Authority should listen to other sources –John S. Quarterman

This op-ed by me appeared in the VDT today, 24 Feb 2011. On 15 Feb 2011 I spoke directly to the VLCIA board about the main points and the next day I sent them the longer version, Why “jobs, jobs, jobs” isn’t good enough for the public good and the general welfare, which includes links to videos of the relevant speeches and to VLCIA’s charter. -jsq
Everyone wants jobs for those who need them and jobs for young people so they don’t have to go somewhere else to find one. But what good is that if those jobs suck up all the water those people need to drink?

At the Lake Park Chamber of Commerce annual dinner Brad Lofton gave a speech which I liked, and I told him so afterwards, because it was mostly about real industry with real jobs that that the Valdosta-Lowndes County Industrial Authority (VLCIA) has brought into the area.

Protesters, police, and press at Wiregrass Solar LLC groundbreaking

All these protesters were in favor of the groundbreaking today for the Wiregrass Solar LLC plant, but they wanted to object to the related biomass plant proposed for next door. Here you can see Valdosta police saying they’re going have to issue a summons to some protesters because they didn’t have a permit, Valdosta Mayor Fretti saying the permit process is simple, and Dr. Michael Noll president of Wiregrass Activists for Clean Energy (WACE) explaining that they only heard of the event recently, and besides he’d be happy to pick up a shovel and help with the groundbreaking for the solar plant:

Where is the Wiregrass Solar plant?

Update 21 Feb 2011: Col. Ricketts confirms the groundbreaking is at 11:30 AM today on Water Plant Road; follow the signs from there to the construction site.
The groundbreaking for the Wiregrass Solar plant is Monday 21 February, rumor has it at 11:30AM, but where? My understanding is that the site is at the back of the City of Valdosta’s Mud Creek Wastewater Treatment property, which is

Are all these medical associations and doctors lying? –Dr. Noll

In the new era of good feelings, Dr. Noll asked the Lowndes County Commission whether they thought all the medical associations and doctors who oppose biomass plants are lying, same as he later asked the Valdosta City Council. He also offered to discuss with biomass proponent Nolen Cox, who spoke immediately before. Here’s the video.

Era of good feelings at County Commission

Shutting down debate didn’t work, so now we have the era of good feelings at the County Commission. Here Chairman Ashley Paulk thanks Dr. Michael Noll for a previous meeting:

Some of us did wonder when next thing was Noll’s microphone went off. But that was apparently just a technical failure, which continued for a while during the meeting.

I commend Chairman Paulk for his recent civil and, as Commissioner Lee used to say, “adult-like manner.”

However, as County Manager Joe Pritchard reminded everyone later at the County Commission retreat, the county government is still having a bit of difficulty adjusting to all this recent transparency. Let’s help them by showing them by example on many topics that the road of respect goes both ways.

It’s not necessary to occupy a square or stage a sit-in to emulate MLK’s nonviolent methods, even in Egypt. Look for blue lights in this video:

In the video you’ll notice the events of the day are not getting captured by film crews and news reporters. They’re being documented by people with their mobile phones. Take another look at the video and count the number of illuminated mobile phone screens you see being raised overhead to capture pictures and video as the scenes in the streets unfolds.
It doesn’t take a fancy camera to record events as they happen. Most any old cell phone will do.

VLCIA board meeting today

The Valdosta Lowndes County Industrial Authority board meets tonight:
All Meetings will be held at 5:30pm in the Industrial Authority Conference Room, 2110 N. Patterson Street, unless otherwise notified.
I would post a link to their agenda, if they had it online, but they don’t.

“we can limit them to one area” –Joe Pritchard

On the front page of the paper VDT today County Manager Joe Pritchard proposes further restrictions on citizens in public County Commission meetings:
“We cannot stop anybody from taking video of a session; but we can limit them to one area; it’s distracting to us and to citizens to have somebody running around the session trying to get different angles,” said Joe Pritchard, county manager.
The only person I’ve seen running around the session trying to get different angles is Paige Dukes, County Clerk. Will she now be prohibited from coming out from behind the bar to take pictures of awards and such?

Why they can’t stop anybody from taking video, according to Georgia law, O.C.G.A. § 50-14-1-c.:

“Visual, sound, and visual and sound recording during open meetings shall be permitted.”
Some courts do put some restrictions on visual recordings, such as prohibiting pictures of jurors. But the Lowndes County Commission is not a court. It is the only elected body for the entire county, and thus the only public forum at which citizens can peacefully assemble to petition their local government for redress of county-wide grievances.

Does the Commission really want to put more restrictions on citizens in its meetings, even though a constitutional scholar is questioning the constitutionality of the rules they recently passed? Rules which limit the number of speakers in Citizens Wishing to be Heard to 10 and Continue reading →

Citizens can video police in Atlanta

Ride your bicycle, have to show a drivers’ license, get your camera stolen by police? Not in Atlanta any longer!

Bill Rankin writes some good news in the AJC, APD won’t hinder citizens who videotape cops,

Faced with complaints from a citizen watchdog group, Atlanta police will stop interfering with people who videotape officers performing their duties in public, an agreement reached with the city Thursday says.

The settlement, which also calls for the city to pay $40,000 in damages, requires city council approval.

The agreement resolves a complaint filed by Marlon Kautz and Copwatch of East Atlanta, a group that films police activity with cell phones and hand-held cameras. The group has volunteers who go out on patrols and begin videotaping police activity when they come across it.
