How can we get Georgia to move ahead in solar power?

If we can’t expect Georgia Power or Southern Company to change their tune about solar power, what can we do? Legislate and raise public pressure, while getting on with installing what solar power we can.

Maybe it’s time to pass something like HB 267 that would limit Georgia Power’s profits on that 19-month-late and $1 billion over budget nuclear boondoggle at Plant Vogtle. Instead of pouring more money down that broken concrete pit on the Savannah River, we need something like GA SB 51, The Georgia Cogeneration and Distributed Generation Act, to fix Georgia’s special solar financing problem, the antique 1973 Territorial Electric Service Act. That’s the 40-year-old antiquated law that SO CEO Thomas A. Fanning says “we need to protect”. Maybe SO does, for Fanning’s huge raises in compensation. Georgia Power and SO are not only defending that antique law, they’re preventing a Georgia Renewable Portfolio Standard (REPS) by stopping passage of bills like HB 503. Georgia Power, SO, and super-lobby ALEC systematically oppose renewable energy standards. They do this so successfully there are no REPS in Southern Company (SO)’s service territory, nor in most of SO’s surrounding “Competitive Generation Opportunities” states. One of the few exceptions is North Carolina, and a bill was introduced there to eliminate NC’s REPS.

Maybe it’s even time to do something about Georgia Power’s 11% guaranteed profit. Isn’t Georgia Power supposed to be a utility operating for the good of Georgians? Why does it get a guaranteed profit to pass on to Southern Company shareholder dividends and SO executive bonuses?

Georgia Power and even Southern Company could suddenly flip for solar power like Austin Energy did in 2003 and Cobb EMC did in 2012. But that probably won’t happen without a lot of public pressure, legal requirements by the Georgia legislature or PSC, or a shareholder revolt. So let’s start with the public pressure….

Distributed solar power is exactly what electric utilities fear. There’s a reason why Southern Company CEO Thomas A. Fanning consistently ranks “renewables” as his second-to-last power source; the only thing worse for big baseload utilities is his last one: efficiency, which could remove all demand for additional electrical supply in Georgia.

Renewable Portfolio Standards: GA, NC, and ALEC

Renewable Energy Portfolio Standards (RPS) are being proposed in Georgia and ALEC is trying to do away with them in North Carolina. If ALEC doesn’t like them, there must be something good about RPS. Let’s get on with real renewable energy in Georgia.

In Georgia, HB 503, sponsored by Karla Drenner, Carol Fullerton, Debbie Buckner, Scott Holcomb, Spencer Frye, and Earnest Smith, would create a Renewable Energy Credits Trading program as part of renewable portfolio standards, as Kyle wrote for Spencer Frye’s blog 10 March 2013, Let the Sunshine In. Unfortunately, HB 503 includes biomass as a renewable energy source. Maybe they just mean landfill gas, which I consider a special case since it’s being produced anyway, and since methane is worse as a greenhouse gas than CO2, burning landfill gas makes some sense. Nope, in the actual bill, 46-3-71 (1):

‘Biomass material’ means organic matter, excluding fossil fuels and black liquor, including agricultural crops, plants, trees, wood, wood wastes and residues, sawmill waste, sawdust, wood chips, bark chips, and forest thinning, harvesting, or clearing residues; wood waste from pallets or other wood demolition debris; peanut shells; cotton plants; corn stalks; and plant matter, including aquatic plants, grasses, stalks, vegetation, and residues, including hulls, shells, or cellulose containing fibers

The barn door in there is “harvesting”, which can mean whole trees, but the rest isn’t much better. We don’t need to be burning things that increase atmospheric CO2 and end up stripping our forests. In North Carolina they staretd with just tops and limbs and then tried to escalate to whole trees. We already fought off the biomass boondoggle here in south Georgia; let’s not have it encouraged statewide. Especially when we have better solutions: solar and wind power. HB 503 isn’t going to get passed this year, since it didn’t make crossover day, so maybe its sponsors can clean up that biomass mess before they submit it again.

Duke Dump ALEC @ DNC 2012-09-05

150,000+ People Demand Duke Dump ALEC --Whit Jones Leaving another event, I saw this on the street in Charlotte. Whit Jones said they’d just had a demonstration demanding Duke Energy dump ALEC. Also that he had encountered Duke CEO Jim Rogers and asked him when Duke would dump ALEC. Rogers was uncommittal. Here’s Jones’ blogged account of that encounter:

In short, I asked Duke’s CEO Jim Rogers if he would listen to the over 100,000 people who are calling on him to have Duke Dump ALEC and stop funding voter repression. He responded that “he’d be listening,” and when I pressed him for a commitment to drop ALEC he said “I’m not going to give you [a commitment right now] but you can trust that I’m paying attention to what you’re saying, and you’ll know in due time.”

Energy experts making excuses for fracking

Numerous eminent current and former regulators, governors, and legislators’ best advice for how to keep fracking from polluting our aquifers and drinking water: “strict regulation”. As Gandhi reputedly said about western civilization: that would be a good idea. But in Georgia and many other places, where the regulatory agency (GA PSC) and the legislature are pretty much captured by the utilities they pretend to regulate, how will we get that “strict regulation”?

This event was in North Carolina, where the late John Blackburn, Ph.D. already reported two years ago that the whole state could be powered by wind, sun, existing hydro, landfill gas, and less natural gas than is already in use, why do we need fracking at all?

Georgia has similar real renewable energy potential, plus studies by Georgia Tech and Duke indicate that Georgia doesn’t need any additional total electric power anyway, if it gets on with energy efficiency. Add solar and wind instead of natural gas, and we can retire a lot of coal plants. With no need for fracking.

I have an idea: let’s elect Public Service Commissioners and legislators who are not beholden to the utilities they will regulate!

Duke and Progress to buy Santee-Cooper’s Summer nuke?

I erred in saying Duke owns nuclear Summer Station in North Carolina: it’s actually owned by SCANA and Santee Cooper. But I wasn’t as wrong as I thought. It looks like somebody’s been pressuring Duke and Progress, the two utilities currently maybe merging, to buy Summer.

John D. Runkle, attorney for NC WARN, hand-delivered a letter to Robert Gruber Executive Director Public Staff of the NC Utilities Commission on 18 June 2012, Re: INVESTIGATION — Duke-Progress Merger

In preparing comments on the Duke-Progress merger on behalf of the NC Waste Awareness and Reduction Network (NC WARN), we came across several reports that South Carolina officials, including the South Carolina Public Service Commission, were pressuring the utilities to purchase the State-owned Santee Cooper’s shares of the V.C. Summer Nuclear Generating Station.

Santee Cooper owns one-third of the present reactor and 45% of the proposed units 2 and 3. Based on the recent cost estimate of $9.8 billion, buying Santee Cooper’s share would add about $4.5 billion to the cost of the merger. But those are low-ball estimates; other nuclear units in the Southeast are projected to cost roughly twice as much. Realistically, purchasing Santee Cooper’s share would likely add much more to the cost of the merger.

We were unable to find any filings in either the South Carolina or North Carolina dockets regarding the V.C. Summer Station. If a purchase of nuclear units in South Carolina has been made a condition to the merger, it should be part of the public record, and not as some backroom negotiation.

I’d like to see that.

Solar beats coal

This is what you call a paradigm shift: the energy source that made the industrial revolution take off 200 years ago, coal, is being beaten down in price by the energy source Thomas Edison recommended 80 years ago: the sun.

Sandra Enkhardt wrote for PV Magazine 24 April 2012, Germany: PV makes coal power unprofitable,

“Photovoltaics destroys the economics of coal power plants,” stated MD of the Association of Coal Importers, Erich Schmitz. Given the increasing amounts of green electricity from the wind and sun, it is questionable whether investment in new coal plants by energy companies Eon, RWE, Vattenfall and EnBW will pay off, since the plants must be turned off if there is enough green energy being fed into the grid.

Already back 9 February 2012 Lars Paulsson and Marek Strzelecki wrote for Bloomberg Europe Coal Loses to South Africa on Renewables: Energy Markets,

Germany’s biggest program of solar- and wind-power production has driven European coal prices below South Africa’s for the first time in 10 months….

Coal prices in Europe have fallen 7.5 percent this year as nations increase the amount of energy they get from alternative sources. Germany, the continent’s biggest power market, installed a record 3,000 megawatts of new solar panels in December, the Bonn-based Bundesnetzagentur, the network regulator, said. Coal stockpiles at the biggest storage site in the Netherlands are 6.7 percent above year-ago levels, according to Europees Massagoed-Overslagbedrijf BV, which operates the terminal.

So if solar is beating coal’s price down and Germany installed 3 gigawatts of solar PV in December while installing none of coal, which is the alternative now? Wouldn’t coal be the poor alternative while solar is the main act?

Powering North Carolina with wind, sun, and water

Here's some hard evidence of FERC Chairman Jon Wellinghoff's assertion back in 2009 that baseload is outdated, we don't need any new nukes or coal, because we can get all the new power we need from sun and wind. This study from North Carolina goes further: we don't need coal or nukes at all.

John Blackburn, Ph.D. wrote a report March 2010, Matching Utility Loads with Solar and Wind Power in North Carolina: Dealing with Intermittent Electricity Sources,

Takoma Park, Maryland, and Durham, North Carolina, March 4, 2010: Solar and wind power can supply the vast majority of North Carolina's electricity needs, according to a major report released today. Combined with generation from hydroelectric and other renewable sources, such as landfill gas, only six percent of electricity would have to be purchased from outside the system or produced at conventional plants.

"Even though the wind does not blow nor the sun shine all the time, careful management, readily available storage and other renewable sources, can produce nearly all the electricity North Carolinians consume," explained Dr. John Blackburn, the study's author. Dr. Blackburn is Professor Emeritus of Economics and former Chancellor at Duke University.

"Critics of renewable power point out that solar and wind sources are intermittent," Dr. Blackburn continued. "The truth is that solar and wind are complementary in North Carolina. Wind speeds are usually higher at night than in the daytime. They also blow faster in winter than summer. Solar generation, on the other hand, takes place in the daytime. Sunlight is only half as strong in winter as in summertime. Drawing wind power from different areas — the coast, mountains, the sounds or the ocean — reduces variations in generation. Using wind and solar in tandem is even more reliable. Together, they can generate three-fourths of the state's electricity. When hydroelectric and other renewable sources are added, the gap to be filled is surprisingly small. Only six percent of North Carolina's electricity would have to come from conventional power plants or from other systems."

Six percent is a small number. That means most coal plants could be shut down, and no nukes are needed.

A renewable energy transparency law that enabled an industry

North Carolina passed a law in 2007 called the Renewable Energy and Energy Efficiency Portfolio Standard (REPS), which requires power utilities to get certain percentages of their energy from “renewable energy resources or energy efficiency measures.” To that NC added frequent, detailed, public reporting, and thus enabled a renewable energy industry.

Power utilities don’t like to reveal data about their energy sources or sales any more than Internet organizations like to reveal security problems. The key to REPS is the reporting it requires:

“Beginning in 2009, each power supplier is required to file a compliance report, detailing the actions it has taken to fulfill the requirements of the REPS.”
This is called the Renewable Energy Certificate (REC) Tracking System. It provides the data to see which utilities are providing how much of which kind of energy.

According to Ivan Urlaub of the North Carolina Sustainable Energy Association (NCSEA), REC reporting enabled the solar industry in North Carolina:

“The passage of the REPS law in 2007 and resulting success of the North Carolina’s clean energy market has created the rapid start-ups and expansions of clean energy businesses from installers to developers to manufacturers and the associated service sectors over the last few years.”
Not only is North Carolina now one of the national leaders in solar energy, but 91% of NC voters want more solar power, with wind second, and everything else far behind.

REC enabled not only a renewable energy industry, but also selection within that industry for what works.

Georgia still in the solar shade

The 20th century with its coal and oil and nuclear was more than a decade ago now. It’s time for Georgia to see the 21st sunshine.

Jerry Grillo wrote for the July 2011 Georgia Trend, Partly Sunny In Georgia: The state’s solar industry is growing steadily, but slowly, as the national industry explodes

“Georgia is shackled to the 20th century,” Peterson says. “If all I did was look at Georgia, I’d think we were doing well. But I work all over the country, and I’m not kidding when I say we’re dealing with $500-million solar projects that have no chance of coming here because of systemic problems that keep Georgia from participating in the 21st-century economy, which has renewable energy as a major component.

“It’s disgusting, considering our potential, how much opportunity is lost, how much capital investment is passed up.”

All it would take to fix this is the political will.
