There is no question how the Law reads; the only question is who indicated there no wrong doing? And they were questioning my character? I question those people who indicated I had a bios opinion to read the laws of Georgia. I am aware you can mirror laws and even add to them in county ordinances but you cannot take away from the law in anyway.

Euthanization Violations at the Lowndes County Animal Shelter —Judy Haverkamp @ LCC 26 July 2011

Lots of “don’t know the results of that” for drug testing, administrative review board, etc. Why don’t we know the results of those things?

Judy Haverkamp talked about what she’d discovered through open records requests.

“It seems like there’s been the same violations still occuring at the shelter even up to this year, and it doesn’t seem like anyone is trying to make an effort to correct these problems!”
She repeatedly cited Georgia code sections that had been violated.

This pretty much sums it up:

“Why would you not do the proper thing to make this process as painless as possible?”
Indeed, why not?

Lunch and Learn —Joe Pritchard @ LCC 26 July 2011

New program for the public to learn about Lowndes County government.

In his County Manager report, Joe Pritchard announced the first first lunch and learn, which will be a discussion of general government, noon ’til 1PM, 11 August 2011, second floor of administrative complex.

“The lunch and learn program will take various topics, and allow the public to meet for an hour, ask questions, interact on those particular topics.”
County Clerk Paige Dukes will be conducting this first meeting.

CCA and The GEO Group have been accused of human rights abuses —United Methodist Church

Methodists lobby private prison companies CCA and GEO as shareholders about human rights issues. Seems like this doesn’t help with the 2008 United Methodist Church Resolution 3281, Welcoming the Migrant to the US, which advocated the “elimination of privately-operated detention centers,” but at least they’re doing something. I expect what they’ll accomplish by such lobbying is to demonstrate that private prison companies have no intention of addressing human rights issues, because that would cut into their profits.

In 2011, members of the United Methodist Interagency Task Force on Immigration approached the General Board of Pension and Health Benefits (General Board) with concerns about two private prison companies in the General Board’s investment portfolio: Corrections Corporation of America (CCA) and The GEO Group, Inc. The United Methodist Interagency Task Force on Immigration was created following the General Conference of 2004. Membership includes representatives from the General Board of Global Ministries (GBGM), the General Commission on Religion and Race, the General Board of Church and Society (GBCS), Methodists Associated to Represent the Cause of Hispanic Americans (MARCHA) and two bishops. In addition, GBCS has shared its concern that CCA and The GEO Group have been accused of human rights abuses of young people, immigrants and people of color.

CCA and The GEO Group are the two largest private prison companies in the U.S., operating and/or owning, respectively, 111 and 118 correctional, detention and/or residential treatment facilities. In 2010, CCA earned nearly $1.7 billion; The GEO Group, $1.3 billion.

Quartzsite police chief puts most of the dept. on leave for whistleblowing

They were complaining about the conduct of the police chief. He also put them under curfew and selective house arrest. This is the town where activists were dragged out of city council meetings and arrested by that same police chief, over the protests of the mayor.

An Arizona town has put more than half of its police department on leave and officers tell ABC15 they feel it’s retaliation for speaking out against their boss.

William Ponce said he now feels he could lose his job with the Quartzsite Police Department after he, and eight other officers, came forward and accused the police chief of misconduct and abuse of power.

“I feel this is retaliation against the officers that signed this letter and came forth speaking out against corruption,” said Ponce.

After complaints from officers, DPS launched a criminal investigation into allegations Chief Jeff Gilbert had workers run criminal background check on people he didn’t like.

Maybe the chief felt he had to look into their character. I wonder if he made them all take drug tests?

To the Honorable Agriculture Commissioner Mr. Gary Black,

July 26, 2011

I would like to introduce myself, my name is Susan Leavens I currently live in Quitman Georgia and I am an employee with Lowndes County, formally as an animal control officer with Lowndes County Animal Services. In June of last year I turned in three statements to Pat Smith who is no longer with the animal protection division she is currently running the Thomasville Animal Control. After speaking with Ms. Pat an advising her of the situations that have occurred and are currently occurring in the Lowndes County Shelter; she advised me to have statements written by individuals that were willing and not afraid of retaliation. Two current employees myself and Ronnie Ganas wrote statements, one previously employee Amanda Jordan. The issues were heard before Vinessa Sim-Green and several other animal protection employees along with Ms Cora Potter. An administration hearing took place an several “options” were offered to the Lowndes County Manager Joe Prichard. These were things that would help the shelter run more efficiently and perhaps come up to date with the Georgia Dept. of Ag. standards; but the issues of animal cruelty, inhumane treatment and practicing veterinarian medicine (surgery by castration of a 2 young adult pot belly pigs). My concern is that the director was never charged in any criminal court of law for her actions regarding the animals at the shelter.

ALEC crafts state laws, including for private prisons and big oil

ALEC writes laws for big oil and for private prison companies. In the first LAKE post about the proposed private prison in Lowndes County, I pointed out that ALEC helped CCA lobby for that Arizona “anti-immigration” law that actually is stuffed with new jail, misdemeanor, and felony penalties that bring more “customers” to CCA private prisons. Georgia was just the first of 24 states lobbied by ALEC to pass such bogus bills for CCA’s private profit. Since then other people have dug into ALEC, the American Legislative Exchange Council, and found its tentacles everywhere, promoting profits for big business at taxpayer expense.

Alison Fitzgerald wrote for Bloomberg 21 July 2011, Koch, Exxon Mobil Among Corporations Helping Write State Laws:

Koch Industries Inc. and Exxon Mobil Corp. (XOM) are among companies that would benefit from almost identical energy legislation introduced in state capitals from Oregon to New Mexico to New Hampshire — and that’s by design.

The energy companies helped write the legislation at a meeting organized by a group they finance, the American Legislative Exchange Council, a Washington-based policy institute known as ALEC.

The corporations, both ALEC members, took a seat at the legislative drafting table beside elected officials and policy analysts by paying a fee between $3,000 and $10,000, according to documents obtained by Bloomberg News.

gapower to buy 50 MW solar by 2015

Previously I wrote PSC lining up to vote for solar and last week they went and did it.

Georgia Power will buy solar by 2015, By Associated Press – Athens Banner-Herald, 24 July 2011:

ATLANTA — The Public Service Commission has approved Georgia Power’s plans to buy up to 50 megawatts of solar power by 2015.

The utility plans to strike agreements with individual solar-power producers to meet the deadline. The providers would have to be able to connect to the transmission system for Georgia Power or its sister utilities in Alabama, Florida and Mississippi.
