Rotating vice chairmanship @ LCC 2013-10-07

Six minutes on who will be Vice Chairman and when, a ceremonial position, as far as I know. 13 minutes on a parade of organizations that want to rent space in the Leila Ellis. They vote tonight at 5:30 PM.

The storm that wasn’t was the subject of Ashley Tye’s report. They tabled Nottinghill like the Planning Commission did. They vote tonight on letting Barrington subdivision sprawl into the county. Did Commissioners ever get that list of roads for striping? Do we have enough evidence yet for juvenile justice? Or will we continue to concentrate on fining people coming off of I-75? All that and a group photo. At least the Work Session yesterday morning had some actual discussion in it for a change.

No Nottinghill + 3 other rezonings, 3 contracts, a bid, and vice chairmanship @ LCC 2013-10-07

Will the County Commission take up Nottinghill even though the Planning Commission tabled it? Is Barrington subdivision now ready to sprawl into the county? Did Commissioners ever get that list of roads for striping? Do we have enough evidence yet for juvenile justice? Or will we continue to concentrate on fining people coming off of I-75? Who was Leila Ellis, anyway? And who will be Vice Chairman (hint: Joyce Evans is now)? All that and a group photo, continuing the tradition of County Commission meetings as content-free photo-ops.

New Nottinghill tabled @ GLPC 2013-09-30

The new Nottinghill development on Orr Road (instead of Cat Creek Road) has been tabled at request of the developer and county staff; something about signature collection, Gretchen reports from the GLPC meeting. More later.

GLPC didn’t list any street numbers of parcel numbers, but there’s only one property on Orr Road that’s 14.99 acres, owned by William Henry Wright, backing up to his property on Stafford Wright Road.

Orr, Barrington, Whitewater, New Statenville + VLD * 2 + Dasher + Hahira variance @ GLPC 2013-09-30

A county developer has moved roads, plus 3 out of 5 local cities at the Greater Lowndes Planning Commission tonight, plus “Attendance policy for appointed Boards”: are we going to expect them to show up now? A Hahira variance, a Valdosta conditional use permit and a rezoning, a Dasher zoning text amendment, and rezonings on four Lowndes County roads, including New Statenville Highway, Whitewater Road @ Williams Road, Barrington Drive @ Bemiss Road, and Orr Road.

That Orr Road one uses the same name, Nottinghill, as one that on Cat Creek Road that previously got tabled and never came back. GLPC didn’t list any street numbers of parcel numbers, but there’s only one property on Orr Road that’s 14.99 acres, owned by William Henry Wright, backing up to his property on Stafford Wright Road. Have the Nottinghill developers made a deal with him for Orr Road since the neighbors didn’t want them on Cat Creek Road?

County quantifies some infrastructure payback times @ LCC 2012 03 31

Water and sewer take decades for return on investment, and roads and bridges probably aren’t any better. That’s worth remembering whenever solar, busses, or trains come up.

David Rodock wrote for the VDT Sunday, Commission wraps up annual retreat: Utility payments, road projects and waste disposal discussed

The cost of one mile of construction for water takes 23 years for a return on the initial investment; sewer takes 21.3 years.

The VDT didn’t specify the similar return times for road paving or bridge construction, but it’s a safe bet they’re at least as long. The farther water or sewer lines or roads or bridges are from population centers, the more they cost both directly in installation and indirectly in trips for fire and sheriff vehicles, and especially school busses. The county commissioned a report on that several years ago, as Gretchen reminded them last year. In the particular rezoning case on Cat Creek they were discussing then (Nottinghil), they made a decision to table which seems to have caused the developer never to come back with that particular sprawl plan. I congratulated the Commissioners at that time, and I congratulate them again on not promoting sprawl.

Sprawl costs the county, payback takes years, and longer the farther out it goes. What if we did something different? More on that later.

Lowndes County Commission meeting Monday AM, Tuesday PM

They’re back! Seems like this would normally be a rezoning consideration meeting, but there are no zoning cases on the agenda. Not even Nottinghill on Cat Creek Road.

Newsflash: Lowndes County Commission does right thing about rezoning!

Commissioner Raines expressed puzzlement as to what to do about rezoning for Nottinghill on Cat Creek since he thought the previous day that there was a deal between the developer and the neighbors, but it turned out there was not. Commissioner Powell recommended tabling until next meeting so the developer and the neighbors could try again to work something out.

Nottinghill on Cat Creek by Mr. Nijem and discussion @ LCC 12 July 2011

Speaking for the Nottinghill rezoning request on Cat Creek Road, Bill Nijem said it was nothing like Glen Laurel. Nothing like repudiating your work of last year….

Commissioner Richard Raines thanked Nijem for sitting down with the neighbors.

Bill Nijem, representative of the applicant, brought forward information demonstrating his client’s willingness to work with neighbors, in that lot sizes were increased by 20 percent and that the average lot size would range from a minimum of 12,000 square feet to 20,000 square feet. Nijem also reminded commissioners that the applicant was willing to install any necessary buffers or fences to prevent children from playing in the neighboring fields and would have water and sewer installed with his own financial resources.

Not clear houses are more important than agriculture —John S. Quarterman @ LCC 12 July 2011

If somebody puts a subdivision next to your field, beware of trash, and the same if you buy a lot in it. For that matter, why do we need more houses?

Some of what I said:

To expand a little bit on that subdivision next to our west field, one of the builders continued to push trash into our field until I had to sue him for trespass in Superior Court to get him to stop.
I meant to say in Magistrate’s Court.
I called code enforcement multiple times and they did nothing to help stop it. Now that there’s a new fire chief perhaps things are better, but anybody who’s got a field nearby might want to watch for that.

Anyone who hopes to buy houses in the subdivision might want to watch to see if there are any dumpsters in there, because the subdivision near us, the trash was buried in the yards; you can ask anyone who owns one of those lots.

As far as needing houses for Moody, there are usually ten houses for sale in that subdivision, and roughtly 10 or 15 more that are for rent. So it’s not clear we actually need more houses.

As far as lot size, this is the same issue as came up last year with Glen Laurel on Old Pine Road. … The room was filled with people for the same reasons that you’re hearing now. At that time the commission decided to say ….

Sprawl is not fiscally prudent —Gretchen Quarterman @ LCC 12 July 2011

David Rodock wrote in the VDT 13 July 2011, Citizens speak against Cat Creek crowding:
Gretchen Quarterman also spoke against the proposition, citing that extending residential areas further out into undeveloped Lowndes County would create greater strain on an already tight fiscal operating budget.
She referred to a report County Planner Jason Davenport commissioned from Prof. Jeffrey H. Dorfman of UGA, Local Government Fiscal Impacts of Land Use in Lowndes County, December 2007, in which he recommended development close in to existing services for the most benefit to all parties. As Prof. Dorfman has said,
“Local governments must ensure balanced growth, as sprawling residential growth is a certain ticket to fiscal ruin*
* Or at least big tax increases.”
He noted
“The same growth done more densely and contiguously saves both money, farmland, and provides environmental amenities.”
