County Animal Shelter Issues —Joe Pritchard @ LCC Work Session 23 May 2011

In his County Manager’s report at the work session this morning, Joe Pritchard reported on:
Issues that I think you’ve heard about… animal shelter.

“I’ve seen a lot of the animals come in the shelter and not got vet care and sometimes that comes in the form of euthanasia,” says Susan Leavens, an animal control officer for Lowndes County.

This led several Lowndes County Animal Shelter employees to file a complaint with the Georgia Department of Agriculture.

It launched an investigation citing the facility for not providing humane care.

Joe Pritchard continued in his report:

August of 2010 the Department of Agriculture called me and asked for a meeting about issues of concern. They expressed those issues centered around maintenance of records … what was classified as humane treatment.
Mr. Pritchard referred to “specific castration of a pot-bellied pig”. He didn’t say whether he considered that inhumane treatment; he merely discussed it after referring to things “classified as humane treatment”.

Appointments, Alcohol, and Animals @ LCC Work Session 23 May 2011

Here is the entire Lowndes County Commission Work Session from this morning, the same day it happened. VDT or WCTV or WALB could do this. Or the Commission itself could. But since they don’t, LAKE did, and now you can see them dealing with appointmments, alcohol, and animals.

If you have concerns about anything that happened, or anything else related to the county government, there’s a regular meeting Tuesday evening.

Rezoning on Old Pine Road again: is anything different this time?

Has anything changed since the contentious Glen Laurel rezoning on Old Pine Road? Maybe yes.

The new case decided yesterday (REZ-2011-05 – Laurel Brooke), was also represented by Bill Nijem, who got up and started speaking for it, and after a bit said:

First let me introduce myself, there are new faces up here. Bill Nijem. I represent the applicant.
Assuming that Commissioners should just know who he is may not sound like a good start, But, as he already said, nobody was speaking against this rezoning. Why is that?

I would like to note when the applicant first submitted this application, it was submitted as planned development, and worked with Mr. Davenport, we did tweak the site plan somewhat, made larger lots, and now it’s R-10.
And that’s what the opponents of the Glen Laurel rezoning asked for. At least a couple of them were present this time. Gretchen talked to them later, and they told her that since this subdivision had what they asked for last time, they had no objections this time.

Developers refused to budge and Commissioners caved: Glen Laurel

Should the County Commission approve rezoning for a subdivision just because developers say they won’t compromise any more?

Bill Nijem presented Moody and schools nearby and the proposed house price as arguments for the Glen Laurel subdivision, plus county services, which, remember, were put in for them to use. This was after Pine Grove Elementary closed and moved farther away.

Rezonings at LCC work session 9 May 2011

Lowndes County Commission met in work session yesterday morning, and meets in regular session to make decisions this evening. A couple of rezonings and an alcohol ordinance are on the agenda. Remember rezonings affect sprawl which affects schools and everything else.

Citizens Wishing to be Heard has moved to the end again.

Here’s the agenda with videos from the work session interleaved. Gretchen got there one minute late and they were already on item 4. The whole meeting lasted about 20 minutes.

Yes, we know the sound is bad. LAKE will be using a different camera tonight.

Lot size and code enforcement on Old Pine Road, 8 June 2010

Ashley Paulk said he is code enforcement! Let’s go back a year to the rezoning of Old Pine Road on 8 June 2010, as an example of how some things fit together around here. First a bit more about lot size, and then code enforcement and traffic.

Commissioner Richard Lee wanted to know if Coy Brightwell was the spokesperson for the people against. Brightwell said some others would also speak, but R-10 was the closest to a quarter acre lot, and that’s what they were for.

Move on, find other avenues, other projects —Ashley Paulk

Ashley Paulk agrees with my mother about what the Industrial Authority should do.

At the Lowndes County Commission meeting last night, Chairman Paulk discussed the biomass plant with Dr. Noll, and said:

Certain people won’t share it with you, and I don’t think it’s fair.

We were approached … almost three weeks ago by the Industrial Authority and we were asked to … ask them not to extend the contract. Well, it’s not our contract; we could do that, but … we didn’t.

And then last week the Tuesday of their meeting, I received a call … on my way back fromm Atlanta and they had gone up there to talk to Wiregrass Power, because they’d written a letter asking for an extension.

My understanding was that they asked Wiregrass to write another letter to remove that extension request.

These are things, I think should be public knowledge.

T-SPLOST Executive Committee —Ashley Paulk of LCC at LCDP (Part 2)

He says there’s a lot more to learn, T-SPLOST has got a good regional executive committee, etc., but:
Right now, I do not have a good or warm fuzzy feeling about this. That could change.
And previously he said if it did change, he would come back and tell us about it.

T-SPLOST has a stick —Ashley Paulk of LCC at LCDP (Part 1)

Gretchen Quarterman, Chair of the Lowndes County Democratic Party (LCDP), thanks Corey Hull of VLMPO and says the next speaker will give us some inside knowledge about T-SPLOST. Ashley Paulk, Chairman of the Lowndes County Commission (LCC) is not a fan of T-SPLOST. He says:
Y’all know I’m on the executive committee, so I guess I should be a salesman. But I’m sorry. Y’all know me pretty well, I’ve got to really be not just a little bit correct, but it’s got to be good for the people. I think what disturbs me, is when you’ve got to put something in the law that’s a stick, carrot and stick, you don’t do what I’ve said you’re going to get punished.
He made that point at least three times.

T-SPLOST Referendum in 2012 —Corey Hull (Part 6)

OK, so the regional executive committee selects from the T-SPLOST lists submitted by the local jurisdications and boomaranged through GDOT. Then what? Corey Hull of VLMPO says:

Public meetings will be held in August and September before the regional transportation roundtable meets before October 15th; that’s what their deadline is to vote….

The referendum will be in the summer of 2012 … July or August 2012….

Then the tax begins January 2013.
