Retrofitting suburbia —Ellen Dunham-Jones

There are many jobs in this. The Five Points redevelopment is an example of what she’s talking about. It’s a lot better than building more sprawl: safer, less expensive, more jobs, less energy cost, more energy independence, better health, and more community.

In the last 50 years, we’ve been building the suburbs with a lot of unintended consequences. And I’m going to talk about some of those consequences and just present a whole bunch of really interesting projects that I think give us tremendous reasons to be really optimistic that the big design and development project of the next 50 years is going to be retrofitting suburbia. So whether it’s redeveloping dying malls or re-inhabiting dead big-box stores or reconstructing wetlands out of parking lots, I think the fact is, the growing number of empty and under-performing, especially, retail sites throughout suburbia gives us actually a tremendous opportunity to take our least-sustainable landscapes right now and convert them into more sustainable places. And in the process, what that allows us to do is to redirect a lot more of our growth back into existing communities that could use a boost, and have the infrastructure in place, instead of continuing to tear down trees and to tear up the green space out at the edges.

Do we need more of the same unsafe roads?

Many T-SPLOST projects submitted by Lowndes County would make traffic safety worse.

Even Buford Highway, she says, could be transformed with medians, trees and buildings set closer to the road. Changes that are known to slow traffic. But outside of the ivory tower, change does not come easily. Or quickly.

Last year Georgia spent more than two billion dollars on transportation, but only a tiny fraction, less than 1 percent, went specifically to pedestrian safety.

And what Lowndes County has sent in for T-SPLOST funding includes: Do we need more of the same unsafe roads?

Why should traffic safety not be a pertinent fact?

We’ve seen that traffic safety is a big problem in Atlanta and elsewhere, and Virginia is leading the way in traffic redesigns to fix such problems. Meanwhile, Lowndes County doesn’t consider it even pertinent:
Traffic on Old Pine will be regulated by the amount of people who use the highway; traffic on Bemiss since you and I moved out there forty years ago.

I’m not going to argue Bemiss Highway, it’s not a pertinent fact.

That’s right, traffic and traffic safety are considered not pertinent to building subdivisions, according to the Chairman of the Lowndes County Commission, and the actions of the Commissioners and staff. The developer gets to consider only their one property and the neighbors get to deal with all the effects on all the related roads. Privatization of profits and socialization of problems such as traffic accidents. Does that seem right to you?

If not, it’s going to go on until more people argue and debate. In fact, many of Lowndes County’s T-SPLOST tax request would make the problem worse. See next post.

Suburbia dangerous for pedestrians

Maybe people are starting to notice that far more people die in traffic accidents in the U.S.A. than in foreign wars. The projects submitted by Lowndes County for TSPLOST funding would make this problem even worse, except the bus system, which wouldn’t require road widening.

In recent years a little noticed shift has been transforming suburbia: the home of the middle class has become the home of the working poor. As a result, roadways that were built for the car are now used by a growing population that can’t afford to drive. The consequences can be deadly.

According to a recent report, by two national transportation groups, about 43 thousand pedestrians were killed in the U.S. in the last decade; “the equivalent of a jumbo jet going down roughly every month.”

Sprawl is not fiscally prudent —Gretchen Quarterman @ LCC 12 July 2011

David Rodock wrote in the VDT 13 July 2011, Citizens speak against Cat Creek crowding:
Gretchen Quarterman also spoke against the proposition, citing that extending residential areas further out into undeveloped Lowndes County would create greater strain on an already tight fiscal operating budget.
She referred to a report County Planner Jason Davenport commissioned from Prof. Jeffrey H. Dorfman of UGA, Local Government Fiscal Impacts of Land Use in Lowndes County, December 2007, in which he recommended development close in to existing services for the most benefit to all parties. As Prof. Dorfman has said,
“Local governments must ensure balanced growth, as sprawling residential growth is a certain ticket to fiscal ruin*
* Or at least big tax increases.”
He noted
“The same growth done more densely and contiguously saves both money, farmland, and provides environmental amenities.”

CUEE brags about 9,000 petition signatures

It’s interesting what paying people to collect petition signatures can accomplish. The CUEE press release of yesterday is on their web pages. Here’s an excerpt:

Valdosta Residents Opportunity to Vote on Unification
Plan to Attend Saturday Event at McKey Park to Join the Movement, Sign Petition
(Valdosta, GA) The petition drive campaign giving Valdosta residents the chance to vote on school unificationreached a key milestone Friday when it topped its goal of 9,000 signatures.

The 9,000 signatures was the target set by the Community Unification for Educational Excellence (CUEE),which launched the petition drive May 12 after three years of planning. The minimum number of validsignatures needed to place the issue on the November ballot is 25 percent of registered voters in Valdosta, or7,375. The target figure of 9,000 represents a 22 percent increase over the minimum required and nearly 31 percent of all registered voters.

It’s too bad they haven’t dedicated all this organizing to something that might actually help education around here, such as prison reform or preventing bright flight by squelching sprawl.

$3 million T-SPLOST for sprawl on Cat Creek Road

Three million dollars buried on page 90 of the 171 page T-SPLOST Unconstrained Investment List for the Southern Georgia Region to funnel traffic along Cat Creek Road to Moody Air Force Base, promoting sprawl in far north Lowndes County, in an area the Comprehensive Plan says should be for agriculture and forestry.

In amongst the boilerplate and the red herrings (“potentially reducing the incidence of crashes”, “mitigating congestion”) is the real purpose of this project:

Also as a part of the project, protected left turn lanes will be added at various intersections along Cat Creek Road. The proposed intersections include Pine Grove Road, Radar Site Road, New Bethel Road, and Hambrick Road.

Widening Old US 41 North: It’s Back, for $8 million T-SPLOST!

Lowndes County wants $8 million T-SPLOST to widen Old US 41 North from North Valdosta Road to Union Road, and the map shows the entire road to the center of Hahira as part of the plan.

Back in 2009, a local citizens group called car41no managed to fight off widening Old US 41 North all the way into Hahira, at least temporarily. Well, it’s back! This time, instead of asking for general GDOT money, Lowndes County is asking for funds from the proposed T-SPLOST one cent sales tax.

What is in the plan for old US 41 North between Union Road and Hahira?

It is proposed to construct bike lanes and possibly sidewalks throughout the project for the residents of this area to use.
I suspect “construct bike lanes” means paint lines on the pavement, and note that sidewalks are just “possibly”.

$10 million T-SPLOST to widen New Bethel Road for Lanier County sprawl?

Lowndes County wants $10 million dollars in T-SPLOST funds to widen New Bethel Road from 2 to 5 lanes, even though Bemiss Road (GA-125) is right next to it and also connects to GA 122.

That $10 million might save Lanier County residents about one minute getting to Lowndes County to spend their money, while promoting more sprawl of developments into Lanier County.

It would cost a lot less to put a four-way stop or a light at Walker’s Crossing where GA-122 and GA-125 meet.

You may want to consider other reasons for Lanier’s residential growth. There was an explosion of lower cost housing there over the past 10 years. It has attracted a large percentage of Moody folks. This was in part a response to the cost of homes in Lowndes Co. More specifically land cost. One component of the ULDC adoption was a call for higher density developments in the unicorporated areas where at the time, land was cheaper. Unfortunately, those that owned the land picked on the demand and guess what…..the prices started to climb quickly.

Some might refer to this as sprawl. The other item of interest is the budget woes the Lanier County Board of Ed is having as a result of this growth. Residential property demands more in services than it pays for in taxes. Just something to consider. There may not be a pot of gold at the end of this rainbow.
