Videos: seventeen minutes for three appointments and other business @ LCC Regular 2023-01-09

All the votes took less than eight minutes, at the Regular Session of the Lowndes County Commission, Monday, January 9, 2023.

Only one Commissioner had one question about a voting item, 6.e. Stop Loss Insurance Coverage through HM Insurance Group. Maybe they all knew how they were going to vote before they got to this public meeting.

There was discussion about inspections being efficient for “the development community” in the non-voting 7. Reports – County Manager.

They appointed people to three boards, accepted infrastructure for a subdivision, agreed to a lease, accepting a grant, and an insurance plan.

None of the appointees were present.

See especially Gretchen’s comments on 6.b. Extension of Agreement for ULDC Updates.

The whole thing took seventeen minutes. For sure, the County Manager’s Reports are informative, but subtract those eight minutes and the more than a minute for the preliminaries, and only eight are left.

Update 2023-01-22: Videos: seventeen minutes for three appointments and other business @ LCC Regular 2023-01-09.

No item took even two minutes, although many departments spoke, at the Lowndes County Commission Regular Session, Monday, January 9, 2023. The whole thing took eight minutes.

I wonder what’s in these ULDC Updates, when will the public get to see them, and why was a contractor necessary to write them? Also, how much did that contract cost?

The Regular Session was later that same day; LAKE videos of that one will also follow.

Below are links to each LAKE video of each agenda item of the Work Session, with some notes by Gretchen Quarterman, followed by a LAKE video playlist. See also the agenda and board packet. Continue reading

Update 2023-01-22: Videos: Three appointments, lease, ULDC, roads, grant, insurance @ LCC Work 2023-01-09.

Both Work Session and Regular Session are Monday, January 9, 2023, for the Lowndes County Commission. Both will probably be brief, because it’s a short agenda of mostly routine items.

The rezoning at Skipper Bridge Road and GA 122 for a Dollar General is NOT on this agenda. However, those interested may want to show up and be seen by the Commissioners, to remind them that people care and will be there on January 24th at the Public Hearing.

They pretend as always that taking over more subdivision streets and water and sewer lines will not cost the county taxpayers anything.

The dollar items listed in the packet are small. Continue reading

Videos: Hamm Estates roads, Deannexation, Rezonings, Right of Way, Software, Health Insurance, Repairs, KLVB @ LCC 2020-02-25

The longest regular item at 4 minutes on this voting Regular Session agenda was 6.b. Accept Hamm Estates Dr. into the County Road Inventory. Longer were two Citizens who spoke at the end about Keep Lowndes-Valdosta Beautiful (KLVB).

Hamm Estates

Here again are the costs found in the agenda sheets for the items, from most expensive down, with links back into the agenda.

Videos: Deannexation, Rezonings, Right of Way, Software, Health Insurance, Road Repairs @ LCC 2020-02-24

The longest item of those I videoed (yes, I was late to this Work Session) was 6.f. Deannexation of Ganas Property by Lake Park, which apparently doesn’t cost the county anything. Directly, at least. Maybe even net positive, due to property taxes.

Deannexation

Rezonings, Right of Way, Software, Health Insurance, Deannexation, and Road Repairs @ LCC 2020-02-24

The two rezonings on the Lowndes County Commission agenda for this week seem to cancel each other out, since one wants to go “back” to Estate Agriculture (E-A), while the other wants to rezone from E-A to R-A, both on about ten acres.

Because by an open records request we got the agenda packet, we know how much the agenda items costs, even though dollar amounts are not listed in the agenda.

The Request to Accept Hamm Estates Dr. into the County Road Inventory for Maintenance is listed as “BUDGET IMPACT: N/A”. What if those subdivision roads need repairs, like Knights Academy Road?

The unusual Deannexation of Ganas Property by Lake Park apparently costs the county nothing. Not even legal fees?

Videos: Proclamations, Thoroughfare Plan, RR bridge, resurfacing four roads, opioids @ LCC 2018-04-10

The two longest items were proclamations, for the Teen Explosion Youth Action Group and for Telecommunications Week. Everything else sailed through.

Thoroughfare Plan, RR bridge, resurfacing four roads, opioids @ LCC 2018-04-09

You can’t see the Special Presentation by Attorney Haynes Studstill on Opioid Litigation (Work Session) because Gretchen was not there with the LAKE video camera yesterday morning, and the agenda says it’s only in the Work Session. Lowndes County does video its own County Commission meetings, but they haven’t posted the video of that yet. Meanwhile, the City of Valdosta did decide to join a lawsuit against big pharma about opioid addiction. Another county legal item for tonight is FY2019 Juvenile Justice Incentive Grant Program Request for Proposals (RFP).

They’re doing an Update to the Lowndes County Thoroughfare Plan, which is for:

Why Vallotton wants to rezone back to agricultural @ GLPC 2015-03-30

Yesterday morning the County Planner seemed perplexed about 2. REZ-2015-06 withdrawn 3. REZ-2015-07 Vallotton Farms Inc. R21 to EA the Vallotton family request to go back to the most agricultural zoning, E-A. Yet he was there when Bill Langdale explained that at the Planning Commission 30 March 2015, aided by multiple Planning Commissioners, plus a few words from me.

He didn’t bring agriculture to the city; the city come to him….

I think it’s going to be real hard one day trying to eat this concrete.

–Tommy Willis

See for yourself. And remember the County Commission votes on this case this evening at 5:30 PM; maybe you’d like to come speak for. Continue reading

Videos: Vallotton agriculture on Bemiss Road, historic preservation, personal services @ GLPC 2015-03-30

They took the Lake Park personal services case first and recommended it 8:0. REZ-2015-06 Vickers was withdrawn by applicant. Vallotton Farms‘ reversion to Estate Agricultural was recommended 8:0 after an explanation by attorney Bill Langdale (and yours truly chimed in). Denser zoning for Edward Jennings LLC was recommended 5:4 with a rare example of the Chairman voting, this time in favor. And the Valdosta historic preservation LDR changes were recommended 8:0. Those two Lowndes County cases have already been heard at the Lowndes County Commission Work Session yesterday morning and will be voted on tonight at the Regular Session. The Vallotton case greatly puzzled the County Planner and at least one of the Commissioners.

Here’s the agenda, reordered according to how they actually considered the cases, with links to the videos, results of the votes, and a few notes. Continue reading
