Unfortunately I missed this meeting as well, and not by choice.I vaguely remembered that Roy Copeland mentioned after the October
meeting that the December date might be changed to December 6. Thus, I called Tuesday shortly after 5pm to verify if a meeting was indeed scheduled. I only got the answering machine (indicating to me that the office was closed) and the IA website (as so often) was no help.
Thus I, too, was assuming the meeting would be later this month … only to find out the next day in the VDT that there had been a meeting after all.
Our community has gone through so much these past couple of months,
highlighting more than ever the need to communicate and cooperate. I was hoping after all this that we could finally start working together, despite any differences we might have. That would, however, not only require a certain amount of transparency but also communication of such simple matters as meeting agendas and calendars. How difficult can that be?
Communication is, and always will be, the key to success. Whether this is about your children’s education, such matters as energy efficiency and energy conservation, or a Strategic Planning Process which can only benefit the community … if that very community (not just the same old status quo) is actually included in the process.

VLCIA pleads technical glitches on web page
The first person I saw going into the
State Legislative Luncheon
yesterday was Andrea Schruijer,
Executive Director of the Valdosta-Lowndes County Industrial Authority (VLCIA).
She spotted me inside, and said “I want to apologize”.
Surprised, I asked for what?
She said for
the date of VLCIA’s Tuesday meeting being unclear.
She said she had read about that in this blog that same morning.
She said they had recently changed the way they were handling their web pages and hadn’t yet figured out how to update it correctly. Since I was never very impressed with how it was handled before, I readily accepted that as a good excuse. I look forward to the updates. I’m guessing the new PR and marketing person they’re hiring will take care of this.
She also volunteered that they did inform the VDT and it was in the VDT’s calendar. I agreed that that was so; we had checked, and it appears the meeting was legal because of those notices.
She also said she thought she had said Monday evening, “see you tomorrow.” I allowed as how if she did, I missed it.
In any case, I have to say that her predecessor would never have made
that much effort to make amends to a mere blogger.
Once again,
tiny LAKE is flattered by mighty VLCIA,
although in a more positive way this time.
Congratulations on the new industries announced at VLCIA’s Tuesday meeting. Maybe more about those later.
Here’s looking forward to the Strategic Planning Process announced at that same meeting as coming up early next year.

Some answers and some remaining questions about the Comprehensive Plan
Lowndes County Planner Jason Davenport
to discuss my questions.
Some of my questions were answered to my satisfaction, some I still
had concerns about, and some are still unanswered because they were
not actually in his area of expertise.
The document covers all the cities in Lowndes County as well as the unincorporated area. I did get some questions about Valdosta projects answered by Valdosta City Planner Matt Martin in a telephone conversation.
Questions I had about Conservations of Sensitive Areas were answered in detail. For example: Continue reading
Industrial Authority held unannounced meeting last night
own web page and they didn’t post an agenda.
Also, I saw both VLCIA Executive Director Andrea Schruijer
and their Chairman Roy Copeland speak Monday night, and neither
of them said a word about their meeting date being changed to the
next night.
Here’s some irony in the VDT’s story:
Schruijer also discussed the Authority’s plans to move ahead with theWhy ever would people think that?Strategic Planning Process right after the first of the year. Following the Community Assessment which was conducted over the summer, the next phase is a full fledged commitment to begin the planning process.
The intention, according to Schruijer and Copeland, is to include community partners in the process as the assessment showed that many in the community think that the various entities work at odds with each other, rather than on the same page, when it comes to economic development.
According to VLCIA’s website: Continue reading

ZBOA: Zoning Board of Appeals 6 December 2011
This is a reminder that your next meeting for the Zoning Board of Appeals (ZBOA)ZBOA does not explicitly post its agendas, but the above appears to be the entire agenda for next week’s meeting.is this coming Tuesday, December 6, 2011 at 2:30pm. Attached is a copy of the meeting agenda and also the draft minutes from both the October and November meetings.
Just like the November meeting, there are again NO public hearing items for December. However, we still need to meet (& have a quorum) to approve the Minutes and also elect officers for 2012.
Here are backgrounders on Who is ZBOA? and On What Basis Does ZBOA Decide?

Transparent government is totally what my heart is about. —Gretchen Quarterman
I repeatedly apologized to County Planner Jason Davenport
about an earlier misunderstanding about the
“public hearing” agenda item, which the Chairman stated was not really
a public hearing and for which no citizens were allowed to speak:
7.b. Greater Lowndes 2030 Comprehensive Plan Updates – Lowndes County Report of Accomplishments (ROA) and Short Term Work Program (STWP)Then I said:
Transparent government is totally what my heart is about. And I think that people trust the government more when we can see the business done in public. And I really appreciate when you do things in public and you ask questions in the work sessions so everybody can hear. The VDT’s version was:
The lone citizen to be heard, Gretchen Quarterman, thanked commissioners for their observance of open government and apologized to County Planner Jason Davenport for things she said to him prior to the meeting, due to a “misunderstanding,” she said.
After the meeting adjourned, Chairman Ashley Paulk apologized to me in public Continue reading
GLPC: Greater Lowndes Planning Commission, 28 November 2011
There’s a meeting of the Greater Lowndes Planning Commission tonight.
They discuss rezoning requests relevant to the City of Valdosta, Lowndes County, Dasher, Hahira, and Lake Park. We don’t know which rezoning requests they will consider tonight, because they no longer post agendas.
The City of Valdosta’s writeup about GLPC still links to the Southern Georgia Regional Commission pages about GLPC, which is where GLPC agendas used to be, but no longer:
As of July 1, 2011 there will be no more updates to this site. For question contact:
Jason Davenport – Lowndes County
Alexandra Arzayus – City of Valdosta
The Lowndes County government’s website has nothing listed for GLPC, and when you search for it you get:
Search Results: planning commission
No Results Found
Sad, really, considering that GLPC used to be a good example of local government transparency.
Maybe they’ll have an agenda at the door tonight.

Citizens at Lowndes County Commission 7 November 2011
Five citizens spoke up at the
7 November 2011 Lowndes County Commission Regular Session.
Some got answers, some got excuses, and some got fingerpointing.
And one illustrated how the Commission doesn’t follow its own rules.
-
George Boston Rhynes asked about
Open record requests and jail deaths
and got the same excuses he’s heard elsewhere:
nobody seems to be responsible for supplying information to the public
about what’s going on in the Lowndes County Jail.
-
John Robinson asked about
Contracts on the south side
related to Title VI of the Civil Rights Act of 1964 and to
Title III Section 3 of the HUD program
and got a clarification from the Chairman that the county has no
Title III projects.
-
John S. Quarterman asked the Commission to
video meetings like the Lowndes Board of Education does,
and got a slightly different excuse this time than the many previous times he’s made similar requests.
-
Matt Portwood
asked the Commission or the individual Commissioners to state a position
on school consolidation
and was told they weren’t going to.
The VDT printed that much the next morning, the morning of the election
with the referendum on school consolidation.
They did not print Chairman Paulk’s allusion to
his already-known support for FVCS in opposing consolidation,
but LAKE published a video with that on Election Day, and you can
see it here.
-
Tony Daniels wanted to know
How can we pursue happiness when we don’t even have a job?
and had several recommendations for how the various local elected and
appointed bodies could go about getting us more jobs.
He also illustrated that the Commissions ordinance on Citizens Wishing
to Be Heard is, as we’ve discovered on many previous occasions,
merely guidelines at the whim of the Chairman.

Video meetings like Lowndes Board of Education? —John S. Quarterman @ LCC 7 November 2011
After apologizing for setting off a flash earlier,
I recommended the county video their own meetings,
so they wouldn’t have to depend on amateurs.
Lowndes County Board of Education had an open forum about school consolidation. and they had their own person videoing the whole thing, and it ended up on the web in a day or two, which means that everyone in the county could see what was going on….Chairman Paulk:
We get enough of that for free.
jsq:
I’ll send you a bill! The Chairman nodded, so I’ll take that for approval of billing by LAKE.
Here’s the video: Continue reading
