Solar Parking v. accessory structure in Valdosta LDR @ ZBOA 2014-08-05

Both of Dr. Urbonas’ solar parking lot variance cases were tabled by ZBOA for a month so he could figure out a revised way to do it, probably involving connecting the supports to the building so they wouldn’t be accessory structures. Plus some sentiment that Valdosta City Council needed to address this issue that solar parking shouldn’t be classed as accessory structures. This was at the 5 August 2014 Regular Meeting of the Valdosta-Lowndes County Zoning Board of Appeals.

    Variance to LDR Section 218-7 as it pertains to the location and setback distance for accessory structures

    Video. Arunas Urbonas is a doctor with an office at 3564 N Crossing Street. My guess (some sort of addition to his offices) was wrong. He wants to upgrade his solar panel structures, to shade parking lots. TRC recommended denial because of canopy oak trees that would get bigger, probably shading the panels, and were not permitted to be removed. ZBOA found many more issues pro and con than that. Where could we put utility solar in south Georgia?

Where could we find 380 acres for a 30 Megawatt solar plant in south Georgia? Here’s a clue from Texas.

A number of years ago, the City of Austin purchased this land planning to install a new coal-fired power plant. When those plans fell through, a landfill was proposed for the site that now boasts 280 acres of solar panels with a view of downtown Austin along its horizon.
How about on the proposed coal plant site in Ben Hill County?

Of course, it doesn’t have to be that big, or all in one place. How about on top of a landfill? How about on the cotton fields next to Valdosta’s Sallas Mahone Elementary School? Energy to air condition the school instead of drifting pesticides, and profit to the landowner! How about at the airport? At the mall parking lot? On top of the new county palace? On the warehouses in Hahira?

Harrisburg prepares to file bankruptcy

After defaulting on its incinerator bonds and preparing to sell off pieces of itself, Harrisburg, PA, is preparing to file bankruptcy.

Laura Vecsey wrote in Pennlive 16 June 2011, Harrisburg City Council looks to introduce resolution that would allow bankruptcy paperwork to be prepared:

Harrisburg City Council member Brad Koplinski is seeking to introduce a resolution that will allow the council to prepare paper work that might become necessary should a majority of the council decide to file for Chapter 9 bankruptcy.

Koplinski said the urgency of being prepared escalated Thursday when state Sen. Jeffrey Piccola introduced legislation that called for a state takeover of Harrisburg should the distressed city fail to adopt the Act 47 plan it was presented Monday.

Incinerator forces Harrisburg to sell off parking lots

After defaulting on its incinerator bonds, Harrisburg, PA, gets even more desperate and starts selling off pieces of itself.

The finances of Harrisburg, Pa., are so desperate that local officials are considering a deal they fear will ultimately make the city more miserable.

A state-appointed panel, charged with crafting a financial recovery plan for the city, announced this week that Harrisburg must pursue the sale of public assets to help resolve its fiscal crisis. The nearly-bankrupt state capital, weighed down by debt more than four times the size of its budget, “is not in control of its own destiny,” the state team said in a report.

Three years ago, confronted with a similar budget shortfall, the city considered leasing parking garages and meters in exchange for quick infusion of cash, but that deal was never approved. Last month, the offer resurfaced when New York-based developer LambdaStar expressed renewed interest. Some city leaders harbor a growing fear that Harrisburg will be forced into a deal that will bleed its coffers over the course of decades, after it surrenders valuable assets to a profit-driven company with the power to raise rates on a captive base of customers.

But those misgivings may not matter, as a budget crisis chokes Harrisburg into submission.

“This is a situation where Wall Street will get paid, and the little guys on Main Street, taxpayers, are going to get stuck holding the bag,” Harrisburg City Council Member Brad Koplinski said.

Couldn’t happen here, right? Our local governments would never hastily approve bonds that could force raising taxes or default, would they? Oh, right: they already did.

Lowndes County Not Recession-Proof

Sea Island Co. had a reputation for immunity to economic whims while over-borrowing and over-expansion? Hm, they’re not the only ones. As recently as 28 April 2008 the VDT published a story “Analyst: Valdosta ‘recession-proof'”:
RALEIGH, N.C. (AP) — Using data from the Bureau of Labor Statistics, business consultant and president of JobBait.com Mark Hovind ranked every metropolitan statistical area across the country, highlighting those he deemed to be “recession-proof.” The city of Valdosta was the only Georgia city to make the list.
