Update 2024-01-29: Actually, Lowndes County did email the materials on Friday. Packet: Gresham Event Venue on Old Valdosta Road and Byrd Road individual residences @ GLPC 2024-01-29.

Lowndes County did not return the materials for the two Lowndes County items listed in the agenda for Monday’s Greater Lowndes Planning Commission (GLPC) meeting. I have asked them again, noting the 3 days allowed for a response to a Georgia Open Recorda Act (GORA) request have passed.

Valdosta and Hahira staff (led by Matt Martin) find all the requests for those two cities consistent with the Comprehensive Plan and recommends approval, except for one of the Hahira proposals.

All three Hahira proposals are by Cre8ive Development Partners LLC, for 26 acres on 5901 U.S. 41 North. They are 8. to rezone, 9. to approve a planned development, and 10. to annex the property into the City of Hahira.

It’s that middle item that staff recommends further steps for:

(1) Conduct the current public hearing to gather public input, then consider and discuss general aspects of the proposed master plan and development features. Then render constructive feedback to the Applicant regarding any requested revisions to the development proposal that may be warranted.

(2) Then recommend TABLING of this Planned Development request for two (2) months to allow sufficient time for revisions to the proposed master plan, re-review, and re-advertisement to take place before the final public hearings.

That is also the only item that has a letter of objection in the board packet, from Chris Connell.

For a number of reasons, he recommends:

I would ask the council to deny R6 component, approve R10, and ask proposed developers to come back with a plan for single family homes only. This is more appropriate and in-line with this neighborhood and helps protect against too many variables that could cause problems for the city and neighboring residents.

Who is Cre8tive Development Partners, LLC? Well, the board packet has it mis-spelled. It’s actually Cre8ive Development Partners, LLC. According to the Georgia Secretary of State,
“Registered Agent Name: Cether Holdings, LLC
Physical Address: 5633 Barber Circle, Hahira, GA, 31632, USA.”

The principal office address is 100 W. Main Street, Hahira GA 31632. The Authorizer Signature is by Joseph Hewett.

According to the Georgia Secretary of State Cether Holdings, LLC is a Real Estate and Rental and Leasing company with Registered Agent Name Jode Hewett, 5633 Barber Circle, Hahira, GA, 31632, USA. The organization filing for Cether Holdings was on February 20, 2023, signed by Jode Hewett.

The three Hahira agenda item sheets say “Cre8tive[sic] Development Partners LLC, represented by Jode Hewett….” The Letter of Intent for the rezoning request is signed by Joseph (Jode) Hewett, Managing Member, Cre8ive Development Partners, LLC.

The only company I find located at 100 W. Main Street is Lost Creek Construction, Inc., which according to the Georgia Secretary of State has Secretary Jeremy Holloway and CEO and CFO Stacey Holloway. Stacey Holloway signed the Letters of Authorization for the three Hahira items. The Planning Analysis & Property Information for the rezoning list the owner as “Lost Creek Construction, Inc. (Stacey Holloway)”.

Here is the agenda. The board packet, received in response to a LAKE open records request, is on the LAKE website. Except for the Lowndes County items, which the county did not send.
