Spectra Sales Pitch, Nothing about Nottinghill, etc. @ LCC 2013-12-09

Given dozens of questions submitted by citizens and every opportunity, Commissioners asked only four perfunctory questions after Spectra Energy’s Sabal Trail pipeline sales pitch. Chairman Bill Slaughter repeatedly let multiple Spectra reps speak from the audience without having them come to the podium, or even identify themselves before they spoke. They were pointed at by the chief Spectra speaker when he named them, but they did not stand up or raise their hand at the time, so it was quite hard to tell which was which. The Chairman never allows that sort of behavior from local citizens. Why is he granting extra courtesies to a company from Houston that wants to exercise eminent domain on local citizens’ lands? Who does the Lowndes County Commission represent?

At least WALB and WCTV let a landowner speak: that’s more than the County Commission did.

Nottinghill is back yet again. A Commissioner did ask staff whether it was really ready, and it isn’t, but no Commissioners asked any such probing questions of the Spectra reps.

The three beer licenses, a liquor license, the contracts, and the bids were glossed over in almost as perfunctory a manner. There were some questions from Commissioners about costs to the county government. But there were none from Commissioners about costs to landowners from gashing a pipeline through their property.

Given that there’s a settlement for back pay for some county employees, it appears that the employees maybe had to sue to get paid.

Staff did express concern about “customer service” for a decorative special tax lighting district, but none about service to the landowners of the county whose land Spectra proposes to run through, or for that matter to the taxpayers of the county to whom the Commission and staff cannot be bothered to show what they’re voting on before they vote.

Check your Pipeline, Dollar General, 3 special tax lighting districts, and mosquitos @ LCC 2013-11-12

Sabal Trail pipeline presentation is December 9th like the front page of the VDT said. The online agenda is still incorrect a month later about Green Lane which is still listed as “For consideration” when it should be listed as a Public Hearing. Alapaha Water Treatment Plant was voted on this time, as was mysteriously appearing “Consideration of Back Pay for 911 Employees”.

Like the the Planning Commission, they tabled Nottinghill. With much less discussion than the Planning Commission, they approved yet another Dollar General. Plus three decorative special tax lighting districts, mosquito control, pump replacement, the annual MIDS bus service contract, a beer license, something about NOAA, and an agreement with the Lowndes County Board of Elections for paying employees.

The proposed Sabal Trail pipeline presentation is really on this time, with citizen questions asked by the Commissioners. Nottinghill is back yet again. Agenda page 2 @ GLPC 2013-11-25 How would you as a citizen have known Nottinghill is on the real agenda they’re using right now in the Planning Commission meeting? What if you wanted to speak for or against in that public hearing? The one in the last post wasn’t the real agenda, and even some people who work for local governments didn’t know that.

Agenda: No Nottinghill and no county cases, 1 Hahira, 4 Valdosta @ GLPC 2013-11-25

I guessed wrong: Nottinghill is not on the agenda. Yet the County Commission decided at its November meeting to hear Nottinghill at its 10 December 2013 meeting, which will be without the Planning Commission ever having discussed this item. How is that right? If Planning Commission agendas were made public some days before the meetings, the public could point out things like this in time for them to be fixed.

REZ-2013-11 Nottinghill was tabled by GLPC 30 September 2013 and again 28 October 2013. REZ-2013-11 was also tabled by the Lowndes County Commission 8 October 2013 and 12 November 2013, specifically until the County Commission’s 10 December 2013 meeting. So if the Planning Commission doesn’t discuss Nottinghill tonight, the County Commission can vote on it in December without the Planning Commission ever having discussed it.

No public agenda for Planning Commission today @ GLPC 2013-11-25

Why so secretive, planning board that recommends on issues that affect citizens all over Lowndes County? Where is your agenda for your meeting at 5:30 PM today? Sure, Gretchen only asked for it today, but why does LAKE have to wheedle it out of somebody? Why don’t you or the county publish it so the public can see? Do you, the affected public, agree with Lowndes County Chairman Bill Slaughter that transparency is not a problem?

We can guess the proposed Nottinghill subdivision will be back, since it got tabled (again) at GLPC’s October meeting. Also probably the attendance policy, since last time the GLPC Chairman wasn’t there and only 6 of 11 Commissioners showed up. But what else? And why should have to guess what public business a public board is taking up tonight? Why do we have this Planning Commission if it doesn’t take its responsibilities to the citizens of this county seriously enough to show up or to tell us what it’s doing?

No Sabal Trail, Dollar General, 3 special tax lighting districts, and mosquitos @ LCC 2013-11-11

“We apologize for any inconvenience.” No Sabal Trail pipeline presentation this time; yes it really is December 9th like the front page of the VDT said. So the online agenda was incorrect, and it’s still incorrect about Green Lane which is still listed as “For consideration” when it should be listed as a Public Hearing. And another item was listed so obscurely on the agenda that a Commissioner had to ask “exactly where is this?” A report turned into an agenda item for the Alapaha Water Treatment Plant, and an item for “Consideration of Back Pay for 911 Employees” has appeared on the amended agenda with no public discussion. How are citizens to know what their elected officials are going to vote on tonight at 5:30 PM if the agenda changes all the time yet is still incorrect?

Or maybe Tuesday evening, 5:30 PM; it doesn’t say, but if they’re sticking to at least the Work Session part of the request from Demarcus Marshall, it’s tomorrow morning.

Videos: Steward, Chancy, VLCIA, Nottinghill, and Teramore @ GLPC 2013-10-28

Prequel of the bogus VLMPO maps! Maybe the Valdosta City Council tonight will clarify why the Industrial Authority is asking it to annex and rezone a parcel it apparently does not own. Here’s what the Planning Commission said about that, plus rezonings in Dasher (no speakers and approved unanimously) and Hahira (tabled at request of applicant; see separate post for more on that one), plus two in Lowndes County: Teramore (yes, it’s Dollar General again, and they unanimously recommended it), and Nottinghill is back and got tabled again.

Striping and citing @ LCC 2013-10-08

Catching up with the Regular Session of 8 October 2013, why is the county going to pay $150/month for a traffic signal and $2200/month for offramp lighting (both at Exit 22, North Valdosta Road) when they could install solar panels and batteries once and pay nothing ongoing?

They tabled Nottinghill like the Planning Commission did. They voted to let Barrington subdivision sprawl into the county with no conditions, taking staff’s recommendation instead of one about a fence by the Planning Commission.. They voted to rotate the mostly ceremonial Vice Chairman position every eight months. They decided on a price for tentants in the Leila Ellis Building and will get around to drawing up a lease agreement. Commissioners finally did get that list of roads for striping. Fiddling changes to percentages evidence for juvenile justice and hardware and software for fining people coming off of I-75.
