Videos: Jury, Paving, and GEFA in Work Session @ LCC 2019-09-23

The Lowndes County Commission spent nine minutes yesterday morning discussing spending $124,454 and borrowing $1,734,000. They vote this evening at 5:30 PM.

The county has now gotten up to not just demanding landowners give road right of way to the county, but also condemning property if they don’t get it donated.

The longest item at less than two minutes was 6.d. Request for Professional Engineering Services Proposals – CDBG. As Gretchen remarks in the notes, apparently this is in support of Arglas, the Japanese glass products manufacturer locating on Rocky Ford Road.

Second longest was 7.b. Bid for a Breathing Air System for the Fire Department, due to a question by a Commissioner.

Videos: Planning Meeting, Lowndes County Commission @ LCC 2016-02-04

Suing local businesses helps run up fees to the county attorney, says County Manager Joe Pritchard. He didn’t mention that continuing to promote sprawl for example through the county’s thoroughfare plan also runs up fees that property taxes will never meet. Commissioners seemed very concerned about “stakeholders” whom they said were “the development community, the real estate community” and “the construction and homebuilder industries”. Maybe somewhere they mentioned the agricultural and forestry industries, or sales tax payers even if they don’t own real estate; if so I missed it. At least they’re thinking about the Comprehensive Plan and the general direction of the county in a public forum. And the County Planner did talk about quality of life. Plus it seems business prospects bringing that up got the attention of the County Manager. They said they have a responsiblity to set the direction of the county. How about instead of continuing to drive sprawl outwards, which is a fiscally (and environmentally) irresponsible path, turn to directing development to be more dense in already-developed areas? HB 170 to convert fuel sales tax to excise tax at local government expense @ LCC 2015-02-05

HB 170 is a stealth tax raise by the state that would force county and city governments to vote for higher local taxes. The Transportation Funding Act of 2015 is bad news according to every city councillor and county commissioner I’ve heard from.

Harrison Tillman estimated about $335,000 reduction in taxes to the county and a $12.6 million overall loss in revenue in his presentation yesterday morning to the Lowndes County Commission Annual Planning Meeting. Commissioner Demarcus Marshall and Chairman Bill Slaughter went to Atlanta to talk to the proposers of this bill, with little effect.
