The rezoning on Horace Avenue next to Mud Swamp Creek that the Planning Commission recommended to deny is on the agenda for the Lowndes County Commission this week.

As is the Lake Alapaha Boulevard rezoning that sailed through the Planning Commission.

Plus a Pet Shop Ordinance, and Moody Water Storage Tank Rehab, for which Moody is reimbursing the county.

Update 2025-09-07: Packet: A controversial and an easy rezoning, pet shop ordinance, and Moody AFB water storage tank @ LCC 2025-09-08.

The apparently complicated rezoning did take 21 minutes, 3. REZ-2024-06 – 1735 Madison Hwy – Horace Ave. CON – C-H to CON – C-H. Ed Hightower moved to recommend denial, seconded by Tommy Willis. Vicki Rountree voted against, and the motion passed 6:1.

But the two longest were Valdosta City Cases, almost 39 minutes on 8. VA-2025-08 Andrew Duren (417 Brookfield Road) C-C(c) to C-C and almost 44 minutes on 11. VA-2025-11 Stoker Development LLC (310 Eager Road) R-15 to R-6.

The Planning Commissioners recommended denial 4:3 on VA-2025-11 Stoker, and approval everything else.

Commissioner Chip Wildes has been reappointed by the Valdosta City Council.

The meeting had item 13. 2025 Comprehensive Plan Update but the item was never announced.

By far the longest item at almost 15 minutes was 7.c. 2026 Comprehensive Plan Kickoff, in the Regular Session of the Lowndes County Commission, Tuesday, August 12, 2025. The county already said it plans to use the same SDS as last time. It’s a ten-year plan for allocation of tax revenues among the county, its five cities, and VLPRA and VLCIA. Comprehensive Plans get updated very five years.

Second longest was 13 1/2 minutes for 7.b. REZ-2025-13 ENCC, LLC, 9353 GA HWY 135 – October Ln, ~1ac, E-A to C-C., spoken for by Jack Langdale. One person spoke against. Commissioner Scottie Orenstein wanted to remove the condition requiring paving. County Manager Paige Dukes said she thought they probably couldn’t require that on private land. They removed that condition and unanimously approved the rezoning.

The other rezoning sailed through with unanimous approval. Everything else was also unanimously approved.

Update 2025-08-23: Videos: 2 small rezonings, Comprehensive Plan, USGS Gauges, GDOT for Shiloh Road, Civic Center Hurricane Repair @ LCC Regular 2025-08-12.

After the two rezonings (6 minutes and 4 minutes), the longest item was 8.b. FY2026 Joint Funding Agreement With USGS, at yesterday morning’s Work Session of the Lowndes County Commission. Naturally, at least one Commissioner didn’t want to pay the additional $1900/year, but the alternative is the gauges stop working at Folsom Bridge on GA 122 on the Little River, and at Skipper Bridge on the Withlacoochee River. There was also mention of the US 84 Withlacoochee River Gauge. Ashley Tye’s point was the three gauges permit hydrologists to make some informed predictions.

The Commissioners vote this evening at 5:30 PM.

You get to speak in the rezoning Public Hearings, and the one for the 7.c. 2026 Comprehensive Plan Kickoff.

On August 7, Lowndes County told me in response to the LAKE August 4, 2025, open records request:

“Regarding your below open records request, we will have this information ready for you next Thursday, August 14, 2025.”

Meanwhile, a usually reliable source has sent what appears to be the SPLOST IX Agreement and the Project Lists for the county and each of its cities. They are on the LAKE website.

Lowndes County will hold a 2026 Comprehensive Plan Kickoff on Tuesday, August 12, 2025. According to SGRC, it will be at the beginning of the County Commission meeting. So apparently it’s the Public Hearing in the Tuesday Commission meeting.

USGS is charging more for the gauges at Folsom Bridge on the Little River and Skipper Bridge on the Withlacoochee River.

The Air Force is going to move the emergency backup Lowndes County water connection to Moody AFB, due to “unforseen conflicts after construction began,” apparently with the railroad and the “electric duct bank.”

The two small rezonings that sailed through the Planning Commission are on this County Commission agenda.

GDOT wants an easement at the Parrott Health Clinic in Hahira. GDOT has agreed to supply more TIA money for Shiloh Road Resurfacing and Bridge Replacement, and there are bids to approve.

There are bids for the Lowndes County Civic Center Hurricane Helene Repairs.

Rome-Floyd SPLOST Committee 2024-12-31

The opaque SPLOST process the Lowndes County Commission is using, in which it just sent an Agreement and a Project List to its cities for approval without the taxpaying citizens ever seeing either, is not the only way.

Rome and Floyd County, Georgia, have a citizen committee that decides what is on their Special Local Option Sales Tax (SPLOST) list. That committee has open meetings and publishes its draft lists.

Floyd County, at 100,113 people, has less population than Lowndes County, at 120,712.

Video: Special Called Meeting about SPLOST IX Agreement @ LCC 2025-08-04

Update 2025-08-05: Rome-Floyd SPLOST Committee 2024-12-31.

Here is the one LAKE video of the two-minute Special Called Meeting in which the Lowndes County Commissioners unanimously agreed to forward a SPLOST IX Agreement to the cities within the county.

The tax-paying citizens have not seen this Agreement nor the list of projects on which the county projects $17 million to be spent in Fiscal Year 2026.

According to County Manager Paige Dukes, the County Commission will have to vote again after the cities approve it.

Citizens get to vote on SPLOST IX in the General Election on November 4, 2025.

Today, they unanimously approved sending to the cities, on a motion by Commissioner Scottie Orenstien and a second by Commissioner Michael Smith. Continue reading →

Update 2025-08-08: Packet: 2 small rezonings, Comprehensive Plan, USGS Gauges, GDOT for Shiloh Road, Civic Center Hurricane Repair @ LCC 2025-08-11.

The Greater Lowndes Planning Commissioners unanimously recommended approval of all the items before them, some with staff-recommended conditions.

Including the Valdosta Land Development Regulations (LDR), which Valdosta still has GLPC review, even though Lowndes County no longer has GLPC review for its Unified Land Development Code (ULDC).

There’s nothing about this on lowndescounty.com, not in the calendar, not in agendas, not in news.

Yet according to the slides for the June Budget Hearings, the Lowndes County Commission and staff expect to derive $17 million from SPLOST IX in FY 2026.

What projects will this penny sales tax fund? Where is the list for Special Local Option Sales Tax (SPLOST) IX? What is this Agreement mentioned in the VDT article?
