      HISTORY, FACTS AND ISSUES:

      This request represents a change in zoning from Medium Density Residential (R-21) zoning to General Commercial (C-G) zoning. The motivation for the zoning change is aimed at the development of a youth oriented science and recreational center for children. The science/educational aspect of the center is planned to be focused on STEAM or Science, Technology, Engineering, Arts, and Mathematics activities, Access to and from the property is gained off of Bemiss Rdt This section of Bemiss Rd is a state-maintained minor arterial road. Typical traffic flow capacity of an arterial road is greater than 6,000 AADT. Per GDOT definition the Annual Average Daily Traffic (AADT) is the average number of vehicles that pass by a counter during a 24-hour period in a certain year, Concerning the 2030 Comprehensive Plan Future Development Map the subject property is within the Urban Service Area and depicted as a Community Activity Centert Per Comprehensive Plan guidance C-G zoning is listed as a permitted zoning within a Community Activity Center. With this request the following factors should be considered: the existing non-residential zoning pattern to the north and south of the subject property, the frontage on an arterial road, the subject property’s service by a community water and sewer system, and the fact that the subject property is also within the Bemiss Road (North) Corridor Road Overlay District. Ultimately, Planning found this request overall consistent with the Comprehensive Plan and the TRC recommended for its approval. At their June regular meeting the GLPC reviewed this request and ultimately recommended for its approval by a 6-0 vote, During the public hearing portion of the request the developer spoke for it and no one spoke against it. Questioning and discussion from the GLPC and staff included aspects of the proposed operations (hours, outdoor uses, etc), parking requirements, car and bus circulation, and proposed improvements to the property,
