ADS buys At Your Disposal

ADS just bought a company called At Your Disposal, Inc.
That’s interesting, because just six weeks ago



State Sen. Tim Golden’s fraternity brother Steve Edwards,
Atlanta Sales and Marketing for Advanced Disposal Systems (ADS),
said he didn’t forsee any additional acquisitions.

just after the Lowndes County Commission chose
Veolia’s highest bid for waste collection,
which was

not as high as its soon-to-be-parent-company ADS’s bid
for the same service package.

How much will trash collection rates go up in Lowndes County? @ LCC 2012-10-09

Speaking of

Veolia winning its high bid for garbage collection,
here’s a clue to how much more its rates may go up.


Remember
ADS Veolia was bought hardly a month later by ADS, owned by Highstar Capital
of New York City?
Look at ADS’s bid for Proposal D: $18.39.


That’s $220.68 a year.
Which is even higher than
Wakulla County, Florida’s $196 a year,
which Gretchen warned us all about more than a year ago.
And more than double the $100 a year for the former county waste collection sites.

County picked the highest bid from Veolia for trash pickup @ LCC 2012-10-09



The facts don’t match County Chairman Bill Slaughter’s assertion
(according to the VDT Thursday):

That decision was made in a good-faith effort to find the lowest
possible rate for garbage service for the citizens of Lowndes County,
he said Tuesday.

Commissioner Richard Raines moved and

the Commission voted to approve 9 October 2012
Proposal D and awarded it to the lowest bidder for that specific proposal, which was Veolia.
But that wasn’t the lowest-priced proposal,
according to the sheet of choices they were using in that meeting:

Pecan Row Landfill Gas Energy meeting 15 April 2013 at Colquitt EMC in Valdosta,
these videos let you see the interesting cast of speakers and other attendees.





Our host,

Danny Nichols, Colquitt EMC General Manager, expressed concerns about
feel-good vs. economically viable energy projects and said he
thought the landfill gas project was both, emphasizing “like a
switch it comes on”, in other words, baseload.
(Colquitt EMC is

not big on smart grid.)

Atlanta trash and TVA coal ash to be shipped to Lowndes County?



Did you know we already have coal ash in our Lowndes County landfill?

And where will the trash come from for that landfill gas project,
subject of

the meeting 8:30 AM tomorrow morning at the Colquitt EMC office in Valdosta?
Atlanta, or even farther north (or south)?
And what will be in it: coal ash like Taylor County’s landfill,
with arsenic and lead?

As we’ve seen,

GreenPower EMC’s previous two landfill gas projects seem to be in Taylor
County, Georgia.
What none of GreenPower, ESG, ADS, or Colquitt EMC seem to have mentioned
is that much of the trash in the landfill in Mauk, Taylor County,
between Machon and Columbus,
appears to come from farther north.

Green Power EMC landfill gas projects



As

we saw,
ESG’s Pecan Row Landfill Gas Facility flash flyer
quotes Jeff Pratt, President of Green Power EMC, who said this is Green Power
EMC’s third landfill energy project.
Curiously, Green Power EMC’s Landfill Gas Project page doesn’t
list the other two, and its
FAQ is apparently out of date, saying “Currently, our one landfill gas-to-electricity projects generate a combined four megawatts of power.”

That ESG flyer also quotes Gerald Allen, Landfill Vice President , Advanced Disposal, and Jeff Pratt, President of Green Power EMC, who said this is Green Power

Repeat trash talk, plus map @ LCC 2013-02-12



Dave Shepler, regional manager of Advanced Disposal,
suddenly decided he didn’t have to be in Biloxi after all,
and reappeared at

Tuesday evening’s Lowndes County Commission Regular Session
for a more public (and more polished) version of

what he said at the previous morning’s Work Session.

There was a bit of new information, which included
that his company had delivered a map of on which day to expect
waste collection pickup, which is now

on the Lowndes County website
and he said it was published as an advertisement in the VDT.

Thanks to Commissioners Demarcus Marshall and John Page for getting some public
explanation out of this company granted by the Commission before those two
Commissioners were elected.

No list of who bought waste collection center cards? @ LCC 2013-02-12

How can Lowndes County not have a list of who it
sold waste collection center cards to?
How can it not provide it in response to an open records request?

In the

9 October 2012 Regular Session, Lowndes County Manager Joe Pritchard
said:


Just under 5,000 residents who have purchased the cards

That was in his curiously redacted summary of the history of
solid waste handling in the county, and he was referring to the
access cards to the waste collection centers.


Paige Dukes to April Huntley 2013-01-28
Yet when April Huntley submitted an open records request asking
for the names of the 5,000 people who would be affected by the
waste collection centers, this is what County Clerk Paige Dukes
replied:

In regards to your open records requst for a copy of the 5,000 residents
in unincorporated Lowndes County who will be affected by the closing of
the recycling centers, the document you have requested does not exist.

Maybe this explains part of why

Veolia, excuse me, ADS, seemed so confused yesterday morning.
Come tonight to see if any Commissioners ask about this.

Surprise trash talk: repeat scheduled for tomorrow! @ LCC 2013-02-11

Not on the agenda, Veolia, excuse me, ADS,
stood up to talk about trash collection

Monday morning’s Lowndes County Commission Work Session.
All of the new Commisioners had questions, some of which were answered.
A repeat performance is scheduled for Tuesday evening: don’t miss it!




Dave Shepler, regional manager of Advanced Disposal (not on the agenda)

He said ADS wanted to start March 1 in order to give people time to
mail in their cards and sign up, but the February 1st date was
“what the county wanted to do.”
About 400 accounts that had slow delivery, even though they called
in very early; “coding error”.
Can deliver about 200 carts a day, one crew is doing nothing
but handling complaints.
Some carts delivered without pickup information; he blamed that on the wind.
Missed pickups.
When the Bemiss center (presumably the one at Pine Grove)
was closed over 3,000 people had not signed up,
and there is trash on the ground that ADS is picking up.
