoff

Nobody wants to pay to fix Progress Energy's Crystal River nuke: not PGN, not its new owner Duke Energy, not Nuclear Electric Insurance Ltd. (NEIL). So maybe this nuke, only 160 miles from here, will be staying shut permanently? What say we do the same for the new nukes at Plant Vogtle, only 200 miles from here, before they even open?

John Downey wrote for the Charlotte Business Journal, Crystal River nuke plant stymies Duke Energy Utility facing penalties, high costs for repairs,

After two mediation sessions, Progress Energy Florida and its insurer haven't agreed how much of the potential repair costs for the utility's crippled Crystal River nuclear unit are covered.

It appears all but certain that Progress — a Duke Energy Corp. subsidiary — will have to pay millions of dollars as a penalty for failing to make a timely decision on whether to repair the plant.

Repair expenses have been calculated at between $1.5 billion and $3.4 billion, plus what it costs to buy power to replace what Crystal River would have produced while it is being repaired.

Substandard fire protection at nuclear Plant Hatch?

Does Hatch nuclear Unit 1 have substandard fire protection, like many reactors built before 1975? Protection against fires that the NRC says cause about half the core damage risk, such as at Fukushima, which is the same design as Hatch?

According to Simplyfy.org 2 Jan 2012, Fire Risk At Older Japan Reactors Shows Potential Worldwide Problem,

The [Japanese Nuclear Regulatory Authority] NRA announced recently that reactors built before 1975 likely have sub standard fire protection designs. This includes having important cables coated in fire resistant insulation, isolating and protecting cables and creating barriers to prevent fires from spreading to other areas of critical equipment.

What else was built before 1975? Plant Hatch Unit 1 “Operating License: Issued – 10/13/1974”, according to the U.S. NRC. 100 miles from here, and the same design as Fukushima.

DOE also instituted upgrades and changes to their reactor facilities which included facility modifications as a result of Browns Ferry fire. Private sector nuclear power reactors in the US are not all fully up to the newer rules. The NRC has issued a number of exemptions that watchdog groups have criticized as being unsafe. Browns Ferry still does not meet the NRC fire rules for cables. 47 of 52 reactors in the US still do not comply with the 1980 fire regulations.

Nuclear reactors near here

If you think of nuclear reactors as something far away, or as much safer than Fukushima, you’re in for a surprise. The most notorious reactors are the ones not yet built, units 3 and 4 at Plant Vogtle near Augusta and their famous financial boondoggle. But others are closer, older, and more numerous than you may know.

Dear Southern Company: Green Energy Now! –Protesters

At yesterday’s Big Bets movie premiere, Southern Company doubled down and dug deeper in the hole.

On the same day that tens of thousands of protesters rallied in Tokyo against the restart of Japan’s nuclear reactors, roughly 30 protesters chanted, marched, and handed out flyers today in Midtown to protest against Georgia Power’s construction of two new nuclear reactors in eastern Georgia. The two units, which are located about 175 miles from downtown Atlanta, are the first to be built in the United States in nearly three decades.

“Georgia Power is using our money to pay for something we don’t need, we don’t want and is killing us,” said Margie Resse as she handed out flyers outside the Fox Theatre. Southern Company, Georgia Power’s parent company, had reserved the historic Midtown venue to screen a documentary that it commissioned about the utility’s 100-year history for shareholders and executives.

The flyers claimed that Southern Company used “its notorious lobbying machine to

push a $2 billion rate hike” onto Georgia ratepayers to build “two risky nuclear reactors on the Savannah River,” which the groups say are months behind schedule and $900 million overbudget. The flyer urges ratepayers to refuse to pay a fee tacked on to utility bills that helps pay for the reactors’ construction.

Southern Company Spokesman Steve Higginbottom, standing just inside the Fox Theatre’s entrance and speaking barely above the protesters’ chants, said that Southern Company supports the rights of protesters but disputes their claims.

The “$900 million” figure cited by protesters, he said, has been alleged by Westinghouse, the manufacturer of the reactor, and Shaw, the project’s general contractor.

Um, Southern Company’s response is to talk about infighting among the consortium building the new nukes? SO could be digging themselves a hole deeper than the one the reactors sit in….

I do compliment Higginbottom and Southern Company on being consistently civil, however.

Fukushima children: 35.8% thyroid cysts (0.8% in control group)

ENENews reported today that Just 0.8% of children in 2001 Japanese control group had thyroid cysts or nodules — 36% in Fukushima study. Is that a risk we want in Georgia from the new nukes at Plant Vogtle? How about we deploy wind and solar instead, faster, cheaper, and on time, plus solar or wind spills do not cause thyroid cysts.

Now you may say there’s little chance of similar problems in Georgia, since Southern Company CEO Thomas A. Fanning assured us Plant Vogtle is 100 miles inland where there are no earthquakes. Still, the same could have been said of Chernobyl. And TEPCO back in 2001 reassured everyone that tsunamis were not a problem for Fukushima.

Economics, as in the stealth tax rate hike, $8.3 billion loan guarantee, cost overrun passthrough boondoggle sucking up money that could be going to make Georgia a world leader in solar and wind for jobs, energy independence and profit, is the main point. But let’s not forget the health risks of nuclear power, from Three Mile Island to Chernobyl to Fukushima. Or Southern Company’s Plant Hatch, for that matter, leaking radioactive tritium into the ground water 90 miles from here. No tsunami and no earthquake was required to produce that leak. It’s our money and our families’ health Southern Company is experimenting with.

One Japanese nuclear reactor back online

Not surprising, but quite possibly not a good idea. Mari Yamaguchi wrote for AP yesterday, Japan powered by nuclear energy again, blamed anew,

Nuclear power returned to Japan’s energy mix for the first time in two months Thursday, hours before a parliamentary panel blamed the government’s cozy relations with the industry for the meltdowns that prompted the mass shutdown of the nation’s reactors.

Though the report echoes other investigations into last year’s disaster at the Fukushima Dai-ichi plant, it could fuel complaints that Japan is trying to restart nuclear reactors without doing enough to avoid a repeat. Thursday’s resumption of operations at a reactor in Ohi, in western Japan, already had been hotly contested.

Government officials and the utility that runs the Ohi plant announced last month that the No. 3 reactor had passed stringent safety checks and needed to be brought back online to ward off blackouts during the high-demand summer months. Another Ohi reactor, No. 4, is set to restart later this month and the government hopes to restart more of Japan’s 50 working reactors as soon as possible.

“We have finally taken this first step,” said Hideki Toyomatsu, vice president of Kansai Electric Power Co., which operates the Ohi plant. “But it is just a first step.”
