Videos: Hambrick Road paving and traffic and Bevel Creek bridge @ LCC 2016-04-26

Thanks to County Engineer Mike Fletcher for doing almost what Gretchen asked at the Lowndes County Commission Regular Session 26 April 2016.

They rattled through the agenda with almost no questions, unanimously approving everything, including the $89,005 in emergency no-bid repairs. You’d have little idea why they were doing anything if you weren’t at the previous morning’s Work Session or you didn’t view the LAKE videos of the Work Session, in which we discovered for example it’s not Beatty Creek Bridge, rather Bevel Creek Bridge. Nonetheless, the County Engineer still said the creek name wrong.

Here are links to each of the LAKE videos of the Regular Session of April 26th 2016, with a few notes, followed by a video playlist. See also the LAKE videos of the Work Session of April 25th 2016, and the agenda.

They meet again this morning at 8:30 AM. Continue reading

Videos: Emergency no-bid repairs, a bridge where, and unnecessary resurfacing @ LCC 2016-04-25

5.e. Emergency Fiber Replacement to South Lowndes The FY 2017 Juvenile Justice Incentive Grant was a popular topic yesterday morning, and some Commissioners showed a little bit of scepticism about that $89,005 in emergency no-bid repairs on the agenda for yesterday morning and for voting 5:30PM this evening.

Also $634,800 for a bridge we can’t tell where, and some unknown fraction of $1,663,888.78 to resurface a road that shouldn’t be used as a highway in the first place. Who’s in charge of budget planning for the county?

At the end, there was more from the County Manager about private road Carter Way: they discovered another property owner (“at least one”) after they agreed to spend $67,822 to fix a private road.

Emergency no-bid repairs, a bridge where, and unnecessary resurfacing @ LCC 2016-04-25

$89,005 in emergency no-bid repairs on the agenda for Monday morning and voting Tuesday evening. Agenda Sheet Also $634,800 for a bridge we can’t tell where, and some unknown fraction of $1,663,888.78 to resurface a road that shouldn’t be used as a highway in the first place. Who’s in charge of budget planning for the county?

Why is replacing the fiber optic data cable that connects the South Lowndes Data Center and the E911 Center an emergency repair for $61,020, when apparently the problem has been going on for years? Meanwhile, it’s good that it’s not an emergency that the 911 Center Core Network Equipment needs replacing for $38,621. Planning ahead is good. Is one of these items in the budget and the other not?

Another emergency not marked as such in the agenda is Continue reading

Videos: Doublewide, Commercial, Professional, Residential, Landscape, Stormwater, Suburban, Agriculture, Schools, and Moody @ GLPC 2015-05-26

The Planning Commission said at its 26 May 2015 meeting that it needed at least a month more to review Lowndes County’s proposed changes to the Moody Activity Zoning (MAZ) Districts, which is why the County Commission is pushing back the schedule on that.

Another big item is REZ-2015-11 The Orchard at Stone Creek, yet another subdivision on Old US 41 N, this one due west of Nelson Hill on Val Del.

Here’s the agenda. Below are links to each of the LAKE videos of the agenda items, followed by a video playlist. Continue reading

300x216 4872 Tillman Crossing Road, in Orchard at Stone Creek, by John S. Quarterman, 26 May 2015 The busiest Planning Commission agenda I can recall, is scheduled at exactly the same time as the Lowndes County Commission Regular Session because of the Memorial Day holiday. The biggest item is REZ-2015-11 The Orchard at Stone Creek, yet another subdivision on Old US 41 N, this one due west of Nelson Hill on Val Del.

Videos: Dr. Grow, Devine, VLPRA @ LCC 2015-02-23

Dr. William R. Grow, District Health Director, presented about the state of the Health Department, and County Manager Joe Pritchard reported revisions to both the county’s Solid Waste Ordinance and the franchise agreement for solid waste were in progress. They ended by going into an executive session to discuss real estate.

For Parks and Rec Board, former Lowndes County Commissioner Richard Raines read a prepared statement, while Scott Willis, hearing specialist with Hearing Care Resources, gave an extemporaneous presentation, including that he was formerly on the VLPRA Advisory Board, and he’s been coaching children and working with the elderly. Commissioners had no questions for either applicant.

Tonight they’ll vote on a list of goals that is in their packet but they haven’t shown you the taxpayers.

Perhaps coincidentally, Continue reading

Golf club lift station on agenda @ LCC 2014-02-24

Lowndes County’s sewer lift station at a subdivision with a private golf club apparently needs replacement. This is the subdivision for which the Nelson Hill Wells were drilled as possible replacements. And an abandonment of some unspecified unopened right of way off of US 41 South. Plus a presentation by Industrial Authority Executive Director Andrea Schruijer.

Here’s the agenda:

Air Force has the environmental assessment for Moody Family Housing

Last night I chatted briefly with Moody’s Col. Ford, before he spoke at the Lake Park Chamber Annual Awards Dinner. He said he had been able to get on the site of the proposed Moody Family Housing about a year ago. I mentioned the Nelson Hill Wells and he said they had spent a lot of time already investigating water issues, and now the Air Force has received the environmental assessment. Perhaps it includes the missing piece this time, and maybe there’s a way for the public and local professors to provide input.

Colonel Edward Ford is commander of the 23d Mission Support Group at Moody AFB, Ga. He leads a group of more than 1,450 military and civilian members providing support and services to a population of 28,000 active duty, retired military and family members. His group maintains an installation with more than 830 buildings and more than 17,500 acres, including an adjacent bombing or strafing range. He is responsible for ensuring the readiness of support forces to mobilize and deploy to build, secure, and sustain air base operations at austere bare base locations anywhere in the world.

The 23d Mission Support Group also retains responsibility for civil engineering, environmental compliance, Continue reading

Nelson Hill Wells

Seen today on Recent clear cutting in north of Lowndes County:

In the Northwest and Southwest of the most westerly boundary line of Nelson Hill Subdivision there are two well sites that had been previously deeded to Lowndes County for Deep Wells for Lowndes County Water Supply due to the problems at that time with the Well at Stone Creek location. However the test bore water samples came back with negative results due to surface water contamination entering the aquifer from all the fractures in the fragile lime stone basin and active sinkholes in that area, there is a sinkhole less than half of a mile south from where the test bores were done and it’s probably 90 feet deep. All this boarders the subject site Moody Housing.

So let’s look on the west side of the remainder of the Nelson Hill site, parcel 0071 006B. There are two cutouts, each about 50 feet square or 2500 square feet or 0.057 acre. Trying to select those in the online tax assessors maps, we get:
