I found the controversy over the Lowndes Grading Policy convenient timing for last week’s House vote on HR 1162 for a GA Constitutional Amendment to allow the state to establish Charter Schools with no oversight by local boards of education. HR 1162 failed the necessary 2/3 vote on 02/08/12. However,it was approved to be reconsidered on 02/09/12 so it has not gone away. Our 3 South GA republican representatives all voted in favor of HR 1162. (No surprises there, but we will remember in November.) Meanwhile part of the reason HR 1162 failed was the state Democratic Caucus undercut the House vote by requesting Democrats deny HR 1162 in favor of their version HR 1335, which they say goes further in allowing state officials to over ride local school board denials of special schools.

Obviously CUEE is not the only party interested in undermining and over riding local school board authority. However, I suspect CUEE had a hand in the phone campaign asking Lowndes school parents to call Rep. Shaw if they were in favor of HR 1162 because we all know that is one of their tactics. The message did not say to call if they were against it. CUEE is definitely still very much in the mix for discrediting local school board authority and our elected officials are evidently in their corner.

The local “unification” attack on public schools is part of a nationwide assault

The “unification” attack on the public schools in Valdosta and Lowndes County, Georgia is part of a nationwide assault on public schools, which has nothing to do with improving public education, and everything to do with private profit and private schools: disaster capitalism right here at home. And it’s not government causing our local disaster: it’s local business interests. What should we do about that?

Critics of America’s public schools always seem to start from the premise that the pre-kindergarten-through-12th-grade public education system in this country is failing or in crisis.

This crisis mentality is in stark contrast to years of survey research showing that Americans generally give high marks to their local schools. Phi Delta Kappa International and Gallup surveys have found that the populace holds their neighborhood schools in high regard; in fact, this year’s survey found that “Americans, and parents in particular, evaluate their community schools more positively than in any year since” the survey started.

The first factor: New austerity budgets passed by state legislatures are starting to have a huge influence on direct services to children, youth, and families.
Well, we don’t have that problem in Valdosta City and Lowndes Schools. For example, graduation rates in Valdosta schools have been improving year over year, and both school systems are solvent.

So what happened instead? Why, they made up a crisis instead!

A local business group convinced enough registered voters to sign a petition to get a referendum on the November 8th ballot to decide whether to abolish the Valdosta City School System, which would force the Lowndes County School System to take it over, and also would result in massively raised taxes, which still wouldn’t be enough, so services would have to be cut. Copy charter schools or something else that works?

Instead of copying failed experiments like Hamilton County, Tennessee, how about copying some of the charter schools that do work? Or some other model that actually does work to improve education?

Classrooms are festooned with college pennants. Hallway placards proclaim: “No Excuses!” Students win prizes for attendance. They start classes earlier and end later than their neighbors; some return to school on Saturdays. And they get to pore over math problems one-on-one with newly hired tutors, many of them former accountants and engineers.

If these new mores at Lee High School, long one of Houston’s most troubled campuses, make it seem like one of those intense charter schools, that is no accident.

In the first experiment of its kind in the country, the Houston public schools are testing whether techniques proven successful in high-performing urban charters can also help raise achievement in regular public schools. Working with Roland G. Fryer, a researcher at Harvard who studies the racial achievement gap, Houston officials last year embraced five key tenets of such charters at nine district secondary schools; this fall, they are expanding the program to 11 elementary schools. A similar effort is beginning in Denver.

Charter schools were supposed to be pilot projects, so why not adopt what works there in public schools?
