Packet: $0.9 million paving project, reduction of millage rate, 3 small rezonings @ LCC 2020-08-10

For the Monday morning Work session and Tuesday evening voting Regular Session, the Lowndes County Commission has only one item that has “BUDGET IMPACT” in its agenda sheet, but it’s a doozy:
Cost What
$899,744.40 Ridgecrest, Woodland and Glenview Paving & Drainage Project
$899,744.4Total

The agenda sheet says:

Lowndes County solicited bids for Ridgecrest, Woodland and Glenview Grading, Drainage, Base and Paving. The project will consist of Grading, Drainage, Base and Paving of Ridgecrest and Woodland and the installation of a box culvert under Glenview Drive. Vendors present for the pre-bid meeting held on July 21, 2020, were James Warren & Associates, Southland Contractors, Reames & Son Construction, Rountree Construction, and The Scruggs Company. Three bids were received on August 4, 2020.

Here are the bids:

Where is that? South of the west end of W Savanna Ave, near I-75 Exit 16.

Ah, yes, I got stuck in traffic there not so long ago, trying to get around a stopped train.

We know this much because LAKE obtained a copy of the board packet through an open records request; it’s on the LAKE website.

I suppose if we rummage around enough we’ll find details of NC-TIA 2019-04 somewhere on the county’s website.

Here is the agenda.

Four Lowndes County cases: water, solar, junkyard, bodyshop @ ZBOA 2019-12-03

A solar project near the Withlacoochee River proposes to cut down pecan trees and not put up the required height vegetative buffer.

A family timber operation wants water and sewer for a subdivision. A junkyard wants a variance for opaque fencing. A bodyshop apparently wants to enlarge an existing nonconforming structure. All four are Lowndes County cases on the ZBOA agenda for 2:30 PM today.

The entire packet is on the LAKE website, courtesy of ZBOA member Gretchen Quarterman, who only received it this morning.

Videos: Rights of Way variances: Village of Hope and SSMT Holdings @ ZBOA 2019-10-01

ZBOA approved both Lowndes County cases, both for variances to access rights of way, but one barely by a split vote, with the other unanimous.

Rights of Way variances: Village of Hope and SSMT Holdings @ ZBOA 2019-10-01

Two Lowndes County cases this month at ZBOA, both wanting variances to access rights of way. Village of Hope appears to be a religious rehab center, offshoot of House of Hope, wanting to use the same access road as Valdosta Wake Compound.

SSMT Holdings appears to be an ordinary subdivision expansion, with fewer feet than code requires for road access due to a retention pond.

Also, ZBOA votes on officers this month.

Here is the agenda. See also the board packet, which is on the LAKE website, courtesy of ZBOA Board Member Gretchen Quarterman.

Videos: Branham subdivision, Trash, RR crossing @ LCC 2018-03-13

Most of the meeting (13 and a half minutes) was about Bill Branham’s subdivision, which passed, with the Chairman breaking the tie because one Commissioner recused himself. Opponents took up almost another minute leaving the room.

On a split vote the Commission declined to modify the solid waste ordinance to give the County Manager more power.

Second longest at more than 6 minutes was Michael J. Killeen’s R-A to M-1 rezoning. Virdie Mae Lyons got her well and septic rezoning in a minute and a half.

Lengthiest at more than three and a half minutes was the Bill Branham subdivision rezoning, plus a tie for second at 2 minutes 13 seconds between the new Conference Center CEO and the Virdie Mae Lyons Old Clyattvile Road well and septic rezoning, at yesterday morning’s Work Session. Gretchen is off with the LAKE video camera to the voting Regular Session tonight.

The County Manager wants more power through an ordinance that would further favor Advanced Disposal Services (ADS) over Deep South Sanitation (DSS).

On the agenda for Monday’s Work Session, the agenda a word from the new-as-of-January CEO (not Executive Director) of the Valdosta-Lowndes County Conference Center and Tourism Authority. On the agenda for both Monday and Tuesday evening’s Regular Session, Bill Branham’s Copeland Road subdivision, back for at least the third time in four calendar years, plus an ordinance that would further favor Advanced Disposal Services (ADS) over Deep South Sanitation (DSS). Better news: bids for a Portable 65 KW Generator to keep lift stations from leaking.
