Videos: Airport, Aging, Community Service Board Appointments, $1,677,028.92 LMIG funds from GDOT @ LCC Regular 2025-05-27

Commissioner Joyce Evans was absent at both the morning’s Work Session and the evening’s Regular Session, but they appointed her to two boards anyway.

At the Tuesday evening Regular Session, the Lowndes County Commission approved everything unanimously, including appointing Jeff Sykes to the Airport Authority, and “Miss Evans” to the Aging and Community Services Boards.

County Manager Paige Dukes said the opening on the Community Services Board was because Chairman Bill Slaughter had been appointed to a statewise board, and thus could not continue to serve on a local board.

Director of Engineering Services Chad McLeod clarified which parts of which roads would be resurfaced if the county gets the GDOT LRA funds.

Finance Director Stephanie Black said it’s a mid-size excavator that Public Works wants, following up from discussion in the Work Session.

County Manager Paige Dukes said Val Del Road work began at North Valdosta Road that day (yesterday) and there’s a county facebook page about it. She indicated a meeting with FEMA and a need to deal with less federal funds and more local preparedness. She also talked about SPLOST IX, the Metropolitan Planning Organization, the civic center, and emergency operations, rattling off a string of dates. Seems like she could provide a written report if she expects people to remember those dates. She did say the bicentennial dates would be updated on the county’s website, although I cannot find them there.

Commissioner Demarcus Marshall Scottie Orenstein wanted to know if there was any update on the animal shelter. Chad McLeod said the RFP was 90% approved.

There were no Citizens Wishing to Be Heard.

The Commissioners discussed several items, including more than four minutes on 6.b. Updated Debris Removal Contract Pricing with Ashbritt and about three minutes each on 6.a. 2025 Local Road Assistance (LRA) Administration Funds Application and 7.a. Bid for Mini Excavator for Public Works.

Plus there was a staff presentation in 8. Reports – County Manager – 10. Adjournment and County Manager Paige Dukes called for an executive session to discuss real estate.

Both the Work and Regular Sessions will be held Tuesday, because the Lowndes County Commission is observing the Memorial Day holiday today. On the agenda is one more than million-dollar income item, and a couple of outgos, plus three board appointments.

Ben Hogan has also applied, but Jeff Sikes will probably be reappointed to the Valdosta-Lowndes County Airport Authority.

Commissioner Joyce Evans will probably be reappointed to the Southern Georgia Area Agency on Aging and appointed to the South Georgia Community Service Board; nobody else has applied for either board.

The county got one bid that met specifications for the Mini Excavator for Public Works: $171,543 by Yancey Bros.

The big dollar item is income to the county: 6.a. 2025 Local Road Assistance (LRA) Administration Funds Application

HISTORY, FACTS AND ISSUES: The Georgia Department of Transportation announced that the Governor and the Legislature included the LRA in the amended fiscal year 2025 budget. The Local Road Assistance (LRA) funds will be distributed using the Local Maintenance and Improvement Grant (LMIG) Application System and will require no matching funds. The fiscal year 2025 LRA formula amount for Lowndes County is $1,677,028.92.

If approved, the LRA funds will be used for the following roads:

  • Newsome Road – 1.76 miles
  • Radar Site Road – 1.82 miles
  • Coffee Road – 1.43 miles
  • Hemby Lane – 0.15 miles
  • Webb Road N. – 1.78 miles

No dollar figure is given for the 1.9% increase on the Updated Debris Removal Contract Pricing with Ashbritt after Hurricane Helene.

How will Moody personnel go to housing on Val Del Road? –Gretchen Quarterman @ LCC 2013-08-13

Gretchen Quarterman said she was concerned not just about traffic on Val Del Road, but

Once they leave Val Del, how will they get to the base safely?

Also what happened at Nelson Hill, just up Val Del Road, even though she was neither for nor against REZ-2013-09, at the 13 August 2013 Lowndes County Commission Regular Session.

Gretchen Quarterman on REZ-2013-09 and Nelson Hill both on Val Del Road She specifically expressed concerns about GA 122, Hambrick Road and Radar Site Road, among others, as she had done at the Planning Commission. The previous morning at the Work Session, Commissioner John Page had asked about McMillan Road and GA 122 and had gotten an answer from County Engineer Mike Fletcher which only addressed Val Del Road.

Gretchen Quarterman also expressed concern about another development out in the county going bad like Nelson Hill did, with many of its 13 conditions not being met.

$3 million T-SPLOST for sprawl on Cat Creek Road

Three million dollars buried on page 90 of the 171 page T-SPLOST Unconstrained Investment List for the Southern Georgia Region to funnel traffic along Cat Creek Road to Moody Air Force Base, promoting sprawl in far north Lowndes County, in an area the Comprehensive Plan says should be for agriculture and forestry.

In amongst the boilerplate and the red herrings (“potentially reducing the incidence of crashes”, “mitigating congestion”) is the real purpose of this project:

Also as a part of the project, protected left turn lanes will be added at various intersections along Cat Creek Road. The proposed intersections include Pine Grove Road, Radar Site Road, New Bethel Road, and Hambrick Road.

$10 million T-SPLOST to widen New Bethel Road for Lanier County sprawl?

Lowndes County wants $10 million dollars in T-SPLOST funds to widen New Bethel Road from 2 to 5 lanes, even though Bemiss Road (GA-125) is right next to it and also connects to GA 122.

That $10 million might save Lanier County residents about one minute getting to Lowndes County to spend their money, while promoting more sprawl of developments into Lanier County.

It would cost a lot less to put a four-way stop or a light at Walker’s Crossing where GA-122 and GA-125 meet.

Cat Creek Road closure has slipped a week

Cat Creek Road closure has slipped a week, although lots of people detouring around didn’t know that.

According to Valdosta-Lowndes Metropolitan Planning Organization:

Update: On Monday June 13, Cat Creek Rd will be closed at Beatty Mill Creek for bridge repairs. Repairs should take approximately 3 days, and a detour route will be established. Motorists are urged to use caution and to pay attention to all traffic control devices while traveling on Cat Creek Rd. If there are any questions or concerns please call the Lowndes Co. Engineering Dept. at 229-671-2424.
VLMPO had that on their facebook page hours before lowndescounty.com got around to posting it on their own website. And on lowndescounty.com it’s a a PDF, not a webpage. Maybe the county will get the hang of this web stuff eventually.

On Monday June 6, 2011, Cat Creek Road (CR 777) will be closed at Beatty Mill Creek for bridge repairs. The construction site is located north of Old Radar Site Road, between the address points of 4916 Cat Creek Road and 4989 Cat Creek Road. These repairs should take approximately three (3) days, and a detour route will be established. Travelling south, the detour route utilizes New Bethel Road to State Route 125 (Bemiss Road). Travelling north, the detour route utilizes Radar Site Road to State Route 125 (Bemiss Road).

Motorists are urged to use caution and to pay attention to road closed signs and all other traffic control devices while traveling on Cat Creek Road. If there are any questions or concerns please call the Lowndes County Engineering Department at 229-671-2424.
